Book excerpt: This book describes the cognitive and interpersonal effects of group model building, and presents empirical research on what group model building achieves and how. Further, it proposes an integrated causal mechanism for the effects on participants. There have been multiple previous attempts at explaining the effects of group model building on participants, and this book integrates these various theories for the first time. The causal mechanisms described here suggest a variety of design elements that should be included in group model building practice. For example, practitioners typically try to reduce complexity for clients, to make the process feel more accessible. In contrast, the findings presented here suggest that the very act of muddling through complexity increases participants’ affective commitment to the group and the decisions made. The book also describes implications for theory and practice. System dynamics has traditionally been interested in using technical modeling processes to make policy recommendations. Group model building demonstrates that these same techniques also have implications for group decision making as a method for negotiating agreement. The book argues for the value of group model building as a mediating or negotiating tool, rather than merely a positivist tool for technical problems.

The program consisted of 4 plenary and 13 semi-plenary talks and more than 300 contributed papers selected by the program committee to be presented in 17 sections. Due to a limited number of pages available for the proceedings volume, the length of each article as well as the total number of accepted contributions had to be restricted. Submitted manuscripts have therefore been reviewed and 62 of them have been selected for publication. This refereeing procedure has been strongly supported by the section chairmen and we would like to express our gratitude to them. Because of the evolution of the industry into its present-day form, i.e. regulated local monopolies in their designated franchise service territories, the relative roles and expectations of various institutions would have to change to conform to the new state in the future. In either encouraging, or allowing this change to happen, society is essentially saying that future societal welfare would be better served by the changed structure contemplated. What that assumption translates into in more direct terms is that creation of future wealth would be better accomplished through redistribution of wealth today. Thoughtful individuals recognize the enormous responsibility placed upon the various entities empowered with jurisdiction over the timing and nature of the structural change. They are trying hard to bring analytical rigor to bear on the debate. One very critical element of this debate on restructuring is the issue of the treatment of transmission. The issue has been variously labeled transmission access, or pricing. Volumes have been written and spoken on this topic.

Book excerpt: This book explores how public policy advocacy can be used to approach policy issue identification, resolution or, at the least, support the management of wicked policy issues. By describing how this type of advocacy draws on participatory action research, including ethnographic and auto-ethnographic models, this book offers a tool for public policy consumer advocates on how to apply the Human Capabilities Approach to address presenting public policy issues worldwide. By applying these models to the situation of prisoners with hearing loss in New Zealand’s prisons, it identifies multiple causal factors for quality-of-life-limiting marginalization, e.g. social barriers (e.g. disability discrimination); environmental limitations (e.g. geographical and those introduced by incarceration); and individual responses in line with negative attitudes – both social and political, including the State’s denial of prisoners’ right to democratic participation by revoking their right to vote in general elections after sentencing. In addition, two other areas, namely blood safety and broadcast media captioning, are highlighted, showing that the skill of auto-ethnography is transferrable and can be applied to ensure effective consumer advocacy for a diverse range of issues that affect marginalized sectors.
