Available in PDF, EPUB and Kindle. Book excerpt: Operational Logistics: The Art and Science of Sustaining Military Operations explores military logistics in terms of the theoretical foundations of operational logistics (OpLog) and its applications. The theoretical foundations are examined with regard to two dimensions. First, the artistic or qualitative aspects of contemporary logistics are looked at in the context of the operational level of war. These OpLog aspects include principles, imperatives and tenets, which are stated and analyzed. The second dimension relates to the scientific aspects of logistics. It is manifested by a formal network model that represents the structural and operational features of an OpLog system. Hence the book examines both artistic and scientific dimensions of military logistics and integrates the respective qualitative and quantitative aspects into a unified and definitive presentation of operational logistics. Chapter 1 presents a general introduction to military logistics. Chapter 2 discusses the general structure and characteristics of logistics and describes its three levels - strategic, operational and tactical. Chapter 3 focuses on Operational Logistics (OpLog). Chapter 4 deals with the logistics planning process. Chapter 5 addresses the issue of logistics information. Chapter 6 deals with forecasting logistics demands. Chapter 7 introduces the first version of the logistics network model. Chapter 8 addresses an important property of an OpLog system - Flexibility. Chapter 9 discusses two major (and dual) issues in OpLog practice: force accumulation and medical treatment and evacuation. Chapter 10 presents an inter-temporal network optimization model that is designed to determine deployment and employment of the support chain in an OpLog system.

Book excerpt: This monograph examines three World War II campaigns. The 1941 German Operation Barbarossa (Central Army Group), Soviet Belorussian Campaign of 1944, and Soviet invasion of Manchuria in 1945 are used to illustrate five operational logistics tenets: line of support, staging, altering lines of communication, sustainment priorities, and force expansion. The doctrinal analysis compares current U.S. logistics doctrine adequately addresses the operational level of logistics. Conclusions derived from this study include: the five tenets are valid, but a sixth, logistical preparation, is needed. U.S. Army doctrine needs to address operational level logistics more completely. This monograph concludes that greater understanding of operational level logistics is required. Understanding can be increased by teaching operational level logistics in the logistical schools and expanding logistical field manuals to include application and planning of logistics at the operational level of war.

Book excerpt: Our nation is engaged in a broad array of military operations that is driving significant changes in the way we train, fight, and execute missions - from humanitarian assistance to major combat. In turn, those changes require a fundamental revaluation of the way we deploy, support, and sustain those operations. There is a pressing need to develop a framework for joint logistics management at the operational level to enhance the synchronization and effectiveness of logistics support. This framework must be based on a set of imperatives and enablers that, when considered and properly established and used, offers the greatest possible freedom of action for the joint force commander (JFC) as well as our interagency and multinational partners. Military logistics support extends from the strategic level in the national industrial base to the tactical level, where "beans, bullets, and black oil" are delivered on time, at the right place, and in the right quantity. Operational-level logistics links strategic resources with tactical units, enabling force closure, sustainment, reconstitution, and redeployment of forces. This article highlights a set of joint logistics imperatives and enablers that would facilitate the integration of joint operational-level logistics management. It also presents several joint (operational-level) logistics management options and briefly covers Department of Defense (DOD) actions now under way to enhance joint logistics capabilities. We focus on the operational level because we believe this is where enhancements to joint logistics offer the greatest opportunity for the JFC; choosing the best management structure for a given mission is a critical component of the overall logistics effort. We have intentionally avoided use of the term theater because it suggests geographic boundaries that do not seem appropriate for modern logistics management.

Available in PDF, EPUB and Kindle. Book excerpt: Logistics influences every aspect of operational planning and execution. To a large extent, what is possible operationally depends on what is logistically supportable. Operational logistics provides the connection between the strategic and tactical ends of the logistic continuum. It is also critical to the massing and sustainment of combat power in a theater of war or theater of operations. Existing literature on logistics is typically focused on either broad strategic concepts or detailed tactical tasks. Since the services are responsible for the logistic support of their forces, the role of logistics at the operational level and the part played by the operational commander are not particularly clear. This paper identifies and discusses the three key logistic pillars of preparing the theater, organizing the force, and managing resources at the operational level of war. In doing so, it provides a basis for understanding the critical role played by the joint force commander in orchestrating the logistic support of his campaign or major operation.

Available in PDF, EPUB and Kindle. Book excerpt: This paper analyzes operational logistics for land warfare to determine if there is a requirement for an echelon above corps joint logistics command. It will also determine if U.S. army command and control support organizations such as the Corps Support Command, Theater Army Area Command, or the conceptual Theater Support Command are suitable to support this command and control function. Additionally, the paper argues that the centralized planning and control function provided by a Joint Logistic Command is a primary step to focusing logistics. Operations since the enactment of the Goldwater-Nichols Act in 1986 have seen an increased use of a joint logistics command and control structure to focus the logistics effort of the theater and/or area of operation. The consolidation of Defense Logistics and Services agencies have increased the need for a consolidated logistics control node at the operational level to orchestrate strategic level support to the tactical level. This link creates a seamless logistics system. Historically, in all major conflicts the U.S. Military Services have operated as joint force; integration however, is usually only at the highest level. The current and future trend of joint operations is to integrate service capabilities to include logistics at the lower Joint Task Force (JTF) level. The paper concludes that the U.S. Military operates joint logistics for landbased operations primarily with the Army and in the future this trend should continue with increased service integration. However, joint logistics doctrine must be authoritative to drive the integration process.

Book excerpt: FM 4-95, "Logistics Operations," is the Army's doctrine for Army logistics operations at the strategic, operational and tactical levels of war. This publication emphasizes logistics tactics and procedures in order to provide all commanders, staffs, and Soldiers an understanding of Army logistics operations. The contents of FM 4-95 are consistent with ADP and ADRP 4-0, "Sustainment," and serve as the doctrinal foundation for all Army logistics operations. FM 4-95 is consistent to the extent possible with joint logistics operations. FM 4-95 details logistics operations, mission command for logistics, and logistics support to theater operations. Field manual (FM) 4-95 provides detailed information on Army logistics operations. It discusses how the logistics element of the sustainment warfighting function facilitates operational success by providing Army forces operational reach, freedom of action, and endurance. FM 4-95 serves as the doctrinal bridge between the overarching principles prescribed in Army doctrine publication (ADP) 4-0 and Army doctrine reference publication (ADRP) 4-0 and the lower level sustainment Army techniques publications (ATP), and Army tactics, techniques, and procedures publications (ATTP).

This paper identifies the dominant influence of logistics at the operational level of war and the significance of this influence to the operational commander. A definition of operational art and logistics is developed to establish a basis for understanding the orientation in thinking for these two functions. Review of two historical campaigns illustrates the regulatory nature of operational logistics in both the planning and execution of operational art. Logistics influences the sequencing of the phases of a campaign, the choice of objectives, lines of operations and centers of gravity; It establishes the culminating point. The operational commander influences tactical events by his logistics decisions. At the operational level of war, logistics is operations and a function of command. Therefore, operational logistics must be synchronized with the other elements of operational art to ensure logistics is responsive to the commander's needs and maximizes his freedom of action. The operational commander must understand and account for the limitations placed upon the application of his event-oriented art by time- oriented logistics. Through logistics training and education, interest in and control of the logistics organization by the commander, he creates harmony between operational logistics and the application of operational art ... Book excerpt: Current joint logistics doctrine espouses the necessity for detailed logistic planning, concurrent with operational planning, in order to promote unity of effort and prevent duplication of effort. The unified commander is authorized directive authority for logistics in order to insure economy of effort. The perception in the Joint Planning and Execution (JPBC) is that the Unified Command's 4 Logistics Directorate is in an advisory and monitoring role at the operational level, and that the Service component logistic commands can function in a harmonious role amongst themselves, with no directive authority, unless a critical situation arises that my hinder the Combatant Commanders mission. This perception has the components exercising coordination for logistics support in joint environment can only attain that momentum necessary if authoritative direction can be applied from the deployment to the employment of logistic forces. In this regard, there is a necessity for a focused unity of effort, directed towards integrating the Service logistic force capabilities and resource in order to support forces.
