The book addresses the empirical question of how morality policies have changed in recent decades and analyses the change and regulatory trends in different areas of morality policy. It provides a systematic long-term empirical assessment of morality policy change across countries and different fields of morality policy and compares morality policies in 19 OECD countries over a period of 50 years. On the Road to Permissiveness? is divided into three parts. Firstly, it discusses the conceptual framework and measurement approach developed by the editors and the theoretical framework guiding the empirical analyses. In the second part of the book, the editors explore the changes and trends in morality policies, and the third part develops theoretical conclusions and implications on the basis of these findings.

Book excerpt: The responsiveness to societal demands is both the key virtue and the key problem of modern democracies. On the one hand, responsiveness is a central cornerstone of democratic legitimacy. On the other hand, responsiveness inevitably entails policy accumulation. While policy accumulation often positively reflects modernisation and human progress, it also undermines democratic government in three main ways. First, policy accumulation renders policy content increasingly complex, which crowds out policy substance from public debates and leads to an increasingly unhealthy discursive prioritisation of politics over policy. Secondly, policy accumulation comes with aggravating implementation deficits, as it produces administrative backlogs and incentivises selective implementation. Finally, policy accumulation undermines the pursuit of evidence-based public policy, because it threatens our ability to evaluate the increasingly complex interactions within growing policy mixes. The authors argue that the stability of democratic systems will crucially depend on their ability to make policy accumulation more sustainable.

Book excerpt: Even though the policy impact of Catholicism has increasingly been acknowledged, existing scholarship lacks a coherent view on its changing influence over time and in different political contexts. In this book, Fabio Bolzonar investigates the influence of Catholicism on developments in French social protection from World War II to the mid-2010s. He discusses the factors that have favoured or inhibited it and explores the hybridization between Catholic values and secular principles in the social engagement of Catholic actors in secular France. By doing so, this multidisciplinary study integrates current scholarship, which has given limited attention to the changing patterns of Catholic involvement in the social policy domain over a long period of time, and the renewed influence of Catholic values in secularized societies. Catholic mobilization has relocated from the political to the civil society sphere, making voluntary organizations and social movements, rather than political parties, the main channels for defending Catholic values in secular France. Book excerpt: Introducing the institutional logics perspective to street-level analysis, this book examines how street-level workers deal with the institutional logics that guide their organization – whether they follow or challenge them. While doing so, the book develops a theoretical framework to study street-level workers’ institutional agency within organizations from different institutional backgrounds. The book conceptualizes street-level workers as institutional entrepreneurs and presents an original process model to capture deinstitutionalization efforts in street-level discourse. This ordinal model accounts for embedded agency and institutional entrepreneurship as well as for more gradual moves towards deinstitutionalization through the hybridization of institutional logics. The author tests the model empirically using interview data and discusses how street-level workers diverge from the institutional logic of their organization in almost two thirds of their statements, indicating a tendency towards institutional entrepreneurship. The book finally combines two literature strands: institutionalism and implementation research, showing how street-level workers may be perceived as institutional entrepreneurs. Book excerpt: This book explores the significance of alcohol in the Middle East and Maghreb as a powerful catalyst of social and political division. It shows that the solidarities and polarities created by disputes over alcohol are built on arguments far more complex than oppositions on religion or consumption alone. In a region in which alcohol is banned by Islamic rules, yet allows its production and consumption, alcohol has always been contentious. However, this volume examines the different forms of social authority – religious, cultural and political – to offer a new understanding of drinking behaviours in the Middle East and North Africa. It suggests that alcohol, being at the same time an import and product of local industry, epitomises the tensions inherent to the conforming of Islamic societies to global trends, which seek to redefine political communities, social hierarchies and gender roles. The chapters challenge common misconceptions about alcohol in this region, arguing instead that medical discourses on alcohol dependency hide stances on national independence in an imperialist context; that the focus on religion also tends to conceal disputes on alcohol as a social struggle; and that disputes on inebriation are more about masculinity than judging private leisure. In doing so, the volume presents alcohol as a way of grasping the power relations that structure the societies of the Middle East and Maghreb.
