Book excerpt: This is the first comprehensive study of the Bow Street Runners, a group of men established in the middle of the eighteenth century by Henry Fielding, with the financial support of the government, to confront violent offenders on the streets and highways around London. They were developed over the following decades by his half-brother, John Fielding, into what became a well-known and stable group of officers who acquired skill and expertise in investigating crime, tracking and arresting offenders, and in presenting evidence at the Old Bailey, the main criminal court in London. They were, Beattie argues, detectives in all but name. Fielding also created a magistrates' court that was open to the public, at stated times every day. A second, intimately-related theme in the book concerns attitudes and ideas about the policing of London more broadly, particularly from the 1780s, when the detective and prosecutorial work of the runners came to be challenged by arguments in favour of the prevention of crime by surveillance and other means. The last three chapters of the book continue to follow the runners' work, but at the same time are concerned with discussions of the larger structure of policing in London - in parliament, in the Home Office, and in the press. These discussions were to intensify after 1815, in the face of a sharp increase in criminal prosecutions. They led - in a far from straightforward way - to a fundamental reconstitution of the basis of policing in the capital by Robert Peel's Metropolitan Police Act of 1829. The runners were not immediately affected by the creation of the New Police, but indirectly it led to their disbandment a decade later.

He escapes from there and travels to London, where he meets the Artful Dodger, a member of a gang of juvenile pickpockets led by the elderly criminal, Fagin.Oliver Twist was born into a life of poverty and misfortune in a workhouse in an unnamed town (although when originally published in Bentley's Miscellany in 1837, the town was called Mudfog and said to be within 70 miles north of London - in reality this is the location of the town of Northampton). Orphaned by his mother's death in childbirth and his father's unexplained absence, Oliver is meagrely provided for under the terms of the Poor Law and spends the first nine years of his life living at a baby farm in the 'care' of a woman named Mrs. Mann. Oliver is brought up with little food and few comforts. Around the time of Oliver's ninth birthday, Mr. Bumble, the parish beadle, removes Oliver from the baby farm and puts him to work picking and weaving oakum at the main workhouse. Oliver, who toils with very little food, remains in the workhouse for six months. One day, the desperately hungry boys decide to draw lots; the loser must ask for another portion of gruel. The task falls to Oliver, who at the next meal tremblingly comes up forward, bowl in hand, and begs Mr. Bumble for gruel with his famous request: "Please, sir, I want some more".

Oliver, an orphan since birth, spends much of his childhood at a "child farm" (orphanage) with too many children and too little food. The farm is located roughly 70 miles outside London. One night, after being served his portion of gruel, Oliver asks for a second helping. This is unacceptable, and Oliver is sent to work as an apprentice to an undertaker. Eventually, after suffering repeated mistreatment, Oliver runs away and heads for London. He soon finds himself in the presence of the Artful Dodger, who tells him to stay at the house of an "old gentleman" (named Fagin) with a number of other boys. Oliver learns that these boys are trained pickpockets. On an outing, Oliver witnesses the boys take a handkerchief from Mr. Brownlow, an elderly man, which prompts Oliver to run away in fear and confusion. The elderly man mistakes Oliver's behaviour for guilt and has him arrested. However, after learning more about Oliver, Mr. Brownlow realizes his mistake and offers to take care of him at his home. Oliver assumes that he is now rid of Fagin and the pickpockets, but his knowledge of their crimes causes them to seek Oliver out. Nancy, a prostitute and mistress of one of Fagin's men, Bill Sikes, is sent to take Oliver from Mr. Brownlow back to Fagin. She does so successfully, and Oliver is sent on a burglary mission with another member of the group to the countryside around London. On this errand, Oliver is shot in the arm and then is taken in by the family (the Maylies) that he attempted to rob. While he is there, Fagin and a man named Monks plot to get him back. Rose Maylie, while on a trip to London with her family, meets with Mr. Brownlow to talk with Nancy, who has slipped away from Sikes to explain the plans made by Monks and Fagin to get Oliver back. She describes Monks and tells them when he might most easily be apprehended. Unfortunately for Nancy, news of her betrayal reaches Sikes, and he beats her to death. Sikes accidentally hangs himself soon after. The Maylies reunite Oliver with Mr. Brownlow, who forces Monks to explain himself. The reader and Oliver are then informed that Monks is Oliver's half-brother and that Oliver is entitled to a large fortune. He receives his share of the money, Fagin is hung, and the Maylies, Oliver, and Mr. Brownlow move to the countryside where they spend the rest of their days together.
