This book was released on 2017-06-09T00:00:00+02:00 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: Individual performance evaluation is an ongoing challenge involving both public and private organizations, human resource experts, executives, and employees. As an employee of the United States Office of Personnel Management once said, “if anyone can solve performance evaluation problem, he should be entitled to the Nobel, the Pulitzer and the Heisman in the same year”. In addition, government reforms in the 1980s, commonly referred to as New Public Management, promoted the adoption of performance evaluation in the public sector. These reforms not only had to deal with the typical phenomenon of resistance to the introduction of such systems, but also with the specific constraints found in the public sector (extensive trade union presence, the unique status of civil servants, the type of employment contract, and the need to provide equal employment opportunities). Despite being still widely adopted, performance evaluation systems are often reworked and tweaked and the consequences of such adjustments are never fixed or unequivocal. Thus, the book has two main objectives: firstly, to describe the performance evaluation systems for public sector executives and non-executives working for Central Government in a sample of European countries. Secondly, to identify any relevant common reform trends or any that are particularly innovative for the evaluation of government executives and non-executives.
Book Synopsis A Review and Analysis of Performance Appraisal Processes, Volume II. Performance Appraisal for Professional Service Employees by : D. A. Ondrack
Download or read book A Review and Analysis of Performance Appraisal Processes, Volume II. Performance Appraisal for Professional Service Employees written by D. A. Ondrack and published by . This book was released on 1986 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: The second of three volumes, this report consisted of a series of field-site investigations of performance appraisal systems in action to compare actual practices with results reported in the literature review published in volume 1. The field-site studies conducted at 10 professional service organizations in Ontario and 7 public school systems in the United States mirror many of the results from the literature review with three important additions: (1) many appraisal systems are in constant evolution so what is reported in the literature may be at variance with actual practices; (2) appraisal approaches depend upon the local environmental situation of the organization; and (3) the bureaucratic cumbersomeness of many appraisal systems causes short cuts to be used. In practice, this means that most teachers/professionals receive at least "satisfactory" ratings and the elaborate quasi-judicial safeguards built into many systems are used only rarely. Two principles seem to operate in the most satisfactory sites. First, a decentralized appraisal system is developed in operational detail by the local organization to reflect local concerns and priorities. Second, the system is developed jointly by supervisors and subordinates so that all involved parties accept the relevance and legitimacy of the appraisal system. (JAM)
Book Synopsis Performance Appraisals in the Public Sector by : George L. Morrisey
Download or read book Performance Appraisals in the Public Sector written by George L. Morrisey and published by Addison Wesley Publishing Company. This book was released on 1983 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The use of performance appraisal as an effective management tool is the focus of this informative, easy-to-understand supervisor's guide. Management-by-objective (MBO) principles on which performance appraisal is based and benefits of an effective appraisal process (i.e. ongoing employee development, increased communication between managers and employees) are presented. Three sets of skills required by supervisors for effective performance appraisal are development of appraisal measurement criteria, interpersonal communications, and documentation. Appraisal models that include a broad range of applications are described. Guidelines are provided for developing an appraisal model that can be adapted to fit the job requirements of any organization or individual. Special concerns related to performance appraisal in government are discussed and specific directions are given for meeting appraisal requirements in the Civil Service Reform Act of 1978 (CSRA). Components of the formal development interview process include preparation steps, conducting and evaluating the interview, follow-up responsibilities, and summary. An important feature of the guide is a series of articles written by practicing professionals based on actual work experiences. Topics include 1) the importance of documentation in performance appraisal, 2) tailoring performance appraisal systems under CSRA, 3) integrating performance appraisal with MBO, and 4) the evolution of a MBO-based appraisal system. Book Synopsis Performance Appraisal in the Public Sector by : Dennis M. Daley
Download or read book Performance Appraisal in the Public Sector written by Dennis M. Daley and published by Bloomsbury Publishing USA. This book was released on 1992-08-21 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: Performance appraisal is a key tool for meeting the managerial needs of the modern organization. Daley examines the entire process of designing a performance appraisal system from determining its organizational purpose to constructing an objective appraisal instrument for measuring employee performance. Emphasis is also placed on the role of employee feedback and appraisal training. The cognitive behavior that shapes and influences the rating process is detailed. The book integrates the literature and practices detailed in business management, psychology, and sociology with that focusing on the public sector. After an overview of performance appraisal research and the effect of public-private differences, Daley examines the reasons for performance appraisal and the basic mechanics--why?, what?, when?, who?--of establishing an appraisal process. Special emphasis is placed on the role of performance appraisal in the organization. He looks at the array of appraisal instruments that exists concentrating on the development of objective Behaviorally Anchored Rating Scales and Management by Objectives approaches. The role of employee feedback and the performance appraisal interview for delivering it are detailed. Daley focuses on the problems that plague raters. Organizational and employee misunderstandings along with traditional rater error problems are diagnosed. The importance of programs for training the rater are presented. An ideal resource for managers engaged in performance appraisal, this book can also serve as a supplemental reading for courses in management and human resources/personnel.
Book Synopsis A Review and Analysis of Performance Appraisal Processes, Volume III. Performance Appraisal for Professional Service Employees by : D. A. Ondrack
Download or read book A Review and Analysis of Performance Appraisal Processes, Volume III. Performance Appraisal for Professional Service Employees written by D. A. Ondrack and published by . This book was released on 1986 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: The third of three volumes, this report summarizes the findings of, first, a review and analysis of published literature on performance appraisal in general and particularly on the use of appraisals in public education systems, and, second, a series of field-site investigations of performance appraisal systems in action. The field site studies of performance appraisal in action at 10 professional service organizations in Ontario and 7 public school systems in the United States mirror many of the results from the literature review. Three general conclusions are derived from the results of this study: (1) different approaches and priorities in appraisal systems are used for relevance to the local situation of a particular organization or school jurisdiction; (2) appraisal systems can be expected to go through stages of evolution as all participants have to go through a learning curve of experience with a system, and therefore, no one design can be expected to be correct at the outset or remain in force indefinitely; (3) an appraisal system developed jointly between supervisors and subordinates has a better chance of incorporating diverse but relevant points of view than a system developed centrally by top management alone. The greater the opportunity for participation by parties affected by a decision, the greater the potential quality and acceptability of the decisions. Because no system of appraisals is workable unless it is acceptable and legitimate to all staff, an appraisal system should be centrally developed with universal standards that are adaptable to change based on local operational specifics and requisites. Book Synopsis Open to the Public by : Richard Boyle
Download or read book Open to the Public written by Richard Boyle and published by Routledge. This book was released on 2017-07-05 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: Open to the Public grows out of concern with evaluation in the public arena and the struggle to understand how best to use the information it generates. Many concepts and models of evaluation, how to undertake it, and how to make it more useful, were developed before government performance became of so much interest to the public. In fact, it is arguable that recent changes in the forms, shapes, structures, and media through which the information developed in the process of evaluation becomes public, require new ways of thinking about its role in society. What is the role of evaluative information in the public arena today? How, when, and under what circumstances does the actual use of evaluative information take place, and what are the forces at play? By compiling and comparing international case studies, this book considers forces that make the information produced in evaluations increasing ""open to the public."" They provide insights into the many factors that influence evaluation and its use in the public arena. Their case studies include such current topics as: ""spin doctoring"" of information by the media and this practice's relationship to evaluation studies, the hotly debated issue of school performance, and information about it aired in the public arena, and the controversial link between budget processing and government performance. This book will be invaluable to those conducting evaluations, public employees and commissioners, and those studying public administration.
