Available in PDF, EPUB and Kindle. Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker. Book excerpt: This report highlights four main areas of ongoing concern relating to debt management: regulation of consumer debt, payday loans, debt management companies and the Money Advice Service. It makes a number of recommendations for future Government action including reforms for higher licensing fees to be charged for higher-risk credit businesses, for a fast track procedure be put in place to suspend credit licenses, and for the new regulator be given the power to ban harmful products. The Financial Services Bill did little to clarify the way in which the consumer credit market is to be regulated. The Committee also wants be certain that the payday loan industry adheres to the highest standards - either through the codes of practice that are currently being developed or, failing that, by the new regulator. Regulations also need to be introduced to ensure that debt management companies publish the cost of their debt advice and their outcomes, if an agreement cannot be reached during discussions with the industry. Furthermore, effective auditing of debt management companies' client accounts needs to be established. The Money Advice Service needs to provide details of its business plan. Given that the legal aid budget for such services is being cut by 75% the Minister's assertion that there will be no diminution of face-to-face debt advice is confusing. The Money Advice Service will be up and running by April and yet its remit, and in particular its relationship with highly respected brands such as Citizens Advice, remains unclear

Available in PDF, EPUB and Kindle. Book excerpt: When low-income city dwellers lack access to mainstream banking services, many end up turning to ‘fringe banks,’ such as cheque-cashers and pawnshops, for some or all of their financial transactions. This predicament of ‘financial exclusion’ – faced by those underserved by conventional financial institutions – is comprehensively examined in Jerry Buckland's powerful study, Hard Choices. The first account of the nature and causes of financial exclusion in Canada, Hard Choices thoroughly integrates economic and social data on consumer choice, bank behaviour, and government policy. Buckland demonstrates why the current two-tier system of banking is becoming increasingly dysfunctional, especially in the context of new credit products that aggravate income inequality and stifle local economic growth. Featuring a foreword by esteemed economics scholar John P. Caskey, Hard Choices presents pragmatic policy improvements on both the public and private levels that can promote and build financial inclusion for all.

Book excerpt: This economic and fiscal outlook sets out the Office for Budget Responsibility (OBR) forecast for the period to 2016-17. The economy has grown less strongly than forecast in March primarily because higher-than-expected inflation has squeezed household incomes and consumer spending. The eurozone crisis has impacted on business and consumer confidence. Consequently the OBR has revised it growth forecasts downwards. It expects the underlying momentum of the economy to pick up through 2012 but with the headline measure of GDP broadly flat until the second half. The central forecast is now for 0.7 per cent growth in GDP in 20102, 2.1 per cent in 2013, 2.7 per cent in 2014, and 3 per cent in 2015 and 2016. Public sector net borrowing (PSNB) is expected to total £127 this year (8.4 per cent of GDP), but the downward revision of growth forecasts means the deficit will shrink less quickly over the next five years, with a forecast £53 billion PSNB (2.9 per cent of GDP) in 2015-16. Unemployment is expected to rise further to 8.7 per cent in 2012 before falling back to 6.2 per cent by 2016. The OBR estimates that the Government has a roughly 60 per cent of meeting its mandate to balance the structural or cyclically-adjusted current budget by 2016-17. The central economic and fiscal forecasts assume that the euro area finds a way through its current crisis, but a more disorderly outcome is clearly a significant risk.

Book excerpt: This paper presents the annual survey of international capital market developments and prospects. It summarizes recent developments in capital market flows and asset prices, including the initial impact of the Middle East crisis, and reviews the main ongoing structural changes in financial markets. A sharp fall in net investment in foreign securities by Japanese institutions in 1990, in the face of narrowing interest rate differentials and, in some cases, the need to cover losses stemming from the fall in the Japanese stock market. In contrast, the importance of net direct investment outflows as a counterpart to the current account surplus began increasing as from 1989. The crisis in the Middle East resulted in a further tightening of market conditions, especially for less creditworthy borrowers. A general preference for safer and more liquid financial instruments was reflected in increased spreads between corporate and government securities on national markets and between private sector Eurobonds and government securities denominated in the same currency on international markets.
