After seizing power in 1973, Augusto Pinochet embraced neoliberalism, transforming Chile’s economy. The country became the world's leading grape exporter. Heidi Tinsman traces the rise of Chile's fruit industry, examining how income from grape production enabled fruit workers, many of whom were women, to buy the commodities—appliances, clothing, cosmetics—flowing into Chile, and how this new consumerism influenced gender relations, as well as pro-democracy movements. Back in the United States, Chilean and U.S. businessmen aggressively marketed grapes as a wholesome snack. At the same time, the United Farm Workers and Chilean solidarity activists led parallel boycotts highlighting the use of pesticides and exploitation of labor in grape production. By the early-twenty-first century, Americans may have been better informed, but they were eating more grapes than ever.

Book excerpt: From 1967 to 1973, a period that culminated in the socialist project of Salvador Allende, nearly 400,000 low-income Chileans illegally seized parcels of land on the outskirts of Santiago. Remarkably, today almost all of these individuals live in homes with property titles. As Edward Murphy shows, this transformation came at a steep price, through an often-violent political and social struggle that continues to this day. In analyzing the causes and consequences of this struggle, Murphy reveals a crucial connection between homeownership and understandings of proper behavior and governance. This link between property and propriety has been at the root of a powerful, contested urban politics central to both social activism and urban development projects. Through projects of reform, revolution, and reaction, a right to housing and homeownership has been a significant symbol of governmental benevolence and poverty reduction. Under Pinochet's neoliberalism, subsidized housing and slum eradication programs displaced many squatters, while awarding them homes of their own. This process, in addition to ongoing forms of activism, has permitted the vast majority of squatters to live in homes with property titles, a momentous change of the past half-century. This triumph is tempered by the fact that today the urban poor struggle with high levels of unemployment and underemployment, significant debt, and a profoundly segregated and hostile urban landscape. They also find it more difficult to mobilize than in the past, and as homeowners they can no longer rally around the cause of housing rights. Citing cultural theorists from Marx to Foucault, Murphy directly links the importance of home ownership and property rights among Santiago's urban poor to definitions of Chilean citizenship and propriety. He explores how the deeply embedded liberal belief system of individual property ownership has shaped political, social, and physical landscapes in the city. His approach sheds light on the role that social movements and the gendered contours of home life have played in the making of citizenship. It also illuminates processes through which squatters have received legally sanctioned homes of their own, a phenomenon of critical importance in cities throughout much of Latin America and the Global South.

Most of these governments improved the basic conditions of poor women and their families. Many significantly advanced women's representation in national legislatures. Some legalized same-sex relationships and enabled their citizens to claim their own gender identity. They also opened opportunities for feminist and LGBT movements to press forward their demands. But at the same time, these governments have largely relied on heteropatriarchal relations of power, ignoring or rejecting the more challenging elements of a social agenda and engaging in strategic trade-offs among gender and sexual rights. During the dictatorship of Augusto Pinochet in Chile, some of the country’s least powerful citizens—impoverished women living in Santiago’s shantytowns—spotlighted the government’s failings and use of violence by creating and selling arpilleras, appliquéd pictures in cloth that portrayed the unemployment, poverty, and repression that they endured, their work to make ends meet, and their varied forms of protest. Smuggled out of Chile by human rights organizations, the arpilleras raised international awareness of the Pinochet regime’s abuses while providing income for the arpillera makers and creating a network of solidarity between the people of Chile and sympathizers throughout the world. Using the Chilean arpilleras as a case study, this book explores how dissident art can be produced under dictatorship, when freedom of expression is absent and repression rife, and the consequences of its production for the resistance and for the artists. Taking a sociological approach based on interviews, participant observation, archival research, and analysis of a visual database, Jacqueline Adams examines the emergence of the arpilleras and then traces their journey from the workshops and homes in which they were made, to the human rights organizations that exported them, and on to sellers and buyers abroad, as well as in Chile. She then presents the perspectives of the arpillera makers and human rights organization staff, who discuss how the arpilleras strengthened the resistance and empowered the women who made them.
