Book excerpt: The Marine Corps Manpower System is responsible for managing the Marine officer inventory. The system's primary objective is to maximize the Marine Corps' operational readiness through the assignment of officers to billets. While striving to fulfill billet requirements, the manpower system simultaneously develops the professional skills, or core competencies, that each officer must possess to be assigned to billets requiring more authority and responsibility. Therefore, officer careers (or career paths) must reflect a balance between fulfilling billet requirements and developing core competencies. Currently, Marine Corps manpower planners lack rigorous methods to assist them in understanding the effects of various personnel policy decisions on the average officer career path or the system's ability to meet future billet requirements. To assist these planners, this thesis presents an integer program, the Officer Career Path Selection (OCPS) model. The goal of OCPS is to assign officers to acceptable career paths in order to best meet billet requirements while satisfying, among others, core competency and tour length constraints. This thesis uses data from the Infantry Marine Occupational Specialty (MOS) to illustrate that outputs from OCPS provide useful information regarding the number of annual Infantry officer accessions and the effects of potential manpower policy decisions.

Book excerpt: The purpose of this thesis is to firstly analyze the determinants on the survival of United States Marine Corps Officers, and secondly, to develop the methodology to optimize the accessions of prior and non-prior enlisted officers, Using data from the Marine Corps Officer Accession Career file (MCCOAC), the Cox Proportional Hazards Model is used to estimate the effects of officer characteristics on their survival as a commissioned officer in the USMC. A Markov model for career transition is combined with fiscal data to determine the optimum number of prior and non-prior enlisted officers under the constraints of force structure and budget. The findings indicate that prior enlisted officers have a better survival rate than their non-prior enlisted counterparts. Additionally, officers who are married, commissioned through MECEP, graduate in the top third of their TBS class, and are assigned to a combat support MOS have a better survival rate than officers who are unmarried, commissioned through USNA, graduate in the middle third of their TBS class, and are assigned to either combat or combat service support MOS. The findings also indicate that the optimum number of prior enlisted officer accessions may be considerably lower than recent trends and may differ across MOS. Based on the findings, it is recommended that prior enlisted officer accession figures be reviewed.

Book excerpt: One of the most crucial aspects of the development and retention of quality officers in the Marine Corps is effective assignment. This study takes an innovative approach to an old problem by proposing a technical solution: the Ground Officer Assignment Tool (GOAT) offers an optimization-based decision aid as well as a means by which to evaluate an existing personnel assignment based on several metrics. As a single commodity network flow problem, the GOAT tackles the personnel assignment problem using Python-based computational software packages. The model uses weighted penalties for the attributes of each assignment to calculate a cost for that assignment. The GOAT then minimizes those costs based on user-defined inputs and assigns each Marine to his or her optimal billet. With the added flexibility of testing multiple sample solutions in a short period of time and seeing the comparative cost, the GOAT can save monitors vast amounts of time while better equipping them to make crucial decisions that drive the efficiency of officer assignments. This study introduces a system that can aid in data processing with the intended purpose of better arming monitors, who are almost solely responsible for the effective assignment of Marine Corps officers.This compilation includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.The Marine Corps is responsible for ensuring nearly 200,000 active duty Marines have appropriate jobs to fill. The assignment of these Marines falls squarely on the shoulders of assignment personnel known as monitors, and it is no small feat. Inside Manpower Management Officer Assignments (MMOA), monitors are responsible for placing thousands of Marine officers, approximately one-third of whom rotate each year. The gravity of this responsibility, coupled with the access to an over-abundance of information for each individual Marine, creates a substantial data-processing challenge. This study takes an innovative approach to an old problem by proposing a technical solution: the Ground Officer Assignment Tool (GOAT) offers the monitor an optimization-based decision aid as well as a means by which to evaluate an existing assignment based on various metrics. Using the GOAT, a monitor can quickly weigh multiple assignment options and, with greater deficiency, make the best possible decision. This saves time and money while offering a better service to both Marines and the Marine Corps at large.

Book excerpt: Skill shortages are inherent to the current Marine Corps officer promotion system, which selects unrestricted officers regardless of Military Occupational Specialty (MOS). A system that would select either by functional areas or by MOS would be more successful in providing the most well-balanced force, while still maintaining Marine Corps ethos. In an attempt to alleviate skill shortages, manpower planners have cycled through various force-structuring tools over the years to provide a "quick-fix" to skills that have become critically short, while others exceeded their limits. Yet, these tools have not been very successful in sustaining a well-balanced force. The biggest concern in changing the current system is loss of Marine ethos and the production of a "techno-geek" Marine Corps. Skill shortages and a perceived career path will exist as long as there are promotion boards selecting officers from each grade, regardless of their MOS. Selection by MOS or by functional areas are the best options to alleviate critical skill shortages. This paper will discuss possible courses of action within the officer promotion selection system to resolve these manpower issues of critically short MOSs of the unrestricted field grade officer corps. Specifically, the paper will provide a historical review of the Marine Corps officer promotion system, the process of the current officer promotion system, and a better understanding of how skill shortages develop and protract. It also will provide some background on force-structuring tools and address why they are inadequate in solving skill shortages. Following an analysis of the Marine Corps restricted officer boards, enlisted boards, and the officer promotion systems of the sister services, recommendations will be made and discussed in an order based on importance determined by the author.

Book excerpt: The Marine Corps uses its Selective Reenlistment Bonus (SRB) Program to influence Marines to reenlist for a designated term into certain Military Occupational Specialties (MOSs) to reach planned manpower goals. The bonus amount is determined by selecting an "SRB multiplier" for each combination of MOS and Zone (MOSZ), where "Zone" corresponds to length of service. A higher multiplier means a larger bonus and leads to a higher percentage of Marines reenlisting. That percentage, predicted by an existing forecasting model, is assumed exact here. The "SRB multiplier model" assigns multipliers to minimize a sum of weighted squared deviations from MOSZ targets subject to a budget constraint. This model is implemented as a generalized assignment problem, and it is solved approximately on a personal computer using Lagrangian relaxation and a secondary heuristic. (The algorithm is programmed in Visual Basic for Applications and has an Excel interface.) Data for FY04 shows 491 bonus-eligible MOSZs. With up to 11 possible multiplier values, this yields a model with 5,401 0-1 variables and 491 constraints. A solution within 0.0018% of optimality is reached in 1.4 seconds on a 1.58 GHz personal computer. Standard integer-programming software verifies the correctness of the solution.
