Studies have found substantial variability across countries in the negative impacts of orphanhood on child health and education. One hypothesis for this variability is the resilience of the extended family network in some countries to care for orphans-networks under increasing pressure by the sheer number of orphans in many settings. Using household survey data from 21 countries in Africa, this study examines trends in orphanhood and living arrangements, and the links between the two. The findings confirm that orphanhood is increasing, although not all countries are experiencing rapid rises. In many countries, there has been a shift toward grandparents taking on increased childcare responsibility-especially where orphan rates are growing rapidly. This suggests some merit to the claim that the extended network is narrowing, focusing on grandparents who are older and may be less able to financially support orphans than working-age adults. However there are also changes in childcare patterns in countries with stable orphan rates or low HIV prevalence. This suggests future work on living arrangements should not exclude low HIV/AIDS prevalence countries, and explanations for changes should include a broader set of factors.

Book excerpt: We examine the impact of orphanage on the living arrangements and school enrollment of children in Sub-Saharan Africa, using data from 19 Demographic and Health Surveys (DHS) conducted in 10 countries between 1992 and 2000. We find that orphans in Africa on average live in poorer households than non-orphans, and are significantly less likely than non-orphans to be enrolled in school. However, orphans' lower school enrollment is not explained by their poverty: orphans are equally less likely to be enrolled in school relative both to non-orphans as a group and to the non-orphans with whom they live. Consistent with the predictions of Hamilton's Rule, we find that outcomes for orphans depend largely on the degree of relatedness of the orphan to the household head. Children living in households headed by non-parental relatives fare systematically worse than those living with parental heads, and those living in households headed by nonrelatives fare worse still. Much of the gap between the schooling of orphans and non-orphans is explained by the greater tendency of orphans to live with more distant relatives or unrelated caregivers.

They have traditionally been viewed as repositories of information and wisdom, and are critical pillars of the community but as the HIV/AIDS pandemic destroys family systems, the elderly increasingly have to deal with the loss of their own support while absorbing the additional responsibilities of caring for their orphaned grandchildren. Aging in Sub-Saharan Africa explores ways to promote U.S. research interests and to augment the sub-Saharan governments' capacity to address the many challenges posed by population aging. Five major themes are explored in the book such as the need for a basic definition of "older person," the need for national governments to invest more in basic research and the coordination of data collection across countries, and the need for improved dialogue between local researchers and policy makers. This book makes three major recommendations: 1) the development of a research agenda 2) enhancing research opportunity and implementation and 3) the translation of research findings.

Book excerpt: This paper explores possible links between orphanhood and two important determinants of child vulnerability - child labour and schooling - using household survey data from 10 Sub Saharan Africa countries. It forms part of a broader, ongoing effort to improve policy responses to the orphan crisis and to child vulnerability generally. Marginal effects calculated after a bivariate probit indicate that becoming an orphan makes it generally less likely that a child has the opportunity to attend school and generally more likely that a child is exposed to work. The size and significance of these effects varies considerably across the 10 analysed countries, but in only one - Lesotho - does orphanhood appear to have no significant effect on either work involvement or school attendance. Double orphans appear to be especially vulnerable to schooling loss and work exposure in the analysed countries, underscoring the importance of the distinction between single and double orphans for policy purposes.
