Informed by research during Myanmar's decade of partial civilian rule (2011–2021), Gerard McCarthy examines how ideals and practices of non-state welfare can both sustain democratic resistance and undermine social reform over time. Rather than expand government-led social action funded by direct taxation, grassroots activists and democratic leaders after 2011 variously framed government social action as ineffective, undesirable, and even corrosive of civic norms. They instead encouraged citizens to be "self-reliant" and support each other, including during disasters. Powerful tycoons filled the social gap, using public philanthropy to remake their reputations and to defend their ongoing expropriation of land and state assets from potential democratic redistribution. With non-state social actors more important than ever following Myanmar's return to dictatorship in 2021, Outsourcing the Polity casts new light on the lasting legacies of outsourcing for distributive politics.

Extraterritorial migration control arrangements of this type have become more visible in recent years, but they are not new. Katherine Tennis traces the emergence of these agreements in the Americas, Europe, and Southeast Asia. She draws on ethnographic research conducted annually from 2011 to 2019--the years from Hu Jintao to Xi Jinping, a unique and original event dataset, and a collection of government regulations in a study of everyday land grabs and housing demolition in China. Theorizing a counterintuitive form of repression that reduces resistance and backlash, Ong invites the reader to reimagine the new ground state power credibly occupies. Everyday state power is quotidian power acquired through society by penetrating nonstate territories and mobilizing the masses within. Ong uses China's urbanization scheme as a window of observation to explain how the arguments can be generalized to other country contexts.

Education and health care are funded in part through private philanthropy rather than taxation. Can a privatized government rule legitimately? The Privatized State argues that it cannot. In this boldly provocative book, Chiara Cordelli argues that privatization constitutes a regression to a precivil condition—what philosophers centuries ago called "a state of nature." Developing a compelling case for the democratic state and its administrative apparatus, she shows how privatization reproduces the very same defects that Enlightenment thinkers attributed to the precivil condition, and which only properly constituted political institutions can overcome—defects such as provisional justice, undue dependence, and unfreedom. Cordelli advocates for constitutional limits on privatization and a more democratic system of public administration, and lays out the central responsibilities of private actors in contexts where governance is already extensively privatized.
