Book excerpt: This study uses a simple model of information gathering to generate policy recommendations concerning education in Ontario, especially at the post-secondary level. The schools are viewed as helping students discover jobs matched to their abilities, and policy prescriptions are offered from that standpoint. After examining earlier economic models of education – seeing it in terms of human capital and signalling – the authors analyse their informational model. In the light of the three theories of education, they then proceed to examine the appropriate role of government in the education market, and offer their policy recommendations. In addition, trends in the structure of education over the last two decades are studied and explained from the economic point of view. They argue that too much has been spent on formal education and not enough on on-the-job-training, but the answer is not more government intervention or vocationalism. Education policy should encourage free choice and an increasing ability to match interests or skills with jobs. Vocationalism merely hinders the latter and endangers economic well-being in the long term.

The book provides an extensive survey of recent literature and a new source of income and wealth distribution data for Ontario, drawn from newly available microdata sets. It also presents an evaluation of the data as a basis for measuring inequality in the distribution of economic and well-being. The empirical results illustrate how incomes vary significantly with age according to labour market attachment and experience, educational attainment and occupation, transfer receipts, and investment benefits. Similarly, strong age effects on net worth account reflect life-cycle patterns in asset holdings and debts typically associated with family investment in housing and financial adjustments for retirement. Differences in family size and composition have a substantial effect on the structure of family economic well-being. The inequality effects of adjusting for accrued capital gains and net worth holdings can also be quite significant. It is found that the distributional effects of CPP net benefits are considerable, although they are not as equalizing as one may have expected because of marked cohort effects. The detailed findings suggest that the life-cycle framework is a very useful one for evaluating the distributional effects of certain government programs, particularly intertemporal ones, and they underline the need for a range of different types of policies to address low income problems. The study urges greater recognition of the inequality of treatment and opportunity among different groups of the population. It also points out that conventional income distribution figures are only very imperfect estimates of the state of inequality in the underlying distribution of economic well-being.

Book excerpt: This controversial analysis of economic nationalism will interest economists and those concerned with nationalism and the competitive position of Canadian manufacturing. It is the first attempt to test empirically an economic model of nationalism, a model which implies than an emphasis on nationalism ultimately reduces economic efficiency – with low-income groups bearing most of the resultant cost – and redistributes income from lower – to upper-income individuals. Applying the model to federal commercial and science policies, the authors argue that these policies have contributed to the high costs and low productivity of Canadian manufacturing and retarded the adoption of new processes and improved techniques. They find that the costs of these are borne by the urban workers and the consumer, while the major beneficiaries are Canadian managers, scientists, and engineers. The efficiency and competitive position of Canadian industry are reduced and income redistributed from lower- to upper-income groups. Science policies designed to increase, at high cost, a broad range of Canadian research and development capabilities are related to the slower adoption of new manufacturing processes in Canada than in the United States and Europe. The authors conclude that greater trade liberalization and increased industrial specialization would benefit Canada and Ontario, that more emphasis should be placed on rapid diffusion of innovation, and that research should be concentrated in fields where Canada has a potential competitive advantage.

Supply-of-offences functions for five types of property crime are specified and estimated using provincial data for 1970-2. Both the probability of apprehension and the probability of conviction are shown to have a substantial negative effect upon most kinds of property crime, with the conviction rate exhibiting the stronger influence. The generally significant inverse relationship between expected sentence length and the crime rate found by other researchers does not appear for the crimes investigated here. The results also indicate that estimating supply-of-offence functions over such aggregate categories as 'property crime' can lead to unjustified generalizations about particular types of crime.
