Book excerpt: On 2 April 1982, after more than 16 years of inconclusive diplomatic negotiations with Great Britain, Argentina launched Operativo ROSARIO, a military campaign designed to take by military means what the Argentine government could not secure by political means: the Islas Malvinas or what the British and the Islanders call the Falklands. As happens in many such instances, the Argentine government miscalculated the political resolve and military response of their British opponent. Refusing to accept the Argentine military action as a “fait accompli”, the British government responded to the Argentine invasion of the Falkland Islands with Operation CORPORATE, a military campaign to regain her lost territory. Great Britain, a major world political power and NATO member, and Argentina, a 3rd world nation with major power aspirations, resorted to military force to resolve their political differences over the future of a small cluster of mostly uninhabited islands in the South Atlantic. Thus began the Falkland Islands conflict. This paper will analyze the Falkland Islands conflict from the viewpoint of an operational commander. To facilitate this process, three general areas will be reviewed: (1) political considerations, (2) strategic objectives, and (3) operational factors, including objectives, centers of gravity (COGs) and employment of forces. Based on my conclusions, specific recommendations will be offered which directly impact on the operational level of war for the U.S. commander.

While it does not propose to offer a definition which will forever remove doubt as to the meaning of operational art, it does offer good suggestions as to how operational art might be defined. In his effort to better define the operational art, the author examines a recent military operation--the Falklands War. This is done to identify whether the Falklands War was, in fact, an example of operational art, and if so, what aspects of the war can be used to better define the operational art. The sequence adopted for the paper is to first address operational art historically, offering some ideas as to how it might be defined. Next the paper addresses the historical background of the events leading up to the Falklands War and the operations in the Falklands by both the British and the Argentines. Finally, the author develops the thought that the operational art is an inherent part of the achievement of strategic goals and is not necessarily related to force size. That is to say, whether or not the operational art is being used is not determined by the size of the force being used.

Book excerpt: This thesis uses a historical case study approach to examine the impact of context on shaping decision making during the conduct of war. The case analyzed is the war between Argentina and Great Britain for control of the Falkland Islands in 1982. This thesis examines the relative strength of the belligerents’ positions using the concepts of force, time and space from current operational warfare doctrine and shows that British victory in the conflict was by no means a foregone conclusion. Next, an exploration of Argentine conduct of the war highlights and discusses in detail mistakes and errors in judgment that had direct impacts on battlefield results. These decisions are then traced to the context in which they were made. It is this context, specifically the power of limited war culture and to a lesser extent the strength of the military polity as a constituency, that explains the Argentine defeat in the Falklands.

Not only was the task force not equipped for this type of operation but the capabilities and intent of the enemy was unknown. Upon reaching the South Atlantic the British task force commander faced a variety of decisions on courses of action and faced the dilemma of protecting an unprepared fleet and hastily concocted amphibious landing against a superior number of opposing aircraft. The task force commander's operational scheme has been questioned and the grievous cost of recapturing the islands is still controversial. In this paper I will examine what effect the operational factors of time, force and space had on the task force commanders available courses of action. I will also look at how the task force commander dealt with the dilemma of protecting a shifting operational center of gravity. I will look at the missing components of operational protection and how the operational scheme was developed in hopes of minimizing this critical vulnerability.
