Biographical Sketches Ivan Kaminow retired from Bell Labs in 1996 after a 42-year career. He conducted seminal studies on electrooptic modulators and materials, Raman scattering in ferroelectrics, integrated optics, semiconductor lasers (DBR , ridge-waveguide InGaAsP and multi-frequency), birefringent optical fibers, and WDM networks. Later, he led research on WDM components (EDFAs, AWGs and fiber Fabry-Perot Filters), and on WDM local and wide area networks. He is a member of the National Academy of Engineering and a recipient of the IEEE/OSA John Tyndall, OSA Charles Townes and IEEE/LEOS Quantum Electronics Awards. Since 2004, he has been Adjunct Professor of Electrical Engineering at the University of California, Berkeley. Tingye Li retired from AT&T in 1998 after a 41-year career at Bell Labs and AT&T Labs. His seminal work on laser resonator modes is considered a classic. Since the late 1960s, He and his groups have conducted pioneering studies on lightwave technologies and systems. He led the work on amplified WDM transmission systems and championed their deployment for upgrading network capacity. He is a member of the National Academy of Engineering and a foreign member of the Chinese Academy of Engineering. He is a recipient of the IEEE David Sarnoff Award, IEEE/OSA John Tyndall Award, OSA Ives Medal/Quinn Endowment, AT&T Science and Technology Medal, and IEEE Photonics Award. Alan Willner has worked at AT&T Bell Labs and Bellcore, and he is Professor of Electrical Engineering at the University of Southern California. He received the NSF Presidential Faculty Fellows Award from the White House, Packard Foundation Fellowship, NSF National Young Investigator Award, Fulbright Foundation Senior Scholar, IEEE LEOS Distinguished Lecturer, and USC University-Wide Award for Excellence in Teaching. He is a Fellow of IEEE and OSA, and he has been President of the IEEE LEOS, Editor-in-Chief of the IEEE/OSA J. of Lightwave Technology, Editor-in-Chief of Optics Letters, Co-Chair of the OSA Science & Engineering Council, and General Co-Chair of the Conference on Lasers and Electro-Optics. The declared objective of the conference was to bring together specialists working in various fields, both academic and applied, to examine the state of our under standing of the physics of amorphous sioz from the point of view of its structure, defects (both intrinsic and extrinsic), its ability to trans port current and to trap charges, its sensitivity to irradiation, etc. For this reason, the proceedings is divided, as was the conference schedule, into a number of sections starting from a rather academic viewpoint of the internal structure of idealized Si0 and progressing 2 towards subjects of increasing technological importance such as charge transport and trapping and breakdown in thin films. The proceedings terminates with a section on novel applications of amorphous SiOz and in particular, buried oxide layers formed by ion implantation. Although every effort was made at the conference to ensure that each presentation occured in its most obvious session, in editing the proceedings we have taken the liberty of changing the order where it seems that a paper was in fact more appropriate to an alternative section. In any event, because of the natural overlap of subjects, many papers could have been suitably placed in several different sections.

In view of these trends, and with the support of the Japanese Ministry of Posts and Telecommunications, the Research Group for Optical Soliton Communications (ROSC), chaired by Akira Hasegawa, was established in Japan in April 1995 to promote collaboration and information exchange 'among communication service companies, industries and academic circles in the theory and application of optical solitons. This symposium was organized as a part of the ROSC activities. The symposium attracted enthusiastic response by worldwide researchers involved in this subject which has lead to the most intensive meeting that the editor ever attended. The reader will find the contents to be well-balanced among theory, experiment and technology. Although the evaluation of the contents shall naturally depend on the particular area of interest of the reader, the symposium has confirmed that the soliton based light wave transmission has achieved the best result in one channel, both in distance of transmission and in bitrate although in wavelength division multiplexed (WDM) systems, NRZ transmission has yet better result.

This year the conference received 314 submissions coming from 42 countries from all ?ve continents Africa (4), Asia (84), America (63), Europe (158), and Oc- nia (5). This represents a 50% increase in submissions over the ?rst conference, thus indicating that Networking is becoming a reference conference for wor- wide researchers in the networking community. With so manypapers to choose from, the job of the Technical Program C- mittee, to provide a conference program of the highest technical excellence, was both challenging and time consuming. From the 314 submissions, we ?nallys- ected 82 full papers for presentation during the conference technical sessions. To give young researchers and researchers from emerging countries the oppor- nityto present their work and to receive useful feedback from participants, we decided to include two poster sessions during the technical program. Thirty-one short papers were selected for presentation during the poster sessions. The conference technical program was split into three days, and included, in addition to the 82 refereed contributions, 5 invited papers from top-level rese- chers in the networking community.

Also, thirty-five new problems for practice have been included to supplement those at the ends of chapters in the first edition. Chapters I through 16 are essentially unchanged, except for brief updating revisions and corrections of typographical errors. Because of the time limitations imposed by the need to provide an uninterrupted supply of this book to those using it as a course text, it has been possible to include new references and to briefly describe recent developments only in Chapter 17.
