Book excerpt: Has globalization fundamentally altered international relations, producing a race to the bottom in which states compete for economic growth and development by adopting similar liberal economic strategies? Mediating Globalization challenges this increasingly dominant perspective, demonstrating that national governments often respond to global competitive pressures with more, not less, economic intervention. Using interviews, archival research, and secondary sources, Andrew P. Cortell explores the strategies adopted by the United States and Britain with regard to one of the world's most globalized sectors, the semiconductor industry. From the early 1970s through the mid-1990s, he argues, increasing globalization pressures in each country led them to more actively intervene in the evolution of their semiconductor markets, rather than assume a more marginal role. The empirical evidence, moreover, indicates that the two countries adopted similar responses, whether liberal or interventionist, as a consequence of similar domestic institutional incentives rather than constraints identified to emerge from globalization.

Do just lack of competitiveness and protectionism or inaccessibility of the Japanese market trigger repetitive trade conflicts or some mix? It may also be that economic systems of Japan and the Western industrial nations are incompatible. Both, the question of competitiveness and of frictions between both systems are addressed in this book. Incongruity of the economy of Japan and Western liberal system would have serious consequences for the continuity of the world trade system. H a contradiction between the two systems is supposed to exist, such a hypothesis would require analysis of the basics of the existing trade system and of the Japanese economy and what its effects on world trade are. H it would be possible to explain salient features of Japanese competitiveness from these frictions perhaps some recommendations could be made for improvement of business and governmental trade policies and of the international trade system. This book traces the struggle between U.S. and Japanese semiconductor producers from its origins in the 1950s to the novel experiment with "managed trade" embodied in the U.S.-Japan Semiconductor Trade Arrangements of 1986, and the current debate over continuation of elements of that agreement. Flamm provides a thorough analysis of this experiment and its consequences for U.S. semiconductor producers and users, and presents extensive discussion of patterns of competition within the semiconductor industry. Using a wealth of new data, he argues that a fundamentally new trade regime for high technology industries is needed to escape from the present impasse.
