Available in PDF, EPUB and Kindle. Book excerpt: People passionately disagree about the nature of the globalization process. The failure of both the 1999 and 2003 World Trade Organization's (WTO) ministerial conferences in Seattle and Cancun, respectively, have highlighted the tensions among official, international organizations like the WTO, the International Monetary Fund (IMF), the World Bank, nongovernmental and private sector organizations, and some developing country governments. These tensions are commonly attributed to longstanding disagreements over such issues as labor rights, environmental standards, and tariff-cutting rules. In addition, developing countries are increasingly resentful of the burdens of adjustment placed on them that they argue are not matched by commensurate commitments from developed countries. Challenges to Globalization evaluates the arguments of pro-globalists and anti-globalists regarding issues such as globalization's relationship to democracy, its impact on the environment and on labor markets including the brain drain, sweat shop labor, wage levels, and changes in production processes, and the associated expansion of trade and its effects on prices. Baldwin, Winters, and the contributors to this volume look at multinational firms, foreign investment, and mergers and acquisitions and present surprising findings that often run counter to the claim that multinational firms primarily seek countries with low wage labor. The book closes with papers on financial opening and on the relationship between international economic policies and national economic growth rates.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Book excerpt: Having a competent workforce is a crucial asset for any nation's development and progress. Skilled professionals drive innovation, economic growth and social advancement. Factors such as better education, employment opportunities and higher salaries trigger individuals to emigrate. For instance, the movement of high-skilled workers has notably increased in Europe. In 2021, 32% of EU movers possessed high level of education, compared to 28% in 2016. The circulation of talent between countries can yield beneficial outcomes. But Europe has also witnessed the negative effects of brain drain. Brain drain refers to the permanent emigration or outflow of skilled and talented individuals from their home regions to seek better opportunities and prospects elsewhere. Addressing this phenomenon is crucial, as it negatively impacts the sending regions, lowering their economic growth and generating significant regional differences within the EU. This article examines the challenges, recommendations and ongoing measures to reverse this trend, especially in eastern and southern European countries, bringing up specific examples from the PSF exercises.

Book excerpt: Diasporas play an increasingly prominent role in discussions on foreign assistance and development policy. Governments of migrant-sending countries are working to attract both the talents and resources of emigrants and their descendants while governments of aid-sending countries hope to improve the outcomes of development assistance by engaging the talents and expertise of diasporas. Independently of governments, many diaspora groups or individuals recognize profitable opportunities in their homelands or contribute their time, talents, and resources to improving the quality of life there. This volume examines the development impact of diasporas in six critical areas: entrepreneurship, capital markets, "nostalgia" trade and "heritage" tourism, philanthropy, volunteerism, and advocacy. It is the result of research commissioned by the U.S. Agency for International Development's Office of Poverty Reduction, Diaspora Networks Alliance. Contributors include Roberto Munster, Hiroyuki Tanaka, Carlyanna Taylor, and Aaron Terrazas.

Available in PDF, EPUB and Kindle. Book excerpt: In this paper we study Brain Drain (BD) and Fiscal Competition (FC) in a unified framework for the European Union (EU) specific context. Potential mobility of educated workers can increase the degree of FC through taxation or the provision of public education. An increase in FC can be caused by competition among different jurisdictions that aim to attract educated workers. When the importance of FC increases, then the European States may employ FC as a new policy tool. We propose a simple model in which is possible describe different scenarios: Brain Gain (when BD may increase average productivity in the source economy); Brain Drain (when there is unidirectional flow of highly skilled workers that is welfare-deteriorating in the source economy); Migration Competition (when the regions have not high differences in the productivity and they compete attracting educated workers); Fiscal Competition (when jurisdictions compete either to attract a mobile tax base), This simple model help us to explain several policies implemented by European regions.

Book excerpt: The brain drain from developing countries has been lamented for many years, but knowledge of the empirical magnitude of the phenomenon is scant owing to the lack of systematic data sources. This paper presents estimates of emigration rates from 61 developing countries to OECD countries for three educational categories constructed using 1990 U.S. Census data, Barro and Lee’s data set on educational attainment, and OECD migration data. Although still tentative in many respects, these estimates reveal a substantial brain drain from the Caribbean, Central America, and some African and Asian countries.
