Book excerpt: This book reveals that, far from being the result of a groundswell of support for parental choice in American education, the origins of school vouchers are seated in identity politics, religious schooling, and educational entrepreneurship. Inserting much-needed historical context into the voucher debates, Freedom of Choice: Vouchers in American Education treats school vouchers as a series of social movements set within the context of evolving American conservatism. The study ranges from the use of tuition grants in the 1950s and early 1960s in the interest of fostering segregation to the wider acceptance of vouchers in the 1990s as a means of counteracting real and perceived shortcomings of urban public schools. The rise of school vouchers, author Jim Carl suggests, is best explained as a mechanism championed by four distinct groups—white supremacists in the South, supporters of parochial school in the North, minority advocates of community schools in the nation's big cities, and political conservatives of both major parties. Though freedom was the rallying cry, this book shows that voucher supporters had more specific goals: continued racial segregation of public education, tax support for parochial schools, aid to urban community schools, and opening up the public school sector to educational entrepreneurs.

Available in PDF, EPUB and Kindle. Book excerpt: Surveying the two centuries that preceded Jim Crow’s demise, Race and Education in New Orleans traces the course of the city’s education system from the colonial period to the start of school desegregation in 1960. This timely historical analysis reveals that public schools in New Orleans both suffered from and maintained the racial stratification that characterized urban areas for much of the twentieth century. Walter C. Stern begins his account with the mid-eighteenth-century kidnapping and enslavement of Marie Justine Sirnir, who eventually secured her freedom and played a major role in the development of free black education in the Crescent City. As Sirnir’s story and legacy illustrate, schools such as the one she envisioned were central to the black antebellum understanding of race, citizenship, and urban development. Black communities fought tirelessly to gain better access to education, which gave rise to new strategies by white civilians and officials who worked to maintain and strengthen the racial status quo, even as they conceded to demands from the black community for expanded educational opportunities. The friction between black and white New Orleanians continued throughout the nineteenth century and well into the twentieth, when conflicts over land and resources sharply intensified. Stern argues that the post-Reconstruction reorganization of the city into distinct black and white enclaves marked a new phase in the evolution of racial disparity: segregated schools gave rise to segregated communities, which in turn created structural inequality in housing that impeded desegregation’s capacity to promote racial justice. By taking a long view of the interplay between education, race, and urban change, Stern underscores the fluidity of race as a social construct and the extent to which the Jim Crow system evolved through a dynamic though often improvisational process. A vital and accessible history, Race and Education in New Orleans provides a comprehensive look at the ways the New Orleans school system shaped the city’s racial and urban landscapes.

Book excerpt: Primarily about courage and the lack of it during a century of sometimes violent disputes over New Orleans schools, climaxing in the desegregation crisis of the late 1950s and early 1960s. Baker, the well-respected author of two biographies of Supreme Court justices and a book on the Miranda decision, illustrates the difficulties in effecting social change in a tradition-encrusted society. Book excerpt: On August 29, 2005, Hurricane Katrina made landfall near New Orleans leaving death and destruction across the Louisiana, Mississippi, and Alabama Gulf Coast counties. The lethargic and inept emergency response that followed exposed institutional flaws, poor planning, and false assumptions that are built into the emergency response and homeland security plans and programs. Questions linger: What went wrong? Can it happen again? Is our government equipped to plan for, mitigate, respond to, and recover from natural and manmade disasters? Can the public trust government response to be fair? Does race matter? Racial disparities exist in disaster response, cleanup, rebuilding, reconstruction, and recovery. Race plays out in natural disaster survivors' ability to rebuild, replace infrastructure, obtain loans, and locate temporary and permanent housing. Generally, low-income and people of color disaster victims spend more time in temporary housing, shelters, trailers, mobile homes, and hotels - and are more vulnerable to permanent displacement. Some 'temporary' homes have not proved to be that temporary. In exploring the geography of vulnerability, this book asks why some communities get left behind economically, spatially, and physically before and after disasters strike.

Available in PDF, EPUB and Kindle. Book excerpt: From David Osborne, the author of Reinventing Government--a biting analysis of the failure of America's public schools and a comprehensive plan for revitalizing American education. In Reinventing America's Schools, David Osborne, one of the world's foremost experts on public sector reform, offers a comprehensive analysis of the charter school movements and presents a theory that will do for American schools what his New York Times bestseller Reinventing Government did for public governance in 1992. In 2005, when Hurricane Katrina devastated New Orleans, the city got an unexpected opportunity to recreate their school system from scratch. The state's Recovery School District (RSD), created to turn around failing schools, gradually transformed all of its New Orleans schools into charter schools, and the results are shaking the very foundations of American education. Test scores, school performance scores, graduation and dropout rates, ACT scores, college-going rates, and independent studies all tell the same story: the city's RSD schools have tripled their effectiveness in eight years. Now other cities are following suit, with state governments reinventing failing schools in Newark, Camden, Memphis, Denver, Indianapolis, Cleveland, and Oakland. In this book, Osborne uses compelling stories from cities like New Orleans and lays out the history and possible future of public education. Ultimately, he uses his extensive research to argue that in today's world, we should treat every public school like a charter school and grant them autonomy, accountability, diversity of school designs, and parental choice.
