Available in PDF, EPUB and Kindle. Book excerpt: This paper seeks to explain the linkage between oil and development in Brunei. Oil is presently the biggest business in Brunei. As elsewhere, it is fraught with political overtones. The oil industry in Brunei is dominated by Brunei Shell. However, unlike the position of oil companies in other oil exporting countries, that of Brunei Shell is so dominant and privileged that it has created for itself a state within a sultanate. Indeed, it is fashionable to speak of 'Brunei Shell' and 'Brunei' as one entity. But as the nation prepares for independence, the anomalous state-company relationship is likely to wear thin. From the econometric perspective, there are hardly any forward or backward linkages arising from the activities of Brunei Shell. The real linkage, however, lies in the fact that Brunei finances all its projects from petro-dollars.

Available in PDF, EPUB and Kindle. Book excerpt: As in many other oil and gas dependent countries, Brunei Darussalam-a country with a small population but the second highest income per capita in Southeast Asia-has been diversifying its economy in three sectors: from oil and gas to other sectors of export/economic growth; from the dominance of public sector employment to a more balanced public and private sectors employment; and from heavy dependence on foreign labours to development of local talents. This book examines the current socio-economic development in the journey toward a diversified social economy, as targeted in Brunei Vision 2035. By examining the unique context of Brunei, this book fills in the gap on studies focusing on socio-economic diversification. It highlights the importance of the environment, digital technology and human capital in the diversification process. The book culminates with analyses on business, economy, employment and welfare in Brunei toward 2035, with a new face: a digitalized, sustainable and self-reliant society with a highly developed human capital and a flourishing private sector. "This is a very useful analysis of the challenges facing Brunei Darussalam as the country prepares itself for the 21st century. We are in an unprecedented period of human connectivity facilitated by an increasingly digitalised and high-tech world. The transition which the people, policy and business sectors have to undergo, and survive, is a fascinating learning journey for a small state. This book has succinctly highlighted the experiences we should pick up and apply where relevant for our respective countries going forward." -- Ambassador Ong Keng Yong, Executive Deputy Chairman, S. Rajaratnam School of International Studies, Nanyang Technological University, Singapore; and the 11th Secretary-General of ASEAN "This forward-looking study of the Brunei economy is timely and topical. Appropriately, the authors identify 'diversification' as the country's key economic challenge, in preparation for the exhaustion of oil reserves and as the world progressively decarbonises. To this end they set out a comprehensive reform agenda focused on education, the labour market, social policy, the development of non-oil industries, environmental objectives and much else. This is a very useful and informative guide not only for the Brunei government and society, but also for neighbouring ASEAN member states." -- Professor Emeritus Hal Hill, Australian National University "This collection fills a considerable gap in our knowledge of the socio-economic circumstances and developmental trajectories of Brunei Darussalam. In particular, it serves as a major and much needed contribution to our understanding of the challenges of economic diversification in an oil- and gas-dependent sultanate." -- Professor Emeritus Victor T. King, University of Leeds "This book aims to identify and discuss the various issues about, challenges faced by, and opportunities from Brunei's diversification of her oil-dependent economy in response to the changing economic landscape at the national, regional and global levels. The various chapters provide a comprehensive analysis of the different sectors of Brunei's economy, and the authors' clear discussion of their arguments and justifications that are substantiated with relevant data and graphical illustrations, and a wide range of primary and secondary materials. I would like to congratulate the authors for this excellent book and recommend it to those who are interested in knowing and understanding Brunei's economy." -- Associate Professor Teofilo C. Daquila, National University of Singapore

The country is situated on the northern coast of the island of Borneo and shares land borders with Malaysia. Brunei Darussalam has a rich history, with evidence of human activity dating back to the 6th century. The country was ruled by the Bruneian Empire from the 14th to the 16th century and later became a protectorate of the United Kingdom. Brunei achieved independence in 1984 and has since been governed as an absolute monarchy under the Sultan of Brunei. Brunei Darussalam has a thriving economy based primarily on the production of crude oil and natural gas. The country has one of the highest standards of living in Southeast Asia with a relatively low unemployment rate and a well-developed infrastructure. Despite its small size, Brunei Darussalam has a rich cultural heritage with a diverse population consisting of various ethnicities including Malays, Chinese, and indigenous groups. The country is known for its beautiful natural scenery, with pristine rainforests, white sand beaches, and breathtaking coral reefs. Brunei Darussalam is also home to a variety of unique flora and fauna, including the proboscis monkey and the carnivorous pitcher plant.

The international political economy is confronted by a number of overlapping crises. These include the climate emergency, rapid technological advancement, the high volume of globalised trade and financial flows, cross-border labour movement, rising inequality, geopolitical tensions, and frequent economic crises and natural disasters. Many developing countries are going through a period of urgent transformation and transition to adopt new policies to cope with such challenges and achieve and maintain sustainable and inclusive socioeconomic development. This path-breaking volume explores the issues shaping the response of Brunei Darussalam, long dependent on its oil and gas sector, to these challenges. The discussions presented here are framed by the notion of ‘development in transition’—a mix of well-designed policies driven by timely implementation, enforcement and monitoring, as well as international cooperation to ensure sustainable development and distribution of benefits on an equitable basis. Through fine-grained analyses of key economic sectors—including natural resources, employment patterns, financial services, global value chains, international trade, tourism and the role of the public sector—the contributors offer a critical assessment of Brunei’s policy responses. This transitional policy mix is situated in relation to the overarching development strategy called Wawasan Brunei 2035 (Brunei Vision 2035), which broadly maps onto the United Nations 2030 Agenda for Sustainable Development Goals. Academic scholars, university students and others interested in the study of contemporary Brunei and broader questions of economic transition in Asia will find this volume an invaluable resource for a deeper understanding of how development paths and priorities are being managed to meet pressing global and local challenges.

The current environment of likely durable low oil prices has exacerbated these challenges. The non-oil private sector remains relatively small and, consequently, has been only a limited source of growth and employment. Because oil is an exhaustible resource, new sectors need to be developed so they can take over as the oil and gas industry dwindles. Over-reliance on oil also exacerbates macroeconomic volatility. Greater economic diversification would unlock job-creating growth, increase resilience to oil price volatility and improve prospects for future generations. Macro-economic stability and supportive regulatory and institutional frameworks are key prerequisites for economic diversification...

This book was released on 2021-09-20 with total page 73 pages. Available in PDF, EPUB and Kindle. Book excerpt: Brunei’s economic performance—which was strong before the COVID-19 pandemic—has been buffeted by the health crisis and a pandemic-induced oil and gas price shock. The authorities responded fast and decisively. The number of new infections was quickly suppressed, thanks to a swift public health response, effective health measures and non-pharmaceutical interventions. Strong fiscal and regulatory policy responses helped sustain production and household income and consumption. Past diversification efforts and reforms bore fruit when it was most needed. As a result, the economy performed strongly in 2020, with real GDP posting positive growth of 1.1 percent—a rare outcome amidst negative growth in the region. Economic activity is projected to strengthen in 2021-22, albeit at varying speeds across sectors, and to continue improving over the medium term on the back of further diversification. The outlook is, however, subject to unusual uncertainty, with significant risks skewed to the downside. Sustained strong policy actions are needed to ensure continued resilience, while nurturing green, digital and inclusive growth.

Book excerpt: Oil to Cash explores one option to help countries with new oil revenue avoid the so-called resource curse: just give the money directly to citizens. A universal, transparent, and regular cash transfer would not only provide a concrete benefit to regular people, but would also create powerful incentives for citizens to hold their government accountable. Oil to Cash details how and where this idea could work and how policymakers can learn from the experiences with cash transfers in places like Mexico, Mongolia, and Alaska.

Governments need to worry less about the composition of exports and production and more about asset portfolios natural resources, built capital, and economic institutions.
