Main findings for this period include: out of a total of 572,700 referrals, 22 per cent were repeat referrals previously made within the last year; there were 26,300 children on child protection registers as of March 2004, one per cent fewer than a year ago and 25 per cent fewer than in 1994; there were 31,000 children added to the registers and 31,200 de-registered during the year; 41 per cent of registrations related to children considered to be at risk of neglect, 19 per cent physical abuse, 18 per cent emotional abuse and nine per cent at risk of sexual abuse, these proportions having remained consistent over the last three years.

There were 552,000 referrals, slightly down on previous years; of those, 121,800 (22 per cent) were repeat referrals made within the last year. There were 25,900 children on child protection registers at 31 March 2005. 13 per cent of children registered during 20o4-05 had previously been registered, and 3,000 children on the register were being looked after by local authorities. 43 per cent of registrations related to children considered to be at risk of neglect; emotional abuse accounted for 19 per cent of registrations, followed by physical abuse (18 per cent) and sexual abuse (9 per cent). 99 per cent of all child protection cases which should have been reviewed during the year were reviewed.
