The Psychological War for Vietnam, 1960–1968, focuses on the creation, capabilities, and performance of the forces that conducted PSYOP in Vietnam, including the Joint US Public Affairs Office and the 4th PSYOP Group. In his comprehensive account, Mervyn Edwin Roberts III covers psychological operations across the entire theater, by all involved US agencies. His book reveals the complex interplay of these activities within the wider context of Vietnam and the Cold War propaganda battle being fought by the United States at the same time. Because PSYOP never occurs in a vacuum, Roberts considers the shifting influence of alternative sources of information—especially from the governments of North and South Vietnam, but also from Australia, Korea, and the Philippines. The Psychological War for Vietnam, 1960–1968, also addresses the development of PSYOP doctrine and training in the period prior to the introduction of ground combat forces in 1965 and, finally, shows how the course of the war itself forced changes to this doctrine. Book excerpt: "...a deeply researched and comprehensive book, chronicles the battle in great detail, including all American and allied units involved and some of the enemy units of the NVA’s Sao Vong (Yellow Star) Division." — The VVA Veteran Operation Masher/White Wing targeted the regiments of the North Vietnamese Army Sao Vang Division operating in the Bong Son area in northeast Binh Dinh Province in central South Vietnam. The operation started on January 24, 1966, immediately after the Vietnamese New Year (Tet) and ended six weeks later. It was led by newly promoted Colonel Harold G. Moore, who as a lieutenant colonel commanded the 1st Battalion, 7th Cavalry in the battle of Landing Zone X-Ray in the Ia Drang Valley two months earlier. In 41 days of sustained fighting, the 1st Cav battled each of the three regiments of the Sao Vang Division, resulting in enemy losses of more than 3,000 KIA. This came at the cost of 199 Americans killed on the battlefield and 46 more who died in the crash of a U.S. Air Force C-123 aircraft en route to the battlefield, making it one of the deadliest battles of the entire Vietnam War. Operation Masher/White Wing was a success. The 1st Cav demonstrated that it had the firepower, mobility, and leadership to find the enemy and deliver a severe blow to it in terms of personnel and equipment losses and in forced evacuation from formerly “secure” base areas, seemingly proving the value of the search-and-destroy strategy. However within a few weeks, intelligence reports indicated that North Vietnamese soldiers were returning to the Bong Son area in small groups. By late April, the Sao Vang Division was back in the area in force. Operation Masher/White Wing proved to be the start of a very long and deadly struggle between the 1st Cav and North Vietnamese for control of Binh Dinh Province—multiple search & destroy operations eventually resulted in more than 9,000 enemy KIA and 2,358 enemy detained, with friendly losses of more than 1,200 KIA, 5,775 WIA, and 27 MIA. While Masher/White Wing demonstrated that search & destroy operations were very effective at the tactical level but without a high-level strategy to stop the unabated flow of fresh Communist troops and supplies into South Vietnam, it wasn’t clear just how they contributed to overall victory. At the start of 1968, General Westmoreland ordered the 1st Cav to terminate its operations in the Bong Son area, bringing the battle to a close.

Book excerpt: The annual Conference on the Chinese People's Liberation Army (PLA) took place at the U.S. Army War College (USAWC), in Carlisle, Pennsylvania, on October 22-24, 2010.1 The topic for this year's conference was the "PLA's lessons from Other People's Wars." Participants at the conference sought to discern what lessons the PLA has been learning from the strategic and operational experiences of the armed forces of other countries during the past 3 decades. Why did observers of the PLA want to study what Chinese military analysts might learned about non-Chinese wars? The answer is twofold. First, the PLA has not fought an actual war since 1979. Yet, during the last 3 decades, fundamental changes have taken place on the battlefield and in the conduct of war. Since the PLA has not fought since 1979, it had no experience in the changing face of war, and thus could not follow Mao Zedong's admonition to "learn by doing"; instead, it must look abroad for ways to discern the new pattern of warfare in the evolving information age. Studying Chinese military analysts' observations of non-Chinese wars therefore provides us a glimpse of what the PLA takes from others' experience to improve its capability and to prepare itself for dealing with China's national security issues, such as Taiwan, the South and East China Sea disputes, and internal unrest in Tibet and Xinjiang, to name the most obvious ones. Second, Chinese military analysts have noticeably more freedom in assessing and commenting on the strength and weakness as well as the success and fail¬ures of other countries' wars. Indeed, for political reasons, Chinese military analysts have to emphasize the heroics and triumphs of the PLA's war experience and downplay setbacks and failures.2 While there is certainly recognition of the daunting challenges-in Korea, for example, accounts readily acknowledge that the Chinese People's Volunteers (CPV) were totally unprepared logistically and devastated by airpower-there are limits to the levels of candor. To date, there is no critical analysis of the PLA's claimed success or dismissed failure in the Sino-Vietnamese Border War of 1979 by Chinese military analysts (however, there are a few studies done by scholars outside of China3). Studying Chinese military analysts' observation of other people's wars, therefore, provide us key hints as to what Chinese military analysts consider important aspects of current and future military operational success and failure.
