Book excerpt: Estonia and Finland have centuries of collaboration, mainly between the capital areas of Tallinn and Helsinki that currently account for 2 million inhabitants and USD 76 billion in economic output. The entry of Estonia into the European Union and, since the mid-2000s, a two-hour ferry trip, have both facilitated flows of people and merchandise across the Gulf of Finland. The different levels of development between Helsinki and Tallinn result in many asymmetric flows (workers to Helsinki, tourists to Tallinn). Beyond infrastructure and labour market issues, there are interesting opportunities for joint innovation policy efforts given their shared strengths such as in ICT, a dynamic start-up environment and technologically sophisticated public services. Cross-border collaboration can help build an "entrepreneurial knowledge region" brand. This case study is part of the project Regions and Innovation: Collaborating Across Borders. The focus of this book lies in the complex and multi-level processes of migrant transnationalism in four transnational spaces: India-UK, Morocco-France and Turkey-Germany and Estonia-Finland. The main question is, how people’s activities across national borders emerge, function, and change, and how are they related to the processes of governance in increasingly complex and interconnected world? The book is based on the findings of a three-year research project TRANS-NET which brough together internationally acknowledged experts from Europe, Asia and Africa. As no single discipline could investigate all the components of the topic in question, the project adopted a multi-disciplinary approach: among the contributors, there are sociologists, policy analysts, political scientists, social and cultural anthropologists, educational scientists, and economists. The chapters show that people’s transnational linkages and migration across national boundaries entail manifold political, economic, social, cultural and educational implications. Although political-social-economic-educational transformations fostered by migrant transnationalism constitute the main topic of the book, the starting assumption is that the large-scale institutional and actor-centred patterns of transformation come about through a constellation of parallel processes.

Estonia’s potential growth is projected to average some 3 percent over the next five years and 2.75 percent over the next two decades, implying continued income convergence with European Union levels, albeit at only half its historical pace. A number of policy enhancements could lift growth above this central projection. These include a greater operational policy focus on raising productivity growth, scaling up a number of envisaged pro-growth programs, supporting the upgrading of traditional industries as a second leg of innovation policy, and fully restoring Estonia’s high investment.
