This 6th report, from the Observatory, and prepared by a consortium led by KPMG Consulting, focuses on the economic and financial needs of SMEs. Specific chapters look at their products and services, the recruitment and training of staff, particulary vocational training, and their access to investment. The report is concluded with the set of policy recommendations, which are aimed at strengthening the entrepreneurial culture. These recommendations include: to provide more information on public procurement to SMEs; to promote further resarch on the impact of electronic commerce on the position of SMEs.

Book Synopsis Everything you always wanted to know about European Union health policies but were afraid to ask by : Scott L. Greer
Download or read book Everything you always wanted to know about European Union health policies but were afraid to ask written by Scott L. Greer and published by WHO Regional Office for Europe. This book was released on 2019-10-17 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: There is no European Union health system but there is an EU health policy. The EU affects the health of its citizens, the health of people around the world, and the operation and finance of its Member States' healthcare systems in many ways, mostly for the better, and often in ways that are poorly understood. This book, a completely revised second edition of our previous volume on the subject, maps out the nature of EU health policies, their logic and reason for being, and their potential to affect the health of Europeans for the better. It is written in the belief that understanding the breadth and diversity of EU health policies, and the distinctive institutional structure that explains them, will improve our collective abilities to make policy for health in any sphere, from food to healthcare services and from occupational safety to international trade. Above all, we hope that this book makes it impossible to deny the scale and often indirect and positive impact of EU health policy. EU health policies extend far beyond the Public Health Article 168, from the environmental, social policy and consumer protection policies discussed alongside it in chapter 3, to the extensive internal market laws that have made so much beneficial EU regulatory policy, discussed in chapter 4, to the ambitious fiscal governance agenda discussed in chapter 5, which has increasingly developed a health focus. Across a broad sweep of policies from RescEU's civil protection to the regulation of pharmacies, the EU is omnipresent in health and health policy. It should be understood as such. The question is not whether we want an EU health policy, for EU health policy is inevitable. It is how it should be made and for what ends.

Book Synopsis Impact Assessment in EU Lawmaking by : Anne C. M. Meuwese
Download or read book Impact Assessment in EU Lawmaking written by Anne C. M. Meuwese and published by Kluwer Law International B.V.. This book was released on 2008-01-01 with total page 330 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent constitutional thinking has directed its attention to the profound impact of 'soft' norms on the way legislation is made. This book identifies the European Union's impact assessment regime as a source of these norms. In 2002 the European Commission - later followed by the European Parliament and the Council of Ministers - committed to performing rigorous assessment of the economic, social and environmental impacts of policy options before adopting (legislative) proposals. Applying a 'constitutional lens' to this 'regulatory' topic, Anne Meuwese examines both the details and the framework of IA in EU lawmaking to date, drawing attention to its strengths, its contradictions, and its power to enhance the deliberative quality of legislative debates. Integrating the perspectives of political scientists and economists with the concerns of legal scholars and practitioners, Dr Meuwese describes and interrelates such aspects of the subject as the following: the potential role of impact assessment as a catalyst of legal principles, by emphasising or overriding norms that govern both the procedural and the substantive aspects of the EU legislative process; the 'constitutional tasks' of impact assessment as applied to European legislative proposals, especially relating to subsidiarity, proportionality, and the precautionary principle; the formal and informal extension of the scope of impact assessment beyond the co-decision procedure; the question whether impact assessment crosses the line between informing the legislator and fettering legislative discretion. In the course of her analysis Dr Meuwese develops models for possible usages of IA in EU lawmaking, analyses the implementation of impact assessment processes in the European Commission, the European Parliament and the Council as well as the roles of relevant 'co-actors', and offers results of empirical research in the forms of a survey of EU legislative practice and in-depth case studies of four EU legislative dossiers.
Book Synopsis Regulating and Supervising European Financial Markets by : Mads Andenas
Download or read book Regulating and Supervising European Financial Markets written by Mads Andenas and published by Springer. This book was released on 2016-08-16 with total page 438 pages. Available in PDF, EPUB and Kindle. Book excerpt: The book analyses the institutions of the European financial market supervision and the challenges of financial markets. The current European supervisory structure for financial markets represents a major development in European supervisory history. Its operation however has to be explored and analysed critically. Has it gone far enough to provide a sufficiently comprehensive and resilient system to reduce or mitigate systemic risks and handle financial crises? Some claim it has gone too far already. Fresh and rigorous critical legal and economic analysis from an independent scholarly perspective are needed to assess whether the institutional design of the European supervisory architecture has proved itself to be an efficient and effective model. This book discusses many dimensions of the structure and workings of the European system from various angles providing different dimensions. The book makes an important contribution to the limited literature on financial market supervision.

Book excerpt: This book seeks to problematize knowledge and practices regarding 'male rape' and its relationship to feminism, examining this issue from a Foucauldian perspective. Feminist constructions of 'male rape' can plausibly be claimed to operate as a 'regime of truth', but one must question whether this is running counter to patriarchy.
