And the indirect trade-related transmission of knowledge is at least as important as its direct transmission.An influential literature argues that trade promotes the flow of knowledge and the transmission of technology between trading partners. This literature tends to focus on quot;directquot; spillovers related to the levels of research and development (Ramp;D) produced by the trading partners.Lumenga-Neso, Olarreaga, and Schiff argue that quot;indirectquot; trade-related Ramp;D spillovers also take place between countries even if they do not trade with each other. These indirect spillovers are associated with available (rather than produced) levels of Ramp;D. If Country A imports from Country B and Country B imports from Country C, C could transmit knowledge to Country A even if A does not trade directly with Country C.The authors' empirical results suggest that these indirect trade-related spillovers are at least as important as the direct spillovers and may be more so. The results strengthen the view that trade matters in the international transmission of Ramp;D.The results also suggest that the existence of these indirect effects reduces the importance of bilateral trade patterns as determinants of the level of foreign Ramp;D spillovers through trade.This paper - a product of Trade, Development Research Group - is part of a larger effort in the group to understand the relationship between openness and growth. Book excerpt: This paper investigates whether trade promotes North-South and South-South technology spillovers at the industry level, and how the absorptive capacity of the South affects the impact of the technology spillovers. It uses "effective" instead of "available" trade-related R&D in the South by incorporating human capital as a measure of absorptive capacity, then develops a method to measure the indirect trade-related R&D among the South and its effects on technology spillovers. Iteration and bootstrap methods are used to estimate parameters and their standard errors with data from 16 manufacturing industries in 25 developing countries over the period 1976-1998. Estimation results show that: (i) North-South direct R&D spillovers through trade are substantial, but South-South indirect R&D spillovers are very small; these results are robust both for the pooled data and for each single industry. And (ii) the absorptive capacity in the South is rather low on average, but it has a great potential to increase given one unit increase in their human capital.

We decompose foreign R&D stock into that of RTA partners and other foreign countries and find that spillovers from RTA partners are stronger than those from other countries. Particularly, our results suggest that signing economic integration agreements is crucial for international R&D spillovers.

Measures of foreign research and development are constructed based on industry-specific research and development in the North, North-South trade patterns, and input-output relations in the South. The findings show that technology diffusion and productivity gains tend to be regional. Jordan benefits mainly from trade with the European Union, Korea from trade with Japan, and Mexico from trade with North America. In other words, the dynamic version of the "natural trading partners" hypothesis holds for these countries.

Book excerpt: We explore the relationship between openness and growth by taking a closer look at trade-related knowledge spillovers at the industry level. First, we estimate the relation between sectoral R&D expenditures, trade-related spillovers, and growth. Next, we incorporate these R&D linkages in a computable general-equilibrium model for the world economy. We simulate trade liberalization in the model with R&D spillovers and compare the effects on GDP in different regions with a non-R&D-based model simulation. We find that the GDP effects of trade liberalization are magnified considerably by R&D spillovers for some regions - notably Japan and Southeast Asia. In other regions, such as China, the additional GDP effects are modest. These findings can be traced back to changing specialization and import patterns.

Our empirical results, which are based on observations over the 1971-90 period for 77 developing countries, suggest that Ramp;D spillovers from the industrial countries in the North to the developing countries in the South are substantial.

Book excerpt: The empirical analysis in "International R&D Spillovers" (Coe and Helpman, 1995) is first revisited by applying modern panel cointegration estimation techniques to an expanded data set that we have constructed for the purpose of this study. The new estimates confirm the key results reported in Coe and Helpman about the impact of domestic and foreign R&D capital stocks on TFP. In addition, we show that domestic and foreign R&D capital stocks have measurable impacts on TFP even after controlling for the impact of human capital. Furthermore, we extend the analysis to include institutional variables, such as legal origin and patent protection, in order to allow for parameter heterogeneity based on a country's institutional characteristics. The results suggest that institutional differences are important determinants of total factor productivity and that they impact the degree of R&D spillovers.

Governments choose optimal research subsidies in stage 1, and firms take account of the subsidies in choosing research and production in stage 2. Results show that optimal research subsidies differ under spillovers and no spillovers. Strategic responses to foreign research subsidies uniquely occur in cases with spillovers. At certain spillover levels, the optimal R&D policy is a negative subsidy (tax). Findings regarding the effects of trade liberalization support earlier results with perfect appropriability, although the responses to trade liberalization are different with spillovers.
