It takes a critical look at what went wrong in early 1968 during one of the first engagements of Tet, when a U.S. infantry battalion was ordered to attack a large North Vietnamese force near Hue City without air or artillery support. The tragic military foul-up resulted in over 60 percent casualties for the 2d Battalion, 12th Regiment, 1st Cavalry Division, when the soldiers were surrounded by the enemy and began running out of ammunition. The bold decision by battalion commander Lt. Col. Richard Sweet to break out with his remaining soldiers under cover of darkness saved this encirclement from being a total disaster. Author Charles Krohn, the unit s intelligence officer at the time, provides a much-needed analysis of what took place and fills his account with details that have been confirmed as factual by other survivors. Krohn examines the battalion s involvement in two other major attacks for lessons learned when vital systems break down lessons, he says, that are timeless and applicable anywhere. When the U.S. Army went to war in South Vietnam in 1965, the general consensus was that counterinsurgency was an infantryman’s war; if there were any role at all for armored forces, it would be strictly to support the infantry. However, from the time the 11th Armored Cavalry Regiment arrived in the country in September 1966, troopers of the Blackhorse Regiment demonstrated the fallacy of this assumption. By the time of Tet ’68, the Army’s leadership began to understand that the Regiment’s mobility, firepower, flexibility, and leadership made a difference on the battlefield well beyond its numbers. Over the course of the 11th Cavalry’s five-and-a-half years in combat in South Vietnam and Cambodia, over 25,000 young men served in the Regiment. Their stories—and those of their families—represent the Vietnam generation in graphic, sometimes humorous, often heart-wrenching detail. Specifically, these authors called into question the use of long-range surveillance (LRS) assets by commanders during that campaign and suggested an assessment ought to be made about their continuing utility and means of employment. This revision contains some important additional information the author received after this book was originally published Major (Retired) James Gebhardt, of CSI, researched and wrote this Occasional Paper with that end in view. In this study, Gebhardt surveys the US Army s historical experience with LRRP and LRS units from the 1960s Cold War and Vietnam War, through their resurgence in the 1980s and use in Operations JUST CAUSE and DESERT STORM, to the advent of the GWOT. The paper's analytical framework examines each era of LRS units in terms of doctrine, organization, training, materiel, leadership, and personnel. In doing so, the author makes a strong case for continuing the LRS capability in the Army s force structure. The variety of environments and enemies likely to be faced by the military in the GWOT continues to demand the unique human intelligence abilities of trained and organized LRS units. As the Army leads the Armed Forces of the United States in combating terrorists where they live, the lessons found in this survey remain timely and relevant.

Book excerpt: In May 1980, the Joint Chiefs of Staff commissioned a Special Operations Review Group to conduct a broad examination of the planning, organization, coordination, direction, and control of the Iranian hostage rescue mission, as a basis for recommending improvement in these areas for the future. The Review Group consisted of six senior military officers three who had retired after distinguished careers, and three still on active duty. The broad military experience of the group gave it an appropriate perspective from which to conduct an appraisal. Details on the participants, the Terms of Reference they operated under, and their approach to the subject are contained in this document. The Review Group has made its final report to the Joint Chiefs of Staff. Copies have been forwarded to the Secretary of Defense, as have the related, early recommendations of the Joint Chiefs. A highly classified report also has been transmitted to appropriate committees in the Congress. Because it is important that as much detail as possible be made available to the American public, the Organization of the Joint Chiefs of Staff has conducted a declassification review to produce this version. The issues and findings have been retained in as close a form as possible to the original, classified version. In particular, the Executive Summary, Conclusions, and Recommendations remain virtually the same as in the original.

This study, by presenting selected examples in their historical settings, is intended only to explain a few of the most obvious types of friendly fire incidents and some of the causative factors associated with them. By directing the attention of commanders and staff officers responsible for the development, training, and employment of combat forces to the hitherto little explored problem of friendly fire incidents, this study is intended to generate interest in and solutions for the problems outlined. The scope of this study is limited to incidents involving US forces in World War II and Vietnam, although some evidence is available from other conflicts in the twentieth century has also been considered. In sum, this study can claim to be no more than a narrative exposition of selected examples.
