Cooperation in intertemporal games is examined, and conditions that permit the reduction of these games to games in coalition function form are outlined. Biform games and games that combine non-cooperative search and matching of coalition members with cooperative solutions (i.e., efficient contracts) within the coalition are considered.

Book excerpt: The incidents of safety, labor and environmental violations in recent years have compelled many firms to rethink their approaches to managing suppliers. This paper investigates two cooperative approaches that are used in practice: auditing a common supplier jointly ("joint auditing") and sharing independent audit results with other firms ("information sharing"). We develop a model based on a cooperative game in partition function form that captures both competitive and cooperative interactions among firms. Our analysis shows that, although there has been some concern about cooperation for fear of compromising a competitive advantage, firms have incentives to cooperate in managing their suppliers when the negative externality of one firm's social responsibility violation on other firms is high. However, when the negative externality is low, firms do not have incentives for joint auditing (unless audits are very costly), nor do they have incentives for information sharing. Our analysis further reveals that, contrary to common belief, neither cooperative approach necessarily improves social responsibility, especially when one firm can benefit from others' social responsibility violations (i.e., the positive externality is high). This is because cooperation reduces competitive intensity among firms, who then underinvest in audits under the high positive externality. Finally, even if agreement is not reached for cooperation before conducting individual audits, social responsibility can still be improved by incentivizing firms with better information to share their private information with others. To facilitate such ex-post cooperation, we propose a profit-allocation scheme among firms, and specify the amount of subsidy a third-party organization should provide.

Part One defends a non-maximizing conception of rational choice, explains how even ultimate goals can be rationally chosen, defends the rationality of concern and regard for others (even to the point of being willing to die for a cause), and explains why decision theory is necessarily incomplete as a tool for addressing such issues. Book excerpt: This edited volume is an outcome of the first major collaborative project between Japanese economists and political scientists, funded by the Japan Society for the Promotion of Science. The authors of the individual chapters show that Asian states play games of conflict and cooperation strategically by creating, changing, or destroying institutions. For them, conflict and cooperation are inseparable phenomena and are integral parts of states’ strategic interactions under constraints. Through the establishment of appropriate institutions that coordinate states’ actions, present conflict can be turned into stable cooperation in the future. No discernible difference exists in the extent of rationality between the East and the West, but substantial variations between regions or even within a region are found in institutions that are influenced by history and culture. Historical and cultural variations divide contemporary Asia, making regional institutional cooperation difficult and prompting some Asian states to use global or inter-regional arrangements in order to obtain benefits of cooperation. Qualifications are provided for this line of argument in the first chapter, which also discusses the affinity of international relations theory and game theory, with special attention to Japan and Asia. The following ten substantive chapters are developed based on the conceptual framework and, for integrity and coherence, are sub-grouped into four parts that correspond to major issues in international relations scholarship: (1) conflict management, (2) arms control, (3) trade, and (4) currency.

Book excerpt: In an interconnected world, national economic policies regularly lead to large international spillover effects, which frequently trigger calls for international policy cooperation. However, the premise of successful cooperation is that there is a Pareto inefficiency, i.e. if there is scope to make some nations better off without hurting others. This paper presents a first welfare theorem for open economies that defines an efficient benchmark and spells out the conditions that need to be violated to generate inefficiency and scope for cooperation. These are: (i) policymakers act competitively in the international market, (ii) policymakers have sufficient external policy instruments and (iii) international markets are free of imperfections. Our theorem holds even if each economy suffers from a wide range of domestic market imperfections and targeting problems. We provide examples of current account intervention, monetary policy, fiscal policy, macroprudential policy/capital controls, and exchange rate management and show that the resulting spillovers are Pareto efficient, as long as the three conditions are satisfied. Furthermore, we develop general guidelines for how policy cooperation can improve welfare when the conditions are violated.
