The Strategy also needs to be subject to a much wider public debate. The Committee says that: there is no evidence that the NSS has influenced decisions made since the Strategic Defence and Security Review; there should be an "overarching strategy", a document designed to guide government decision-making and crisis management both at home and on the international stage; the Government's assertion that there will be no reduction in the UK's influence on the world stage is wholly unrealistic in the medium to long term and the UK needs to plan for a changing, and more partnership-dependent, role in the world. The Government's unwillingness to provide the Committee with all the information it has asked for about the National Security Risk Assessment means that it is unable to give Parliament any assurances about its adequacy. The report also notes concern that the National Security Council's oversight of security issues is not sufficiently broad and strategic, given that it was deeply involved in operations in Libya and failed to discuss the national security implications of the Eurozone crisis or the possibility of Scottish independence.

Book excerpt: HM Revenue and Customs will have to make sure its staff have the right skills if it is to succeed in cutting its running costs by 25 per cent by 2014-2015 and bringing in each year an extra £7 billion of tax revenue. It is estimated that HMRC spent £96 million in 2010-11 developing the skills of its staff but judges that spending is not systematically directed on top level business priorities. Staff skills will have been a factor in the improvement of HMRC's business results including the extra £1billion tax generated since 2010 by enforcement and compliance activity. But currently there is not a direct evidential link between results and training and development activities. Only 54 per cent of HMRC staff said that they were able to access the right learning and development opportunities when they needed to and only 38 per cent said that training had improved their performance. Evidence from a customer survey and external stakeholders also suggests that the Department does not have all the skills it needs, but HMRC does not have a good overview of its current skills gaps. It needs better data and information on gaps which would help it take a more strategic approach and gain an early warning of future skills gaps, such as the risk of skills depleting as experienced staff retire. This is of particular concern in HMRC as one in five staff in key business areas are over 55. HMRC also lacks governance arrangements or structures to hold the organization to account for money spent on training. Many of the points in this report were raised previously by HMRC's own reviews but the Department has not made the changes needed.

While putting much of the current arrangements for apprenticeships onto a statutory basis, the draft Bill provides greater flexibility to allow employers to design and bring forward for approval their own apprenticeship frameworks. The extent of this flexibility was not clear as a key document, the specification of apprenticeship standards, which will determine the core components of frameworks was not published with the draft Bill. Nor did the Government set out in detail how the National Apprenticeship Service would be resourced or organised, or how the legislation would apply in Wales. These as key omissions impeded the scrutiny process. With this in mind it was concluded that in general the legislation is justified because it has the potential to strengthen the structure for apprenticeshipsin England. However there was a major concern of volume at the expense of quality.The Government must ensure that the draft Bill is re-written to promote, monitor and report on the quality of apprenticeships. Without provisions underpinning quality, the legislation risks the devaluation of apprenticeships, and employers, parents and young people as well as adults will cease to see apprenticeships as a progressive route through to a future career.

Book excerpt: The Science and Technology Committee welcomes the Government's £200 million commitment for an elite network of Technology and Innovation Centres (TICs) but warns that the money should not be spread too thinly. An initial target of six to eight centres across the UK seems a sensible starting figure. The sources of funding for each centre need to be carefully balanced. TICs should follow the 'one third, one third, one third' model used by the equivalent centres in Germany, the Fraunhofer Institutes, which includes: one third public funding from government; one third competitive public-private sector funding i.e. UK or EU funding competitions ; one third from private sector contracts from businesses. The Committee recommends a cap on the amount of private sector funding each TIC can access in a given year in order to promote a more creative approach to innovation. TICs should build on existing facilities centres across the UK working on innovation and the commercialisation of research. In identifying which existing centres in the UK will become TICs, the primary objective must be the quality of the science and the economic benefit to the UK. The Committee is particularly attracted to the 'hub and spoke' model, as a way of spreading the economic benefit of TICs throughout the country. The possible effect of the TICs initiative on the wider funding activities of the Technology Strategy Board is a concern. The Committee recommends that the network of TICs be called 'Turing Centres', after the founder of modern computer science, Alan Turing.
