The overall study is a part of the astc program of the Department of Transportation, Transportation Systems Center (tsc). The program is sponsored by the Department of Trans portation, Federal Aviation Administration (faa), Sys tems Research and Development Service. The tsc asto program office has contracted with Computer Sciences Corporation to perform the study. The report is a workingpaper. It is not the final report of the study and is not intended for formal Government publication. Its purpose is to permit review, comment and correction (if required) by the faa and other agen cies involved prior to incorporating the findings into the final report. The report has been reviewed by tsc and does incorporate their comments. In addition, all of the theoretical analysis of local area capacity presented in Section 5. 3. 3. 1 was done by Messrs. Following this, results of the data analyses are presented for the areas of: (1) Aircraft flow analysis, including traffic flow statistics for the ramp, ground taxi, and local control areas; (2) Controller workload analysis, both communications and non-communications; and, (3) Cockpit crew workload analysis, both communications and non-communications. The volume also presents the results of the operations effectiveness analysis for the current O'Hare ASTC system and for the projected future operating environment at O'Hare. The results for the current system include both quantitative and qualitative analysis of the operations observed using the data derived from the functional activity analysis of system operation. The salient findings of this study effort and the conclusions and recommendations derived from these findings are presented.

Book excerpt: This report documents the results of an Airport Surface Traffic Control (ASTC) requirements analysis. Problems and potential payoffs are explored in the areas of capacity and delay, productivity, safety, and equipment limitations. Alternative approaches to solving ASTC problems are identified and their costs estimated. Benefits are estimated and alternatives compared. The potential for Ground Control saturation during bad cab visibility is shown to exist at Chicago O'Hare today, and at Los Angeles and Atlanta by the mid-1980's. the Tower Automated Ground Surveillance (TAGS) concept, using multiple ATCRBS interrogators to add target identity to the output of the ASDE-3 in a single hybrid display, is recommended for development and deployment at these three airports. Analysis shows that increased traffic forecasts could require two ground controllers at ten airports by the late 1980's. A standard taxiway routing system might eliminate the second ground controller at eight airports, with annual benefits of $500,000. Analysis of accidents occurring on the surface of ATC-towered airports reveals that 87% of accident costs and 76% of fatalities occurred at the top 25 air carrier airports. A study is recommended to identify the causes and hypothesize solutions to this category of accidents. Another potential safety problem is lack of positive runway clearance assurance at airports which operate during bad cab visibility but do not qualify for an ASDE-3.

The study concentrated on the analysis of the ASTC requirements at three airports (Boston-Logan, Los Angeles and Chicago O'Hare) to obtain baseline data, and extrapolated these results to an additional six airports (Seattle-Tacoma, Bradley, Cleveland, Detroit, Pittsburgh and Philadelphia) using data-of-record and the results of the baseline airport analysis. The results of the study indicate a need for immediate improvement of the ASTC system in the 1970-1980 period at the baseline airports, with the need for improvements during peak periods at the Chicago O'Hare Airport under all visibility conditions, and at Boston and Los Angeles in poor visibility conditions. A preliminary evaluation of the value of potential ASTC improvements indicates that surveillance improvement, coupled with procedural changes, would result in the greatest capability increase. This is followed, in terms of potential payoff, by automation of the conflict-resolution function.

Book excerpt: This four-volume report presents system concepts for use in semi-automated airport surface traffic control at all positions in the tower cab of the major airports. The control functions and data requirements of a Ramp Control System, a ground Control System, and a Local Control System are presented. The concept development process has been based upon an extensive study of cab operations at O'Hare Airport. This effort has included extensive delay analysis, study of communication tapes, and personal observations of the widely-varying situations that are faced by tower controllers. Following the Operations Analysis effort, a detailed study of requirements was performed and is presented in Volume IV of this report. This requirements effort provided an estimate of the performance requirements of a surveillance sensor that would be required in a TAGS (Tower Automated Ground Surveillance) system for use in both good and poor visibility conditions. Detailed studies were made of the complex type of conflicts to be solved by both the Ground and Local Controllers and operational levels and densities were developed. One particular TAGS system concept (employing an ATCRBS Trilateration Surveillance Subsystem) is described in Volume I and an estimate is made of its deployment potential at major airports. Backup material on this concept in the form of a working paper is held by TSC. This working paper also includes synthetic digital display concepts for the three systems which have been summarized in Volume I. (Author).
