Book excerpt: The Battle of Dorking: Reminiscences of a Volunteer is an 1871 novella by George Tomkyns Chesney, starting the genre of invasion literature and an important precursor of science fiction. Written just after the Prussian victory in the Franco-Prussian War, it describes an invasion of Britain by a German-speaking country referred to in oblique terms as The Other Power or The Enemy. Excerpt: "You ask me to tell you, my grandchildren, something about my share in the great events that happened fifty years ago. 'Tis sad work turning back to that bitter page in our history, but you may perhaps take profit in your new homes from the lesson it teaches. For us, in England, it came too late. And yet we had plenty of warnings if we had only made use of them."

Book excerpt: Skarns in British Columbia have historically been important sources of iron, tungsten, copper, and gold. This publication begins with an introduction on skarn terminology and the problems of skarn identification. It then reviews a genetic model of skarn formation and presents descriptive profiles of eight types of skarn deposits; describes the database of at least 735 skarn occurrences in the province, and the number and distribution of skarns in British Columbia according to their associations, class, age, and distribution; and notes the ages of British Columbia skarns and the total production of various metals extracted from British Columbia skarns. Subsequent sections provide information on assays and metal ratios of mineralized skarns, skarn mineralogy, skarn mineral chemistry, chemistry of skarn-related intrusions, and the mapping and evaluation of skarns. The appendix contains a listing of 735 skarn occurrences in British Columbia, giving deposit name, MINFILE number, latitude/longitude, elements and minerals present, and associated rocks and their ages.

It suggests that, initially, the new kind of police in industrial cities served primarily as agents of class control, dispensing and administering welfare services as an unintentioned consequence of their uniformed presence on the streets.

Book excerpt: The television spectacles of Oka and the Rodney King affair served to focus public disaffection with the police, a disaffection that has been growing for several years. In Canada, confidence in the police is at an all-time low. At the same time crime rates continue to rise. Canada now has the dubious distinction of having the second highest crime rate in the Western world. How did this state of affairs come about? What do we want from our police? How do we achieve policing that is consistent with the Charter of Rights and Freedoms? The essays in this volume set out to explore these questions. In their introduction, the editors point out that constitutional order is tied to the exercise of power by law enforcement agencies, and that if relations between the police and civil society continue to erode, the exercise of force will rise - a dangerous prospect for democratic societies.

Book excerpt: Who could have imagined that the RCMP, those clean-cut men in red, steal dynamite and destroy private property, break and enter, wiretap at will and generally behave as if the law of the land applied to everyone but themselves? Jeff Sallot, who covered the McDonald Commission of Inquiry Concerning Certain Activities of the RCMP for a year, has written a gripping account of the force's illegal activities. Burning down a barn in Quebec to prevent separatist meetings, breaking into offices and stealing Parti Quebecois membership files, intimidating people suspected of FLQ affiliations into informing on their friends and repeatedly opening private mail in flagrant violation of Canada's laws on personal privacy - Nobody Said No tells it all. It is the story of a police force that took the law into its own hands and of a government that looked the other way. Nobody Said No documents in absorbing and dramatic detail the testimony of hundreds of witnesses. It shows how the Mounties planned and executed their illegal dirty tricks and tells of the intricate political manoeuverings undertaken to cover up these activities for so many years.Based on official documents and testimony, Nobody Said No reads just like a spy thriller - except that every fact, every detail, every dirty trick is true.

Book excerpt: This study documents alkaline rock occurrences in British Columbia; describes their petrography, geochemistry, economic geology, and field relationships; and determines the timing and tectonic controls of emplacement, providing a basis for future, detailed studies. Work was begun in 1984 and included field mapping during the summers of 1984, 1985, and 1986. All the carbonatite-syenite localities (with the exception of the Wicheeda Lake and Mount Bisson showings) and a large number of the diatreme breccias were mapped and sampled.

Book excerpt: This book looks at the impact of two major police reform movements on the social mobility of ethnic groups, the distribution of political power, the struggle for status in urban America, and police professionalism are explored. Social and political pressures which led to waves of police reform in 1890 to 1930 and again about 1940 to 1970 not only changed the average city police department into a centralized, trained group of professionals, but also changed the character of the American city. Before 1890, the police department was an adjunct of the political machine. Ward bosses hired and fired; therefore, police loyalty was to the neighborhood. Most patrol jobs were political rewards and went to immigrants or sons of immigrants from the immediate area. Laws were enforced on an ethnic basis. The cost of this community control was widespread corruption and abuse. The first wave of reform began about 1890 when middle-class clergymen, business leaders, and social reformers began a move to centralize the police and remove political appointments. A military model was adopted and the phrase 'war on crime' coined. By 1930 most major police departments had adopted the centralized beat approach and a civil service system was beginning. A second wave of reform came from within police departments themselves. Greater training, greater professionalism, and greater status for police were the cornerstones of this wave. The emergence of police unions, which became major political power blocs, increased the force of the movement. A third reform started tentatively in the late 1960s. This movement calls for return of police accountability to the neighborhoods. To date, it has made little headway because police commissioners have incorporated its protests into the existing police department structure through community relations boards, community grievance procedures, and other institutionalized devices.
