The objectives were maximization of expected return and minimization of variance due to random precipitacion. The model is applied to a representative farm in the irrigated area near Ft. Morgan, Colorado. Recent experimental data from field trials on corn at colorado State University were used. An evapotranspiration ET prediction model was developed which reconstruced soil moisture over the season for varying irrigation treatments. Regression analysis was used to determine parameters in production functions relating ET in various time periods to yields. An additive and a multiplicative relation were tested. A dynamic programming model was developed which determined optimal amounts of irrigation at pre-scheduled times for a single crop. The adopted ET prediction model and first the multiplicative and then the additive production function were incorporated into this program. Initiallys the problem is solved with unlimited water available at a pre-determined price. The model is solved again with waater limited in various time periods. The results of this program simulate the situation when the crop competes with other crops for the limeted water supply. Secondary datea were used to determine timings and amounts of irrigation water for various production levels of the other crops considered in the study. The multiple crop case incorporates the results of the single crop model.(...).

Book excerpt: An increasing number of hydrological datasets from earth observations, hydrological models and seasonal forecasts have become available for water managers, consultants and the general public. These datasets are state-of-the-art products which are usually accessible online and may contribute to develop hydrological studies and support water resources management. However, the added value of these datasets has not been completely explored in decision-making processes. Research studies have assessed how well data can help in predicting climate, but there is a lack of knowledge on how well data can help in water allocation decisions. This work provides numerical tools, methods and results to evaluate the value of using hydrological datasets to support water allocation decisions at river basin and irrigation district scale. An integrated approach is used to predict climate, improve decisions and reduce negative impacts. Results show that investing in hydrological data with finer spatial and temporal resolution and longer periods of record improves water allocation decisions and reduces agricultural production loss in large irrigation schemes. Using river discharge data from hydrological models and global precipitation enhances irrigation area planning when little in-situ data is available. Moreover, using seasonal streamflow forecasts improves available water estimates resulting in better water allocation decisions. The framework was tested in Costa Rica, Colombia and Australia, but can be applied in any case study around the world.

Book excerpt: In the context of improving water productivity, there is a growing interest in deficit irrigation, an irrigation practice whereby water supply is reduced below maximum levels and mild stress is allowed with minimal effects on yield. Under conditions of scarce water supply and drought, deficit irrigation can lead to greater economic gains than maximizing yields per unit of water for a given crop; farmers are more inclined to use water more efficiently, and more water-efficient cash crop selection helps optimize returns. However, this approach requires precise knowledge of crop response to water as drought tolerance varies considerably by species, cultivar and stage of growth. The studies present the latest research concepts and involve various practices for deficit irrigation. Both annual and perennial crops were exposed to different levels of water stress, either during a particular growth phase, throughout the whole growing season or in a combination of growth stages. The overall finding, based on the synthesis of the different contributions, is that deficit or regulated-deficit irrigation can be beneficial where appropriately applied. Substantial savings of water can be achieved with little impact on the quality and quantity of the harvested yield. However, to be successful, an intimate knowledge of crop behavior is required, as crop response to water stress varies considerably.

Book excerpt: Risk averse farmers face a substantial challenge managing irrigation water when they face limited water availability. The two primary reasons for limited water availability in the High Plains Aquifer region of the United States are limited well capacity (i.e., the rate at which groundwater can be extracted) or a constraint imposed by a policy. In this dissertation, I study how risk averse farmers optimally manage limited water availability in the face of weather uncertainty and also the impact of limited water availability on farmer welfare. I use AquaCrop, a daily biophysical crop simulation model, to predict corn yield under alternative irrigation scenarios with historical weather. Since no simple functional form exists for the crop production function, I use discrete optimization and consider 234,256 potential irrigation strategies. I also account for risk preferences by using expected utility analysis to determine the optimal irrigation strategy. Using a daily biophysical model is important because water stress in a short period of the growing season can impact crop yield (even if average water availability throughout the growing season is sufficient) and well capacity is a constraint on daily water use. The daily biophysical crop simulation model accounts for the dynamic response of crop production to water availability. First, I examine how optimal irrigation strategies change due to limited water availability. I find that it is never optimal for irrigators to apply less than a particular minimum instantaneous rate per irrigated acre. An optimal required instantaneous rate implies that a farmer with a low well capacity focuses on adjustment at the extensive margin. On the other hand, farmers who initially have a high well capacity should adjust at the intensive margin in response to well capacity declining. I also find that total water use increases as the degree of risk aversion increases. More risk averse farmers increase water use by increasing irrigation intensity to reduce the variance in corn yields. Another important finding is that a higher well capacity could actually promote less water use because the higher well capacity allows a greater instantaneous rate of application that allows the farmer to decrease irrigation intensity while still maintaining or increasing corn yield. This finding may imply an accelerated rate of groundwater extraction when the groundwater depletion reaches a particular threshold. Second, I analyze the welfare loss due to limited water availability. The relationship between welfare loss and well capacity due to a policy constraint differs by soil type. I found the welfare loss from a water constraint policy does not always increase as well capacity increases. Farmers with very high well capacity may make small or no adjustment at the extensive margin due to a higher instantaneous rate and higher soil water holding capacity. However, that is not the case for a farmer with land that has lower soil water holding capacity as the increase in well capacity results in greater welfare loss. I also investigate the effect of risk averse behavior on the magnitude of welfare loss. I found that the welfare loss per unit of reduced water use is lower for the farmer with more risk aversion. Thus, economic models that ignore risk aversion misestimate the cost of reducing water use. Finally, I investigate the incentive for adopting drip irrigation and its effect on water use. I find that a decrease in well capacity increases the benefits of adopting drip irrigation but is not sufficient to overcome the high initial investment cost without government support. While subsidies of the magnitude offered by current U.S. programs are sufficient to induce drip irrigation adoption, I find that such subsidies have the unintended consequence of increasing total water use, particularly for small well capacities.
