In November 2004, Oregon voters approved a ballot measureMeasure 37to require the state to compensate landowners for any property value losses resulting from land use regulations, including those adopted under the program. Because compensation is viewed by many land use planners and policymakers in the state as virtually impossible because of the potential expense involved, the passage of Measure 37 has placed the continued enforcement of land use regulations into question. A key question for land use planners and policymakers in Oregon, and other states aspiring to implement land use planning programs like Oregons, is what effect potential lapses in zoning enforcement might have on forest- and farmland development. This research note uses an existing spatial land use model created for western Oregon to predict future development of forest and agricultural lands for two scenarios: (1) one assuming that land use zones adopted under Oregons Land Use Planning Program remain unaffected by Measure 37, and (2) one assuming that land use zones are made completely unenforceable by Measure 37. Although neither scenario probably is likely, the predictions suggest a set of bounds defining a range of new development possibilities enabled by pending changes in zoning enforcement resulting from Measure 37. The predictions suggest that a hypothetical lapse of land use zoning enforcement beginning in 2004 would result in greater numbers of new buildings on forest and agricultural lands in western Oregon through 2024, more than would have occured with pre-Measure 37 zoning enforcement. Several caveats are noted in the "Conclusions"."

Book excerpt: Research interest in the forests of Oregon and Washington east of the Cascade Range can be traced back to 1897, when Fredrick V. Coville of the Division of Forestry, U.S. Department of Agriculture, reconnoitered the Cascade Range Forest Reserve to report on forest growth and sheep grazing there in an 1898 report. Subsequent forest survey in the late 1890s and early 1900s was stimulated by anticipation of the timber boom that would follow arrival of a railroad. In 1908, Gifford Pinchot's new Forest Service sent young Thornton Taft Munger to study the encroachment of lodgepole pine (Pinus contorta Dougl. ex Loud.) on the more valuable ponderosa pine (Pinus ponderosa Dougl. ex Laws.) stands. By the end of the year, Munger was in charge of the North Pacific District's one-man Section of Silvics, which evolved to become the Pacific Northwest Forest Experiment Station in 1924 with him at the helm. The forest research effort east of the Cascade Range picked up speed with establishment in 1931 of the Pringle Falls Experimental Forest to research the ecologically and economically viable silvicultural systems that would convert the stagnant old-growth forests into more-productive secondgrowth forests. During the ensuing six and one-half decades, a small group of Forest Service researchers and their university counterparts working at the experimental forest and, beginning in 1963, the Bend Silviculture Laboratory, pioneered and pursued the practical silvicultural research that both led and responded to the evolution of their science.

Book excerpt: This publication provides highlights of forest inventories and surveys from 1993 to 2001. About 35 percent of eastern Oregon is forested. The amount of forest land in eastern Oregon has increased by about 650,000 acres from the 1930s, with increases in juniper forest land accounting for most of the change. Thirty-one tree species were tallied in forest inventories during the 1990s, with ponderosa pine the predominant species in all ecological provinces in eastern Oregon. The Forest Service, Bureau of Land Management, and other federal agencies manage about 71 percent of eastern Oregon forests; about 27 percent is privately owned; and the remaining 2 percent is managed by the Oregon Department of Forestry and other nonfederal public agencies. The volume of wood in eastern Oregon forests is about 25.7 billion cubic feet, of which about 312 million cubic feet per year were harvested between 1987 and 1999. In the same time period, annual mortality and removals exceeded annual growth for all ownerships. Down wood is an important forest component and shows increases with forest age. Insect defoliators, bark beetles, root diseases, and dwarf mistletoes are present on over 72 percent of forest land in eastern Oregon. Year-to-year defoliation or mortality trends can be detected with aerial surveys. Introduced plant species are present on over 50 percent of private and other public forest land. Diversity of lichens (indicators of air pollution, climate, and forest age and structure) is greatest in the Blue Mountains Province and lowest in the Intermountain Province. No ozone injury has been detected on sensitive forest trees and plant species in eastern Oregon.
