Discusses the major issues associated with transforming and improving payment systems in emerging market economies. Economic activity requires a system of payments to facilitate trade and exchange between consumers and suppliers of products and services. This paper looks at the differences between payment systems in centrally planned and market economies. The authors examine both short- and long-term methods of improving payment systems. Distinctions between the various payment instruments are made, and the roles of country size, banking structure, and institutional framework are discussed. An appendix provides a summary checklist of information needed to plan adequately for changes in payment systems.

This report was commissioned as part of a project on the effectiveness of credit policies in East Asian countries. In the Republic of Korea, the government has played a pervasive role in promoting industrialization and economic development. The report documents the use of directed credit programs and highlights what made government intervention effective: its close consultation with industry, the existence of a competitive business environment, and a strong monitoring and evaluation system. The report notes the risk-sharing arrangements developed by Korean policymakers and the flexible adaptation of directed credit programs to the changing needs of the Korean economy. The authors also emphasize the long-term costs of reliance on directed credit programs and the measures taken in recent years to redirect the programs' objectives and redress the imbalances that have arisen along Korea's path to economic development.

Available in PDF, EPUB and Kindle. Book excerpt: World Bank Technical Paper No. 295. The progress made by the countries of Central and Eastern Europe in privatizing state-owned enterprises has created millions of new shareholders. But for the citizenry to buy and sell shares, these countries must develop stock markets and related institutions such as brokerages, clearing and settling organizations, and regulatory agencies. This paper examines the role of capital markets in the new market economies of Central and Eastern Europe and to what extent governments in the region should encourage the development of such markets. The authors address questions of whether the capital markets will serve merely as a forum for trading stocks or become a source of new equity capital to help restructure the enterprises of the region and whether governments should take a hands-off approach by letting the necessary institutions develop as they are needed or should actively create stock exchanges and establish the overall legal and regulatory framework.

Book excerpt: All 15 new independent states established in the economic space of the former Soviet Union suffered big declines in output and trade after gaining independence. This study summarizes cross-country experience on the role of trade and payments policies in the linked contraction of output and trade by drawing on eight country case studies: Estonia, the Kyrgyz Republic, Latvia, Lithuania, Moldova, Russia, Ukraine, and Uzbekistan. The results of the case studies show that trade reform and reorientation of trade toward the rest of the world have done much to arrest the decline in output usually associated with the transformation from plan to market. Available in PDF, EPUB and Kindle. Book excerpt: February 1998 Lessons about the implementation of microfinance operations from five initiatives in rural Indonesia. Expanding the microfinance market can promote economic growth and reduce poverty in many countries. But expanding this market is advantageous only if the increased activity is sustainable. Ravicz draws lessons from five Indonesian microfinance initiatives in rural areas and proposes ways for governments and donors to support the microfinance sector. Those programs demonstrate that microfinance initiatives can provide a valuable service to low-income people at a temporary, affordable cost to governments or donors. Incentives for customers and staff are key features of successful microfinance operations that enable them to operate with low subsidies or on a self-sustaining basis. Programs should also charge adequate real interest rates, aggressively pursue repayment, and achieve a significant volume of business. To accelerate progress toward self-sustainability, programs can track the subsidies they receive, and their supporters can impose hard budget constraints and declining subvention support. Government-owned microfinance initiatives are vulnerable to political pressures that undermine their commitment to sound banking practices. Granting these institutions autonomous status, imposing hard budget constraints, and privatizing them when they are financially sustainable, can reduce their susceptibility to political influences. Alternatively, governments and donors could support the sector through temporary subsidies to private sector initiatives to help them defray start-up costs. Supervision can be improved if a country's microfinance industry, assisted by its central bank, establishes industrywide standards. Microfinance institutions could contract for supervision services from commercial banks. The central bank could monitor supervisors to ensure that they exercise due diligence. This study finds that institutions can efficiently reach clients in remote areas through subdistrict-based units and field staff. They need not rely on group lending techniques, savings requirements, or intermediary organizations between banks and borrowers to boost efficiency. Initiatives can serve female borrowers without targeted marketing if loan products meet women's needs and are accessible to them. Governments could increase the usefulness of microfinance to agriculture by encouraging state-owned microfinance institutions to develop and pilot-test loan products that meet smallholders' needs. This paper-a product of the Development Research Department-is part of a larger effort in the group to analyze the characteristics, performance, and poverty alleviation implications of microcredit institutions.

Available in PDF, EPUB and Kindle. Book excerpt: Despite the considerable economic growth of the Asia-Pacific, poverty continues to be a major problem. One key way to create sustainable livelihoods and to provide poor households an escape route from poverty is microfinance. Since the early 1980s, microfinance practitioners have proven that the poor are creditworthy, capable of utilizing scarce capital efficiently in viable incom-generating projects and able to pay back their loans. This book collects the experience of microfinance practitioners in 11 countries in the Asia-Pacific region to describe the present state of the art. It is designed to provide an overview of the subject: why it is so essential to poverty reduction; what is the best practice; what kind of policy framework and regulatory environment is required. It offers both an extensive survey of the academic literature and a selection of case studies, all from authors who have been active practitioners in microfinance for many years. The case studies cover four key countries in South Asia and three countries in East Asia in which microfinance had become particularly important. There is also a regional chapter covering the Pacific islands.

Commodity markets require a regulatory environment that encourages private enterprise. Government regulations are needed to foster conditions in which market participants have the incentive and the opportunity to operate successfully. This paper poses the difficult question of which regulations are essential for the development of commodity markets and which become impediments. Government regulations are classified according to whether they are - Essential for the development of competitive markets - Facilitators of developing private market rules - Impediments to market development. The authors use the agricultural market as an example for outlining regulatory strategies and summarize the minimum requirements for market development.

The paper gives particular attention to the potential benefits from an expansion of irrigation infrastructure.
