Book excerpt: Economic and social factors are creating changes in Ontario's labour market, changes which have implications for the mix of jobs available to workers, for the skills and levels of training they receive, and for the ability of employers to recruit qualified workers. This review highlights recent changes in Ontario's labour market which have ramifications for the province's economic growth, including labour supply and demand, global trends, and labour markets for high-skill technical occupations. Labour supply and demand trends are provided for 1960 to 1996 in terms of the province's economic context.

Book excerpt: This study uses a simple model of information gathering to generate policy recommendations concerning education in Ontario, especially at the post-secondary level. The schools are viewed as helping students discover jobs matched to their abilities, and policy prescriptions are offered from that standpoint. After examining earlier economic models of education – seeing it in terms of human capital and signalling – the authors analyse their informational model. In the light of the three theories of education, they then proceed to examine the appropriate role of government in the education market, and offer their policy recommendations. In addition, trends in the structure of education over the last two decades are studied and explained from the economic point of view. They argue that too much has been spent on formal education and not enough on on-the-job-training, but the answer is not more government intervention or vocationalism. Education policy should encourage free choice and an increasing ability to match interests or skills with jobs. Vocationalism merely hinders the latter and endangers economic well-being in the long term.

Book excerpt: The world of work in this province has been buffeted by a series of macroeconomic shocks (including the after-effects of the global financial crisis, and the erosion of Ontario's crucial manufacturing sector), but also by longer-run structural changes in the way work is organized, contracted, performed, and compensated. [...] We thank the Special Advisors to the Changing Workplaces Review, and the staff of the review, for the opportunity to participate in this important process, and for your attention to our views. [...] Section II assembles documentary evidence regarding the deterioration of employment conditions in Ontario, the rise of various forms of precarious work, and the economic, social, and human consequences of wage stagnation and inequality. [...] The present chapter documents the structural transformation in Ontario's labour market by chronicling the parallel processes of declining employment opportunities and the shift in employment characteristics to non-standard forms of work. [...] In the early postwar decades, this form of employment was a ticket to middle class comfort and security and it enabled workers to fully participate in the political and cultural life of the nation.

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this study is to analyze changes in the job mix of Ontario's economy and their implications for skills development. It reviews a number of trends in Ontario's economy that have affected demand in the labour market during the past 28 years. It also provides an analysis of how the mix of jobs in Ontario has evolved over time in response to these changes in the economy. It uses a projection to the year 2000 of trends in the demand for labour across occupations to offer a number of insights into future shifts in the occupational mix and their implications for the educational and training requirements of the work force. In addition, it presents a projection of labour supply growth and changes in the demographic characteristics of the work force during the decade ahead, along with a review of sources of new labour force entrants with advanced levels of education and training. It concludes with a discussion of labour market issues that will become much more important in the 1990s.

Book excerpt: This interdisciplinary volume offers a multifaceted picture of precarious employment and the ways in which its principal features are reinforced or challenged by laws, policies, and labour market institutions, including trade unions and community organizations. Contributors develop more fully the concept of precarious employment and critique outmoded notions of standard and nonstandard employment. The product of a five-year Community-University Research Alliance, the volume aims to foster new social, statistical, legal, political, and economic understandings of precarious employment and to advance strategies for improving the quality and conditions of work and health. Contributors include John Anderson (Canadian Council on Social Development), Pat Armstrong (York University), James Beaton (York University), Stéphanie Bernstein (University of Québec at Montréal), Jan Borowy (Ontario Public Sector Employees' Union), Cynthia Cranford (University of Toronto), Tania Das Gupta (York University), Alice de Wolff (Independent Researcher, Toronto), Andrew Jackson (Canadian Labour Congress), Andrew King (United Steel Workers of America), Kate Laxer (York University), Wayne Lewchuk (McMaster University), Katherine Lippel (University of Québec at Montréal), Chris Schenk (Ontario Federation of Labour), Michael Polanyi (Canadian Ecumenical Justice Initiatives), Emile Tompa (McMaster University and University of Toronto), Heather Scott (University of Toronto and Institute for Work and Health [IWH]), Scott Trevithick (University of Toronto and IWH), Sudipa Bhattacharyya (IWH), Eric Tucker (York University), and Nancy Zukewich (Statistics Canada).
