I've only known one fellow in my life who left school when he was fifteen to go to sea and then had the gumption to quit the sea after a year and a half, although he was enjoying it, in order to finish high school, so that in the end he would be a better ship's officer than a lot of men he saw getting ahead at sea just by rule of thumb. He figured he had been broken in to the sea, had a line on its possibilities, liked it, and so would leave it for a while in order to enjoy it all the more when he returned to it, because he would have easier command of all its possibilities, be in the best of shape for getting all it had to offer. Most boys aren't like that, though, and if they quit school too early they've quit for good and all, and will seem to have an advantage until they're about twenty five, and then they'll see the fellows with a better education forging ahead into the jobs that call for head-work, while at the same time they've picked up the handiness about a ship, too. Book excerpt: Excerpt from The Old Merchant Marine: A Chronicle of American Ships and Sailors A vessel was a community venture, and the custom still survives in the ancient ports of the Maine coast where the shapely wooden schooners are fashioned. The blacksmith, the rigger, the calker, took their pay in shares. They became part owners, as did likewise the merchant who supplied stores and material; and when the ship was a oat, the master, the mates, and even the seamen, were allowed cargo space for commodities which they might buy and sell to their own ad vantage. Thus early they learned to trade as shrewdly as they navigated, and every voyage directly concerned a whole neighborhood. Book excerpt: Excerpt from The Need of the Hour: An American Merchant Marine British dominion, for it was ever the aim of England to keep this valuable business under her direct control; but when we gained our independence, we swept aside all the antiquated navigation laws that had been imposed upon us by England, and the United States started out to build up its own merchant marine. During the first ten years marked progress was made in that direction, and at the dawn of the new century we were carrying 80% of our own products on American bottoms. In the next decade additional progress was made, and by 1810 we were carrying In a very short time thereafter not only practically all our own, but a large portion of the world's commerce was being carried by our ships, and our maritime greatness formed the most Splendid period in our commercial history, for we led the world as a maritime nation and then occupied the position as a carrier that England holds at the present time. Book excerpt: Excerpt from The Question of Ships: The Navy and the Merchant Marine It is a curious fact that a great commercial question, vital in its influence upon the well-being of an eminently practical nation, should so often be approached upon the side of sentiment. A bewildering maze of statistics, an array of accommodating figures, and a dexterous spinning of subtle phrases, are made to form the premises, not of an irrefutable conclusion, but of an appeal, which fires the heart, if it do not satisfy the head, of many a patriot. To discuss a question so sober, so melancholy as the restoration of the Merchant Marine, from the standpoint of its poetical merits, is not a priori convincing of its imminent necessity; and, whether an advocate shines in the broad light-beam of free-trade, or is glorious in the panoply of protection, he should forswear heroics and pleas ad hominem, and treat the subject from the grossly material vantage-ground of dollars and cents. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from The Merchant Navy, Vol. 2 Thoroughly exasperated, the American Government now issued what amounted to an ultimatum. The Germans gave way, and early in May Count Bernstorff presented a Note in which his Government promised that henceforth the campaign would be conducted in accordance with the general principles of international law, and that no vessel would be sunk until some provision had been made for the safety of the passengers and crew. These concessions ushered in a new phase of the con flict. The Imperial Chancellor had yielded to the American demands in the teeth of fierce opposition from the officers of the naval and military commands. The thought of loyally supporting the Government in the attitude it had adopted evidently never entered their minds, as the events recorded in this volume attest; and for the rest of the year they strove, by making progressive encroachments upon the pledges given, to restore the submarine campaign to the position which it had lost. They were tolerably successful for at the end of 1916 merchant vessels were being sunk without warning in the Atlantic and North Sea as well as the Mediterranean: in January 1917 the number of lives lost in British merchant ships was 276, and 245 of these died as a result of the submarine campaign. When, a few weeks later, the German Government declared unrestricted submarine war, it was practically announcing an accomplished fact, but the decision proved the final influence which brought the United States into the war. Book excerpt: Excerpt from The Tonnage and Freeboard of Merchant Ships Whatever truth there may be in the charge of ignorance brought against the shipping community (outside departmental precincts) relating to matters so vitally important to the economic success of a ship as Tonnage and Freeboard, there still remains the same love of information. It is to the suggestion of brother officers seeking light and guidance upon these knotty subjects, that this publication is due, and if within its covers there should be noticed any of those familiar phrases or passages employed in official pamphlets, I can only give my assurance that the material has been obtained through careful study of the Merchant Shipping Act, with its many additions and expansions since its birth in 1854. The purpose is not to introduce any novel exposition of the Tonnage and Freeboard Rules, but merely to render them in as simple and condensed a form as is consistent with clearness. The weights; and measures, and currencies of those countries, with which we have the most intercourse, are there detailed in suitable order. As much of the common law, relative to bills of exchange, factorage, and freight, as is necessary to guide a person in the ordinary course of business, is next presented. The law of insurance, and that prescribing the rights and duties of owners, masters, and seamen, are inserted more at length, because of the difficulty of procuring advice on those subjects when it is most wanted. Book excerpt: Excerpt from The Freedom of Commerce in War Argument: Unassisted no navy can guarantee our oversea supplies - Mr. Churchill's admission - The need of other protection than a navy can give - Why the Admiralty's plan of arming merchantmen will not work - The alternative. To all nations the sea may be a path to power and fame; to England alone it is the means of existence. If her communications oversea are severed for a sufficient length of time, her merchants, manufacturers, professional men and workmen are as helpless for a living as fishermen kept ashore by a storm; she is not only defeated but she starves. Every Englishman knows that he lives by the sea, and he has also been taught to think that he lives by the navy. But the two propositions are not identical. The fisherman, for example, lives by the sea, but his best protection in his calling is not the navy, but the old rule of international law, which forbids attacks on his craft. In this respect he is better off than the rest of his countrymen who rely on the navy alone for the protection of their business in war. Book excerpt: Excerpt from Selected Articles on the American Merchant Marine Ever since President Wilson's message to Congress of December 7, 1914, asking for legislation for the encouragement of American shipping, a bill has been before Congress, in some form or other, providing for government participation, in some measure, in the ownership and control of an American merchant marine. While no bill has been passed to this date, the debates have been the means of arousing the public to the present condition of American shipping, and of reviving discussion of this subject to a considerable degree. In response to the resulting demand for material on this question, this volume has been compiled for the use of students, debaters and others wishing to make a study of the question. It attempts to set forth the facts in regard to the history of our merchant marine and its present status with regard to the shipping of other nations. The arguments for and against government ownership and control are also presented. In keeping with the general plan of the series, this volume contains affirmative and negative briefs, a selected bibliography, and reprints of much valuable material on the question. Old problems in new forms have arisen, and a further examination of them, in view of new developments, seems called for. I propose in the following pages shortly to recapitulate the evidence and the conclusions reached in the former paper, written, it will be noticed before the outbreak of the war, conclusions to which I fully adhere to add further evidence which has been acquired since that paper was written; and to discuss the unprecedented situation which has arisen in view of the German use of submarines as commerce destroyers.
