Book excerpt: We study the dynamic ambulance dispatch problem in emergency medical services, in which a decision-maker sequentially observes call arrivals and decides which unit to dispatch to service the call, where the service times follow independent and heterogeneous distributions for each station-location pair. This problem is formulated as a Markov decision process, which is intractable due to the curse of dimensionality. To solve this problem, we develop two easy-to-implement heuristics based on a deterministic linear program (LP) and the Lagrangian relaxation. We show that these policies have provably near-optimal performances as the number of units and arrival rates increase. We also show that the deterministic LP-based policy is still asymptotically optimal for general service time distributions. Finally, we examine the performance of these policies and the bounds on numerical experiments, including a case study based on real data from St. Paul, Minnesota.

Book excerpt: Consider the problem of determining the optimal operating policy of a two terminal shuttle with fixed capacity q or = infinity. The passengers arrive at each terminal according to Poisson processes and are transported by a single carrier operating between the terminals. The interterminal travel time is a positive random variable with finite expectation. Under a fairly general cost structure, it is shown that the policy which minimizes the expected total discounted cost over infinite time horizon has the following form: Suppose the carrier is at one of the terminals with x number of waiting passengers and suppose that y number of passengers are waiting at the other terminal. Then the optimal policy is to dispatch the carrier if and only if x or = G(y), where G(y) is a monotone decreasing control function. Furthermore, G(y) is always less than or equal to the carrier capacity Q. This control function can be approximated by the linear functions G(y) = K - Beta y.

The policies approaches [sic] optimality as the number of jobs increases, and hence are asymptotically optimum. Performance of the proposed policies are demonstrated in four rather realistic scenarios.

Book excerpt: In this thesis, we propose novel optimization and spatial queueing models that expand the currently existing methods by allowing multiple servers to be located at the same station and multiple servers to be dispatched to a single call. In particular, a mixed integer linear programming (MILP) model is introduced that determines how to locate and dispatch ambulances such that the coverage level is maximized. The model allows multiple servers to be located at the same station and balances the workload among them while maintaining contiguous first priority response districts. We also propose an extension to the approximate Hypercube queueing model by allowing multi-server dispatches. Computational results suggest that both models are effective in optimizing and analyzing the emergency systems. We also introduce the M[G]/M/s/s queueing model as an extension to the M/M/s/s model which allows for multiple servers to be assigned to a single customer.

Available in PDF, EPUB and Kindle. Book excerpt: On-line vehicles dispatching rules are widely used in many facilities such as warehouses to control vehicles' movements. Single-attribute dispatching rules, which dispatch vehicles based on only one parameter, are used commonly. However, multi-attribute dispatching rules prove to be better in general. In this study, we introduce new dispatching rules and evaluate their performance compared to several good dispatching rules in literature, using the experimental design of a real case study. The performance criteria are minimizing the average load waiting time while keeping the maximum load waiting time as small as possible and better utilize vehicles. The experiments show that newly introduced hybrid dispatching rule yields the best performance overall.

Book excerpt: Distributed service networks encompass various facilities with which we have daily contact. In the public sector they include, for instance, ambulance, fire, and police services; in the business sector they include maintenance and repair services, road services, courier services, and the like. Policy making problems in distributed service networks can be clearly classified into a number of hierarchical levels. The levels are distinguished by the time horizon of the problem, by the amount of cost involved in the implementation of a solution, and by the political implications of the solution. This top-down classification is typical of what is known as the "systems approach," advocating that the direction of the analysis of complex systems should be from the whole to the details. The top-down classification consists of the following categories of policies: 1. Zoning: How should a network be partitioned into subzones? 2. Station location: Where should service stations or service units be located? 3. Resource allocation: What amount of resources should be allocated to the stations? vii viii Preface 4. Dispatching, routing, and repositioning: What is the optimal dis patching policy, what are the optimal routes for nonbusy units, and under what circumstances is it worthwhile to reposition a certain idle unit? A top-down approach implies that each of the problems is solved separately; however, the solution of a higher-level problem sets constraints on problems at lower levels.

Book excerpt: This thesis evaluates the combinations of six dispatching rules in a two machine flow shop (2MFS). Simulation is used to produce many replications of each dispatching rule combination in the same system. The various performance measures are then compared to determine the "best" rule combination for each measure. The main analysis is executed on cases with limited queue sizes for machine two in the two machine flow shop, and unlimited queue cases in a three machine flow shop. This thesis includes summary results and insight into which rules provide the best results.
