Available in PDF, EPUB and Kindle. Book excerpt: Today's Navy numbers about 285 battle force ships (a category that includes aircraft carriers, submarines, surface combat ships, amphibious warfare ships, and various support vessels). Recently, the Navy indicated that it needs a fleet of 313 ships to perform all of its missions. Building and sustaining such a force, however, would require greater budgetary resources over the next three decades than the Navy has received in recent years. The Congressional Budget Office (CBO) estimates that the Navy would have to spend an average of about $21 billion per year (in 2007 dollars) on ship procurement to carry out its 313-ship plan— more than 70 percent greater than its average spending between 2000 and 2005. At the same time, the Navy has plans to modernize its aircraft that, if fully implemented, would require more resources than the service currently spends on new planes and helicopters.Given the many pressures that the federal budget will face in coming decades, the Navy might not receive a sizable increase in funding. In that case, what alternative force structures could be accommodated within existing spending levels? This CBO study—prepared at the request of the Subcommittee on Seapower of the Senate Committee on Armed Services—examines that question. It looks at the Navy's modernization plans for ships and aircraft and their budgetary implications. It also analyzes five alternative approaches to modernization that would cost roughly the same average annual amount as the Navy has spent since 2000. In keeping with CBO's mandate to provide impartial analysis, this study makes no recommendations.

Book excerpt: Since 2000, the Navy has spent an average of about $43 billion a year to buy and operate its fleet of 285 battle force ships and 4,000 aircraft. In the new 30-year shipbuilding plan that the Navy released in February, senior officials argue that the service needs 313 ships to perform all of the tasks assigned to it. Increasing and modernizing ships and aircraft as implied by that plan would cost an average of about $53 billion annually over the next three decades, the Congressional Budget Office (CBO) estimates. (Those past and projected cost figures, like the others in this analysis, are in 2007 dollars). The Navy's need for additional resources to fund its modernization plan is likely to coincide with myriad other pressures on the federal budget-from elsewhere in the military, from Social Security and Medicare, and from the need to pay interest on federal debt, to name a few. If the Navy ends up not receiving any increases in funding other than for inflation, how big and how capable can the fleet be in future years?

Book Synopsis Navy Large Unmanned Surface and Undersea Vehicles by : Ronald O'Rourke
Download or read book Navy Large Unmanned Surface and Undersea Vehicles written by Ronald O'Rourke and published by . This book was released on 2019-06-24 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Navy wants to develop and procure three new types of unmanned vehicles (UVs) in FY2020 and beyond-Large Unmanned Surface Vehicles (LUSVs), Medium Unmanned Surface Vehicles (MUSVs), and Extra-Large Unmanned Undersea Vehicles (XLUUVs). The Navy is requesting $628.8 million in FY2020 research and development funding for these three UV programs and their enabling technologies. The Navy wants to acquire these three types of UVs (which this report refers to collectively as large UVs) as part of an effort to shift the Navy to a new fleet architecture (i.e., a new combination of ships and other platforms) that is more widely distributed than the Navy's current architecture. Compared to the current fleet architecture, this more-distributed architecture is to include proportionately fewer large surface combatants (i.e., cruisers and destroyers), proportionately more small surface combatants (i.e., frigates and Littoral Combat Ships), and the addition of significant numbers of large UVs. The Navy wants to employ accelerated acquisition strategies for procuring these large UVs, so as to get them into service more quickly. The emphasis that the Navy placed on UV programs in its FY2020 budget submission and the Navy's desire to employ accelerated acquisition strategies in acquiring these large UVs together can be viewed as an expression of the urgency that the Navy attaches to fielding large UVs for meeting future military challenges from countries such as China. The LUSV program is a proposed new start project for FY2020. The Navy wants to procure two LUSVs per year in FY2020FY2024. The Navy wants LUSVs to be low-cost, high-endurance, reconfigurable ships based on commercial ship designs, with ample capacity for carrying various modular payloads-particularly anti-surface warfare (ASuW) and strike payloads, meaning principally anti-ship and land-attack missiles. The Navy reportedly envisions LUSVs as being 200 feet to 300 feet in length and having a full load displacement of about 2,000 tons. The MUSV program began in FY2019. The Navy plans to award a contract for the first MUSV in FY2019 and wants to award a contract for the second MUSV in FY2023. The Navy wants MUSVs, like LUSVs, to be low-cost, high-endurance, reconfigurable ships that can accommodate various payloads. Initial payloads for MUSVs are to be intelligence, surveillance and reconnaissance (ISR) payloads and electronic warfare (EW) systems. The Navy defines MUSVs as having a length of between 12 meters (about 39 feet) and 50 meters (about 164 feet). The Navy wants to pursue the MUSV program as a rapid prototyping effort under what is known as Section 804 acquisition authority. The XLUUV program, also known as Orca, was established to address a Joint Emergent Operational Need (JEON). The Navy wants to procure nine XLUUVs in FY2020-FY2024. The Navy announced on February 13, 2019, that it had selected Boeing to fabricate, test, and deliver the first four Orca XLUUVs and associated support elements. On March 27, 2019, the Navy announced that the award to Boeing had been expanded to include the fifth Orca. The Navy's large UV programs pose a number of oversight issues for Congress, including issues relating to the analytical basis for the more-distributed fleet architecture; the Navy's accelerated acquisition strategies and funding method for these programs; technical, schedule, and cost risk in the programs; the proposed annual procurement rates for the programs; the industrial base implications of the programs; the personnel implications of the programs; and whether the Navy has accurately priced the work it is proposing to do in FY2020 on the programs.

Book Synopsis Leveraging America's Aircraft Carrier Capabilities by : John Gordon
Download or read book Leveraging America's Aircraft Carrier Capabilities written by John Gordon and published by Rand Corporation. This book was released on 2006 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the United States seeks ways to stretch its defense dollars, pursue the Global War on Terrorism, and meet other national-security challenges, it is highly likely that policymakers will increase their reliance on aircraft carriers, using them more often and in more situations than they have in the past, especially if the vessels have the additional capabilities to respond appropriately. The current and expected use of aircraft carriers led the United States Navy in fall 2004 to commission RAND to explore new and nontraditional ways that the United States might be able to employ aircraft carriers in pursuit of traditional and emerging military and homeland defense missions. Over six months, RAND created and convened two Concept Options Groups (COGs)-small groups of experienced military and civilian experts, defense analysts, and potential users who work together to identify promising ways to employ military might in nontraditional ways-to explore possible nontraditional roles for aircraft carriers. One COG explored and identified new ways that aircraft carriers could be used in combat operations; the second COG examined ways that the vessels could be used in noncombat, homeland security missions or to help the nation recover from terrorist attacks or natural disasters in U.S. territories. Among the combat recommendations to come from the COG insights are that abilities need to be enhanced to reconfigure carrier air wings; among noncombat recommendations are that the availability of nonready carriers to respond to unforeseen crises needs to be improved. This monograph summarizes the activities, findings, and recommendations of both carrier COGs. It should be of special interest to the Navy and to uniformed and civilian decisionmakers with responsibilities related to naval and carrier operations, maritime domain awareness, or homeland security.
Download or read book Military Doctrine written by Bert Chapman and published by Bloomsbury Publishing USA. This book was released on 2009-09-03 with total page 209 pages. Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive volume provides a thorough overview of 20th- and 21st-century military doctrines worldwide. Military Doctrine: A Reference Handbook takes a thorough look at 20th- and 21st-century military doctrines around the world. It excerpts relevant English-language scholarly and governmental literature to paint a picture of how military doctrine has developed in recent history, what military doctrines are currently operating on the world stage, and where military doctrine is heading in the near future. The book casts a wide net, scanning the relevant government documents, international agreements, monographs, journals, conference papers, and Internet resources to present a thorough overview of the importance of military doctrine in today's highly unstable world. Because military institutions are important formulators of national military doctrine and not merely implementers, this book examines the roles played by military organizations around the world. With the proliferation of independent military scholars and the widespread influence of their work in the Internet age, the book also scans the "gray" literature and describes its effects on military doctrine.
