Navy regulations govern when each EA-6B is eligible for each service; these rules are flexible enough to allow more induction schedules than can be evaluated manually in a reasonable amount of time. Because each service keeps an aircraft at the depot for six to 14 months and performing multiple services together requires less time than performing services independently, services should be combined whenever possible. This thesis introduces DMAAP (Depot Maintenance And Acquisition Planner); a prototypic optimization based decision support tool to assist in scheduling EA-6B depot level maintenance services and major aircraft modification kit acquisition. DMAAP produces a Master Plan (induction schedule) providing a monthly schedule for the first six years, a yearly schedule out to 2013 and yearly major aircraft modification kit acquisition levels out to 2010. We compare DMAAP Master Plans obtained using alternate depot induction policies to demonstrate DMAAP's ability and show how yearly depot workloads and yearly operational aircraft vary under alternate policies.

Providing a fleet capable of such combat actions in the next decade challenges the Prowler community to efficiently schedule EA-6B depot maintenance services. By 2009, EA-6B depots must conduct 80 wing center section replacements, 144 major aircraft modifications and standard depot level maintenance 154 times. There are several complex rules governing when each Prowler is eligible for each service; these rules are also flexible enough to allow more induction schedules than can be evaluated manually in a reasonable amount of time. Since each service removes aircraft from mission inventory for six to 12 months and performing multiple services together requires less time than performing services independently, services should be combined whenever possible. This thesis develops a mixed integer linear program, EA-6B Depot Maintenance Optimization Model (EDMOM), to help schedule EA-6B aircraft for depot maintenance services. EDMOM minimizes total time aircraft are removed from mission inventory; it produces an induction schedule for the EA-6B fleet through 2009 that adheres to all appropriate rules and conducts 378 services in only 216 inductions, requiring 2,446 total months. Without combining services, it would require 3,630 months, nearly a 50 percent increase.

Book excerpt: Faced with an aging Navy air force, the EA-6B, a piece of the aging aircraft inventory puzzle, is included in a mandated program called Integrated Maintenance Concept (IMC.) IMC incorporates a maintenance process called Reliability Centered Maintenance (RCM) to establish and adjust preventative maintenance requirements. The premise of the program is to justify each preventative maintenance action to maintain obsolescent airframes while reducing aircraft out-of-service-time and operating support costs. The implementation of a preventative maintenance program validated by RCM coupled with the fixed period end date (PED) will, in theory, reduce total ownership costs (TOC) to include reduced depot level turn around and scheduled maintenance time. The objective of this thesis is to ascertain how the move from SDLM to IMC is impacting the community from all perspectives and their views on readiness and supportability. To gather data, the researcher conducted on site interviews with key players at all levels of maintenance support. IMC, with the incorporation of RCM justified preventative maintenance actions can positively impact the life of the aircraft. However, to make it possible, the depot field site has to be fully supported and the organizational and intermediate levels manned at appropriate levels and training in structures repair, priority.

Book excerpt: The 'leadtime away' policy for procurement of depot level modification kits restricts the services from buying modification kits in the current year if they can not install them in the following year. This policy is not formally defined in DoD or service headquarter directives or regulations. However, the leadtime away policy has been implemented informally. This policy will be formalized by the Air Force in the future with the issuance of a revision to AFR 57-4 and a new AFR 400XX. The purpose of this policy is to prevent the early delivery of modification kits while awaiting the input of aircraft into a two (2) to five (5) year depot cycle. Several buys of kits may be required to support this policy, increasing costs 25 to 30% over one or two buys. As a result, there is currently some question as to the necessity for such a policy. This report provides background information on the leadtime away concept in the three services. The advantages and disadvantages of leadtime away procurements are discussed. It is concluded that more innovative contracting methods should be found to minimize procurement costs. In addition, more data and further studies are required to quantify any cost advantages of the leadtime away concept. (Author).
