Book excerpt: This book examines military operations other than war (MOOTW) of the Indonesian military in the post-Suharto period and argues that the twin development of democratic consolidation, marked by ‘stable’ civil–military relations from 2004 to 2014 under Susilo Bambang Yudhoyono’s presidency, and internationalization of the military have not yet entirely de-politicized the armed forces. This book shows how peacekeeping, humanitarian assistance and disaster relief, and counter-terror missions have been reinvented by the Indonesian military (Tentara Nasional Indonesia, TNI) to adhere to its politico-institutional interests rather than to divert military attention from politics. In contrast with conventional arguments about the rationale of MOOTW in promoting military professionalism, this book provides the first critical analysis of the development of these missions and correlates them with TNI’s concerted effort to preserve territorial command structure – a military network that parallels the civilian bureaucracy down to the village level. The book argues that the military in Indonesia remains domestically political amidst high intensity of international activism. Book excerpt: Since the end of the Cold War and the Gulf War, the US military has been increasingly tasked for operations short of war, in what has come to be labeled Military Operations Other Than War (MOOTW). While the MOOTW concept has been incorporated into extant US military doctrine, specific missions attributed to MOOTW remain controversial, such as peace operations (Somalia, Haiti, and Bosnia) or humanitarian operations (Somalia, Rwanda). This paper broadly analyzes contemporary MOOTW missions and evaluates their relevance for the military in the future. First, it looks historically to determine the roots of MOOTW and how it differs from earlier, related, concepts such as Low-Intensity-Conflict and Unconventional Warfare. The missions encompassed in MOOTW are not new but follow a long history in the US military, described herein. Several differing concepts of future threats are reviewed to determine the continued applicability of MOOTW. Within a wide variety of future threat environments, MOOTW missions should still be able to contribute to enhancing national security. However, the ability of MOOTW responses to counter the threat does not, alone, justify using the military. The paper next examines which MOOTW missions can or should be carried out by the military. Many of the missions in MOOTW are likely to involve combating organized violence; hence those missions are appropriate for the military. For those that do not involve combat, there are several rationale: the military provides exclusive expertise, has appropriate resources, or performing those missions contributes to justifying military budgets and personnel designed for other threats or conflicts. These rationales are not sufficient to justify using the military in some MOOTW missions.

The author points out that, though the source of this confusion is primarily ethical, it has important operational implications as well. In the Just War Tradition, as well as the Law of War, there has always been a tension between winning and fighting well, and the peacekeeping environment does not change this. Commonly, the resolution of this tension is expressed in the maxim: always use the least amount of force necessary to achieve the military objective. This maxim applies, regardless of what environment one is in. The author's contention is, however, that the understanding of necessary is radically different in the peacekeeping environment than it is in more conventional operations. Failure to understand this results in a great deal of confusion as soldiers try to apply an ethic designed for dealing with enemies in environments where there are none.
