Available in PDF, EPUB and Kindle. Book excerpt: An innovative examination of the shift by American political parties toward issue-based differentiation Recent Democratic and Republican party platforms display clear differences on such issues as abortion, LGBTQ+ rights, gun control, and the environment. These distinctions reflect a programmatic party system—that is, one in which policy positions serve as a key basis of electoral competition. Yet party politics were not always so issue-oriented; the rise of policy positions as the dominant marker of party appeal occurred largely over the last fifty years. In Divergent Democracy, Katherine Krimmel examines this transformation of the American party system, using innovative machine learning techniques to develop and present the first measure of party differentiation on issues since Democrats and Republicans began competing with each other in 1856. Why did the shift to issue-based party competition take more than a century to materialize? Krimmel offers a groundbreaking theory, focusing on what aids and constrains parties’ abilities to do the difficult, conflict-ridden work of developing issue positions. She argues that clientelistic subnational party organizations, promising material support or jobs in return for votes, long impeded programmatic partisanship while the growth of national party organizations facilitated it. Moreover, institutions and agents of racial oppression extended the life of nonprogrammatic practices, as they attempted to shield discriminatory laws and institutions from interparty competition. Following the civil rights revolution of the 1960s, space opened for programmatic competition to grow. Using both quantitative and qualitative tools, Krimmel offers a vital view of the foundations of today’s issue-based party competition and its alternatives.

Book excerpt: In Republican Party Politics and the American South, 1865–1968, Heersink and Jenkins examine how National Convention politics allowed the South to remain important to the Republican Party after Reconstruction, and trace how Republican organizations in the South changed from biracial coalitions to mostly all-white ones over time. Little research exists on the GOP in the South after Reconstruction and before the 1960s. Republican Party Politics and the American South, 1865–1968 helps fill this knowledge gap. Using data on the race of Republican convention delegates from 1868 to 1952, the authors explore how the 'whitening' of the Republican Party affected its vote totals in the South. Once states passed laws to disenfranchise blacks during the Jim Crow era, the Republican Party in the South performed better electorally the whiter it became. These results are important for understanding how the GOP emerged as a competitive, and ultimately dominant, electoral party in the late-twentieth century South.

Available in PDF, EPUB and Kindle. Book excerpt: Even today, when it is often viewed as an institution in decline, the national party convention retains a certain raw, emotional, populist fascination. Bifurcated Politics is a portrait of the postwar convention as a changing institution--a changing institution that still confirms the single most important decision in American politics. With the 1988 elections clearly in mind, Byron Shafer examines the status of the national party convention, which is created and dispersed within a handful of days but nevertheless becomes a self-contained world for participants, reporters, and observers alike. He analyzes such dramatic developments as the disappearance of the contest over the presidential nomination and its replacement by struggles over the publicizing of various campaigns, the decline of party officials and the rise of the organized interests, and the large and growing disjunction between what is happening at the convention hall and what the public sees--between the convention on site and the convention on screen. He argues that, despite its declining status, the postwar convention has attracted--and mirrored--most of the major developments in postwar politics: the nationalization of that politics and the spread of procedural reform, a changing connection between the general public and political institutions, even the coming of a new and different sort of American politics. Bifurcated Politics tells the story of most of the postwar conventions, along with the nominating campaigns that preceded them. But it also develops a picture of the changing American politics around those stories. It will become the definitive study of the national party convention.
