Providing a fleet capable of such combat actions in the next decade challenges the Prowler community to efficiently schedule EA-6B depot maintenance services. By 2009, EA-6B depots must conduct 80 wing center section replacements, 144 major aircraft modifications and standard depot level maintenance 154 times. There are several complex rules governing when each Prowler is eligible for each service; these rules are also flexible enough to allow more induction schedules than can be evaluated manually in a reasonable amount of time. Since each service removes aircraft from mission inventory for six to 12 months and performing multiple services together requires less time than performing services independently, services should be combined whenever possible. This thesis develops a mixed integer linear program, EA-6B Depot Maintenance Optimization Model (EDMOM), to help schedule EA-6B aircraft for depot maintenance services. EDMOM minimizes total time aircraft are removed from mission inventory; it produces an induction schedule for the EA-6B fleet through 2009 that adheres to all appropriate rules and conducts 378 services in only 216 inductions, requiring 2,446 total months. Without combining services, it would require 3,630 months, nearly a 50 percent increase.

Book excerpt: The Department of the Navy maintains a fleet of 124 EA-6B aircraft, the only tactical electronic warfare aircraft in the Department of Defense inventory. Already 30 years old and not to be retired until 2015, the EA-6B requries depot maintenance services to remain combat ready. EA-6B aircraft undergo standard depot level maintenance (SDLM) about every eight years. In addition to SDLM, depots must complete 72 wing center section replacement services and over 175 major aircraft modification services by 2010. Navy regulations govern when each EA-6B is eligible for each service; these rules are flexible enough to allow more induction schedules than can be evaluated manually in a reasonable amount of time. Because each service keeps an aircraft at the depot for six to 14 months and performing multiple services together requires less time than performing services independently, services should be combined whenever possible. This thesis introduces DMAAP (Depot Maintenance And Acquisition Planner); a prototypic optimization based decision support tool to assist in scheduling EA-6B depot level maintenance services and major aircraft modification kit acquisition. DMAAP produces a Master Plan (induction schedule) providing a monthly schedule for the first six years, a yearly schedule out to 2013 and yearly major aircraft modification kit acquisition levels out to 2010. We compare DMAAP Master Plans obtained using alternate depot induction policies to demonstrate DMAAP's ability and show how yearly depot workloads and yearly operational aircraft vary under alternate policies.

Book excerpt: Faced with an aging Navy air force, the EA-6B, a piece of the aging aircraft inventory puzzle, is included in a mandated program called Integrated Maintenance Concept (IMC.) IMC incorporates a maintenance process called Reliability Centered Maintenance (RCM) to establish and adjust preventative maintenance requirements. The premise of the program is to justify each preventative maintenance action to maintain obsolescent airframes while reducing aircraft out-of-service-time and operating support costs. The implementation of a preventative maintenance program validated by RCM coupled with the fixed period end date (PED) will, in theory, reduce total ownership costs (TOC) to include reduced depot level turn around and scheduled maintenance time. The objective of this thesis is to ascertain how the move from SDLM to IMC is impacting the community from all perspectives and their views on readiness and supportability. To gather data, the researcher conducted on site interviews with key players at all levels of maintenance support. IMC, with the incorporation of RCM justified preventative maintenance actions can positively impact the life of the aircraft. However, to make it possible, the depot field site has to be fully supported and the organizational and intermediate levels manned at appropriate levels and training in structures repair, priority.

Book excerpt: The research supported by this grant investigated new methods to schedule aircraft depot maintenance activities while considering resource constraints and the stochastic nature of task durations. Depot maintenance can be characterized as a large and very complex project scheduling problem. The research resulted in the development of a new method to identify the critical path within resource-constrained project scheduling problems, heuristic search methods that improved overall project completion time by an average of nine percent on test problems, look ahead scheduling methods which further improved project duration, heuristics for improved scheduling when using common resources on multiple projects simultaneously, and heuristics which improved the scheduling of resource-constrained problems when multiple execution modes are available for each task. A windows-based software application was developed which allows a practitioner to use a combination of these methods in order to create good solutions to this complex depot maintenance scheduling problem.

Book excerpt: This monograph describes a model for evaluating the combined capacity of organic (U.S. Air Force owned and operated) and contractor maintenance assets to meet aircraft programmed depot maintenance (PDM) workloads. The PDM Capacity Assessment Tool (PDMCAT) forecasts the average number of aircraft that will be in PDM status each year over several decades, based on the initial number of aircraft in PDM status, the physical capacity of the facility or facilities (number of docks available for conducting PDM work), the PDM induction policy (the period allowed between the completion of one PDM and the start of the next), and the minimum hands-on flow time (the minimum time it would take a facility to complete a PDM if only one aircraft were in PDM status). While not directly part of the model, the derived induction data can be used to estimate both near- and long-term obligation authority requirements for different induction policies, labor rates, and workload forecasts. To illustrate the model's operations and capabilities, we applied the model to evaluate the U.S. Air Force's current capacity for supporting KC-135 PDM and examined several options for improving both near- and long-term availability. In the process, we discovered that, while future annual fleet costs increase and availability decreases with age and workload, they do so rather less rapidly because the aircraft induction rates (the number of aircraft inducted each year) decrease as the PDM flow time increases. This leads to a less-drastic cost and availability forecast than usual.

The Air Force program responsible for maintaining the structural safety of its aircraft faces challenges, however, such as budgetary pressures, regulations, and communication issues. The authors sought insights on these issues by comparing similar programs in other services. Their observations suggest the value of clear policies, independent assessments, standard metrics, and open and clear communication.

Book excerpt: The U.S. Navy is ready to execute the Nation's tasks at sea, from prompt and sustained combat operations to every-day forward-presence, diplomacy and relief efforts. We operate worldwide, in space, cyberspace, and throughout the maritime domain. The United States is and will remain a maritime nation, and our security and prosperity are inextricably linked to our ability to operate naval forces on, under and above the seas and oceans of the world. To that end, the Navy executes programs that enable our Sailors, Marines, civilians, and forces to meet existing and emerging challenges at sea with confidence. Six priorities guide today's planning, programming, and budgeting decisions: (1) maintain a credible, modern, and survivable sea based strategic deterrent; (2) sustain forward presence, distributed globally in places that matter; (3) develop the capability and capacity to win decisively; (4) focus on critical afloat and ashore readiness to ensure the Navy is adequately funded and ready; (5) enhance the Navy's asymmetric capabilities in the physical domains as well as in cyberspace and the electromagnetic spectrum; and (6) sustain a relevant industrial base, particularly in shipbuilding.

This war, as noted by the distinguished military historian John Keegan, "marked a real turning point . . . and proved that a war can be won by airpower alone." Colonels Haave and Haun have organized firsthand accounts of some of the people who provided that airpower-the members of the 40th Expeditionary Operations Group. Their descriptions-a new wingman's first combat sortie, a support officer's view of a fighter squadron relocation during combat, and a Sandy's leadership in finding and rescuing a downed F-117 pilot-provide the reader with a legitimate insight into an air war at the tactical level and the airpower that helped convince the Serbian president, Slobodan Milosevic, to capitulate.

Book excerpt: Dr. Chun's Aerospace Power in the Twenty-First Century: A Basic Primer is a great start towards understanding the importance of aerospace power and its ability to conduct modern warfare. Aerospace power is continually changing because of new technology, threats, and air and space theories. However, many basic principles about aerospace power have stood the test of time and warfare. This book provides the reader with many of these time-tested ideas for consideration and reflection. Although Aerospace Power in the Twenty-First Century was written for future officers, individuals desiring a broad overview of aerospace power are invited to read, share, and discuss many of the ideas and thoughts presented here. Officers from other services will find that this introduction to air and space forces will give them a good grasp of aerospace power. More experienced aerospace leaders can use this book to revisit many of the issues that have affected air and space forces in the past and that might affect them in the future. Air Force officers will discover that Aerospace Power in the Twenty-First Century is a very timely and reflective resource for their professional libraries.
