Entrepreneurial ventures serve as the workhorse for the economy by contributing jobs, fueling innovation, and adding productivity. Startups in the United States less than one year old are especially important for net new job creation. Yet as the rate of startups in the United States has declined, so too has the share of jobs they add to the national economy: Per capita startup job creation in the first year declined from 7.52 jobs in 1998 to 5.27 jobs by 2017.The Kauffman Foundation recognizes the importance of entrepreneurship in the United States and seeks to understand and reduce barriers to entrepreneurship. Entrepreneurs and researchers often cite lack of access to capital as a significant barrier faced by many entrepreneurs. In order to understand the role of access to capital in entrepreneurship, identify gaps in this access, and determine possible solutions to these gaps, the Kauffman Foundation conducted extensive research on this topic in 2017 and 2018. The effort included:• A literature review on access to capital, including an analysis of previous attempts to improve access to capital; • Conversations with more than 500 financial asset owners, investors, and entrepreneurs;• Regular discussion with a working group of preeminent scholars, entrepreneurs, and investors across the U.S.This report presents the results of the research, surveying the knowledge landscape on access to capital with an eye toward mechanisms to support systemic improvements in capital access for entrepreneurs in the United States. The report concludes with five key questions to shape a call for action and to guide future thinking.

Book excerpt: In Entrepreneurs and Capitalism since Luther: Rediscovering the Moral Economy, Ivan Light and Léo-Paul Dana study the history of business, capitalism, and entrepreneurship to examine the values of social and cultural capital. Six chapters evaluate case studies that illustrate contrasting relationships between social networks, vocational culture, and entrepreneurship. Light and Dana argue that, in capitalism’s early stages, cultural capital is scarcer than social capital and therefore more crucial for business owners. Conversely, when capitalism is well established, social capital is scarcer than cultural capital and becomes more crucial. Light and Dana then trace moral legitimations of capitalism from the Reformation to the Enlightenment, the Gilded Age, and finally to Joseph Schumpeter whose concept of “creative destruction” freed elite entrepreneurs from moral restraints that encumber small business owners. After examining the availability of social and cultural capital in the contemporary United States, Light and Dana show that business owners’ social capital enforces conventional morality in markets, facilitating commerce and legitimating small businesses the old-fashioned way. As their networks become more isolated, elite entrepreneurs must claim and ultimately deliver successful results to earn public toleration of immoral or predatory conduct.

Accordingly, specific socio-economic, political, market, and institutional contexts are key to fostering, enabling, and enacting entrepreneurial activity and behaviours. These contexts shape everyday entrepreneurship experiences. This book is based on the premise that how gender is articulated within the entrepreneurial debate has to acknowledge context. However, context is not a construct that only applies to those economies and situations that differ from the presumed norm of Western developed nations. Adopting a more critical appraisal of how context is positioned within current theorizing around gender and entrepreneurial behaviours offers potential to progress debate whilst acknowledging that competing and contrasting contextual influences require clearer recognition. This book, therefore, has the potential to unearth credible and robust approaches to further examining contextualisation and women entrepreneurship that advances new insights. By exploring and examining how contextual influences shape women’s entrepreneurship, this book challenges the assumption that women entrepreneurship is the same throughout the world. Book excerpt: Historically, minority-owned business enterprises (MBEs) in the United States have had to overcome more challenges than their non-minority counterparts to achieve success. This holds especially true for Black or African American business owners who face a unique set of challenges as compared to other MBEs. The purpose of this thesis is to identify the most significant challenges faced by Black or African American business owners, and then form recommendations on how the Farrell Center for Corporate Innovation and Entrepreneurship at the Pennsylvania State University can most effectively support Black or African American business owners in overcoming those challenges. Research for this thesis was conducted in the form of a literature review, as well as independent research via interviews. All research led to the same findings: that Black or African American owned businesses are challenged by lack of capital, markets, and education and networks. Although efforts have been made in the United States to overcome the disparities between Black or African American owned businesses and non-minority owned businesses, glaring gaps still exist with regards to access to funding, government contracting and mentorship. The Farrell Center for Corporate Innovation and Entrepreneurship - a program within the Smeal College of Business that is dedicated to serving entrepreneurs through education, outreach and research - can most effectively support Black or African American business owners by creating a multifaceted educational program, expanding its existing Propel Business New Venture & Innovation Program to include initiatives specifically targeted to Black or African American entrepreneurs and partnering with existing non-profit organizations. The implementation of these recommendations will not only inspire Black or African American students at the Pennsylvania State University to pursue entrepreneurship, it will also benefit Black or African American business owners nationwide.
