Book excerpt: Post-Cold War political pressures are likely to increase the demand for the U.S. military in general and the U.S. Army in particular to conduct operations other than war (OOTW). This report analyzes how changing demographics worldwide will affect the operational requirements of future OOTW missions. Two key factors that have influenced U.S. success or failure in the past are 1) political-military communication, and 2) mission creep and mission swing. Without effective political-military communication, military planning may be derived from political rhetoric or, alternatively, political decisions may be based on faulty understandings of military capabilities or considerations. Equally critical is sufficient recognition of, and planning for, mission creep (in which political goals shift, requiring military operations different from those planned at the intervention's outset) and mission swing (in which the operational environment undergoes quick deterioration or improvement unrelated to the presence or efforts of intervening forces). The report concludes with specific recommendations regarding Army doctrine, training, equipment, and force structure.

Book excerpt: The purpose of this research paper is to determine how to enhance the military's conduct of Operations Other Than War (OOTW). One characteristic of the U.S. involvement in OOTW, previously called Low-Intensity and Mid-Intensity Conflicts, is that it performs poorly, at least at the onset. To enhance the military planner's understanding of OOTW, this paper highlights the events that led to OOTW being incorporated as a means to accomplish the National Military Strategy of "Enhancement and Engagement." It will examine how the various agencies throughout the U.S. government do not properly interoperate to provide support to the lower and upper ends of the spectrum from civilian/military involvement to solely military involvement in operations just short of war. Historical cases will be provided to clarify problems that have occurred in the past, and to highlight actions taken or not taken to improve diplomatic relations and military operations. From this examination, recommendations are made to enhance the effectiveness of future U.S. Marine Corps actions in OOTW.

These scarce resources are based upon a mission need within a specific geographical region, and in some cases these forces are designated in more than one region. What happens when these forces are unavailable to the CINC because of long term mission commitment in operations other than war (OOTW) particularly peace keeping? What happens when apportioned forces returning from OOTW missions are assigned to a combat theater before completing their post-OOTW training program? These are two critical questions that CINC's are faced with every day. of the Army's ten active divisions, up to five are committed to peace keeping missions, and unprepared to conduct their JSCP mission. Similarly, the Air Force has conducted "air occupation" operations over Iraq since the end of the Gulf War. The strain on manpower and equipment is so severe that units assigned in major theaters are being pulled away to conduct these missions. Commanders estimate that a unit redeploy%ng from OOTW may require up to a year to regain its combat proficiency. This paper does not argue the issue of conducting peace keeping operations. It explores the background that led the services to this dilemma, and then analyzes four potential solutions that the military leadership can explore to resolve the situation. These options range from deploying complete units vice ad hoc task forces to assigning a single organization with this mission much like another Korean scenario.

Book excerpt: This study examines the rise of operations other than war (OOTW) as a new and prominent tasking for the armed services of the United States. The author, Lt Col Charles W. Hasskamp, USAF, is an advocate of the OOTW mission, and he argues that the US Special Forces Command is an excellent instrument for the task. The author bases his position on these points. First, the end of the cold war has provided the United States a respite from the focused geopolitical strategy and challenge of "containment." Unfortunately, without the stability coerced by a bipolar world, the shutters have come off and the shades have gone up on "windows" that reveal a new world disorder. While the world has an increasingly interdependent global economy, the legacies of weapons of mass destruction, terrorism, drug trafficking, and religious and ethnic extremism generate increasing threats to that free market, democratic ideal the American public espouses for all countries. Second, the US government's current national security strategy emphasizes "engagement and enlargement" as they factor into US preventive diplomacy. The national military strategy emphasizes "flexible and selective engagement" which relates to preventive deterrence. Both of these strategies emphasize the use of US military forces for considerable work other than fighting the nation's wars-that is, for OOTW. As recent experience shows, there is considerable pressure to use the American military as an arbitrator and peacemaker to the world. This study examines the arguments for and against expanding our military's nontraditional roles and missions. It concludes that the US armed forces can do and will continue to be able to perform an excellent job in operations other than war, as they have done in the past. The danger is that this endeavor could jeopardize the readiness of a force structure necessary to maintain the more traditional war-fighting capabilities. The study suggests that an actually smaller force and smaller defense budget can still accomplish the primary mission of fighting the nation's wars while also undertaking the myriad of peacetime engagements and conflict preventions our leaders have ordered. Moreover, the Special Operations Command, which has the skill and will to serve well in the full spectrum of armed conflict, also has the cultural, social, and technical know-how to perform the more complex chores of nation building and humanitarian operations.

Operation Just Cause (OJC) can be distinguished from subsequent OOTW--in Kuwait, Iraq, Bangladesh, Bosnia, and Somalia--in part because it was a unilateral effort that did not involve coalition issues or problems. Nor did the United States have to coordinate its efforts with nongovernment organizations or humanitarian relief organizations. Nevertheless, OJC offers the Army some practical lessons for current and future OOTW: (1) Army training in military operations on urban terrain (MOUT) is inadequate; (2) electronic intelligence is insufficient in OOTW and must be supplemented by human intelligence and imagery; (3) efforts to streamline joint operations must not overlook service-specific needs, and must take care to maximize the use of special operations forces by employing them in the specialized tasks for which they were trained; (4) more emphasis is needed on equipment technology for the special requirements of MOUT; (5) planning for OOTW must not overlook or underemphasize stability operations (as was the case in OJC); and (6) civilian agencies (including the State Department and the U.S. Agency for International Development) must be involved in the planning for most OOTW, but need to develop the capability to offer valuable and timely contributions.

This topic was selected because earlier workshops that explored command and control issues in peace operations had consistently highlighted the important role of technology in OOTW. This emerged as a qualitatively different problem from command and control in peace operations and a subject that needed to be examined in detail. The workshop sought insights into the process of determining what technologies are required for OOTW. The group also examined the complexities of introducing relevant technologies and discussed general and specific OOTW technologies and devices. This workshop was a departure from its predecessors in that the agenda was rich in presentations, with relatively little time available for detailed discussions. Because of its training and culture, the U.S. military has been somewhat reluctant to engage in OOTW. Nevertheless, such operations are becoming more common, in many cases subsuming traditional military missions. There are many reasons for this increased involvement. Some nations and groups tend to avoid direct confrontation with the U.S. military, but they still find ways to challenge the U.S. directly or indirectly. In other cases, internal problems in foreign countries cause conditions that U.S. policymakers cannot ignore. These can include, for example, loss of government control and resulting internal violence (as in Rwanda) or concerns about the possible spill-over of ongoing hostilities (as in the former Yugoslavia). In such cases, OOTW is seen as a way to lessen the effects of war or prevent it altogether.

The data collection was based on workshops attended by experts in OOTWs: analysis personnel from each of the Combatant Commands, the Services, the Office of the Secretary of Defense (OSD), the Joint Staff, and other knowledgeable personnel. Further data were gathered from other workshops and conferences and from the literature. The results of this research begin with the creation of a taxonomy of OOTWs: categories of operations, attributes of operations, and tasks requiring analytical support. The tasks are connected to the Joint Staff's Universal Joint Task List (UJTL). Historical OOTWs are analyzed to produce frequency distributions by category and responsible CINC. The analysis products are synthesized into a list of requirements for analytical tools and definitions of the requirements. The report concludes with a timeline or roadmap for satisfying the requirements.

The purpose of this study is to analyze the implications of the apparent paradigm shift in what civilian leaders require of the U.S. military instrument of power. With the Cold War over, the national security strategy includes the reaffirmation of democracy as a primary objective and the promotion of global free market economics to consolidate and strengthen democratic gains. Achieving these ends requires a peaceful process for resolving societal conflicts, generating needed reforms, and making transitions in governments. Since the United States has no major military threat in the short term, nonvital and often humanitarian concerns are consuming larger portions of its military budgets and personnel. This study argues that this new emphasis is a viable and relevant focus for the country and that the military clearly has the duty, competency, and capability to shoulder these roles and missions. The study addresses why the U.S. military can do these chores, despite contrary arguments, and who within the Armed Forces is already doing these extraordinary missions and can continue to do them without compromising operational readiness or fiscal parameters. The OOTW mission requires a new cooperation and coordination with national and international nonmilitary agencies, organizations, and coalitions to achieve its objectives. The Special Operations Command, which has the skill and will to serve well in the full spectrum of armed conflict, also has the cultural, social, and technical know-how to perform the more complex chores of nation building and humanitarian operations.

Estilow explores the possibility that much of operations other than war (00TW) may be incompatible with the use of US military force. He believes political leaders may properly focus the diplomatic, political, economic, and informational elements of power on OOTW; but, often place too little regard on the specific object of the military element of power. Colonel Estilow reviews the military missions compiled today under OOTW, and then assesses the acceptability, feasibility, and suitability of using military combat force to pursue those missions. He observes that the decision to commit US military force to OOTW is critically important today. First, future trends of a changing world point toward developing a strategy that demands nontraditional forms and uses of military force. Second, we have already moved in this direction by rejecting the Weinberger Doctrine, which provided traditional criteria for commitment of military force. Most importantly, we have adopted a National Security Strategy of Engagement and Enlargement, which relies heavily upon and even aggressively seeks the more active involvement of the US military in OOTW. Colonel Estilow's close examination of these issues high - lights the purpose and importance of establishing explicit criteria for employment of US military force (combat force in hostile environments). Such a commitment of combat force abroad may present critical differences from the use of (noncombat) military forces in benign environments; for example, military engineers providing disaster relief. Next, he develops specific, qualitative criteria for the strategic decision to commit combat force. These criteria could guide the decision-making process to test the acceptability, feasibility, and suitability of using US military force for the specific mission under consideration. In broad terms, the test seeks to answer the following questions: Will political leaders and ultimately the American people support the mission? Are mobilized and usable resources sufficient for implementing the mission? Will the mission (if properly executed) attain, promote, or protect the political aim?
