Available in PDF, EPUB and Kindle. Book excerpt: This book chronicles the genesis of the negotiations that led to the Treaty on the Prohibition of Nuclear Weapons (TPNW), which challenged the established nuclear order. The work provides readers with an authoritative account of the complex evolution of the ‘Humanitarian Initiative’ (HI) and the negotiation history of the TPNW. It includes a close analysis of internal strategy documents and communications in the author’s possession which trace the tactical and political decisions of a small group of state actors. By demonstrating the unacceptable humanitarian consequences and uncontrollable risks that these weapons pose to everyone’s security, the HI convinced many states to ban nuclear weapons and reject the policy of nuclear deterrence as unsustainable and illegitimate. As such, this book is a case-study of multilateral diplomacy and cooperation between state and civil society actors. It also contains a full discussion of both sides of the nuclear argument and assesses the extent to which the HI and the TPNW have moved the dial and present opportunities for transformational change. This book will be of much interest to students of nuclear disarmament, arms control and non-proliferation, diplomacy, global governance, and International Relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: Nuclear disarmament is firmly back on the international agenda. But almost all current thinking on the subject is focused on the process of reducing the number of weapons from thousands to hundreds. This rigorous analysis examines the challenges that exist to abolishing nuclear weapons completely, and suggests what can be done now to start overcoming them. The paper argues that the difficulties of 'getting to zero' must not preclude many steps being taken in that direction. It thus begins by examining steps that nuclear-armed states could take in cooperation with others to move towards a world in which the task of prohibiting nuclear weapons could be realistically envisaged. The remainder of the paper focuses on the more distant prospect of prohibiting nuclear weapons, beginning with the challenge of verifying the transition from low numbers to zero. It moves on to examine how the civilian nuclear industry could be managed in a nuclear-weapons-free world so as to prevent rearmament. The paper then considers what political-security conditions would be required to make a nuclear-weapons ban enforceable and explores how enforcement might work in practice. Finally, it addresses the latent capability to produce nuclear weapons that would inevitably exist after abolition, and asks whether this is a barrier to disarmament, or whether it can be managed to meet the security needs of a world newly free of the bomb.

Book excerpt: Originally published in 1980 and now back in print, Many Voices, One World came out of hundreds of international studies and proposed reforms for global communication media to ensure a free flow of information. Prepared by the distinguished MacBride Commission--and frequently referred to as the MacBride Report--it criticized corporate control of media flows and suggested ways to make media production accessible in poorer countries. Beginning with the right of individuals and nations to communicate, this report tackled problems related to government controls, censorship, one-way flows of information, cultural dominance, and commercialization of the mass media. It called for more voices, more freedom of expression, and the protection of journalists' rights. Still widely taught and cited, the MacBride Report is a key work in the history of communication that continues to be relevant today.

Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1996. The current world order poses new challenges to the theory and practice of peace education. Drawing on data gathered from around the world, Burns and Aspeslagh focus on how peace is presented in formal and informal educational settings and what effects ideologies have in shaping that presentation. The book views peace education in the context of education about other major social and political issues and in a variety of geopolitical settings, exploring factors that affect the generation, selection, organization, transmission, and evaluation of knowledge for peace. Following a review of major approaches to policy and praxis in peace education, the editors draw on original research to offer interpretations based on pragmatic, normative, and conceptual approaches to the individual, the state, and the role of political literacy. The use of a comparative educational framework that goes beyond curriculum studies and descriptive case studies presents a perspective that is innovative, and timely. The volume includes both bibliography and index.

Available in PDF, EPUB and Kindle. Book excerpt: The first systematic look at the different strategies that states employ in their pursuit of nuclear weapons Much of the work on nuclear proliferation has focused on why states pursue nuclear weapons. The question of how states pursue nuclear weapons has received little attention. Seeking the Bomb is the first book to analyze this topic by examining which strategies of nuclear proliferation are available to aspirants, why aspirants select one strategy over another, and how this matters to international politics. Looking at a wide range of nations, from India and Japan to the Soviet Union and North Korea to Iraq and Iran, Vipin Narang develops an original typology of proliferation strategies—hedging, sprinting, sheltered pursuit, and hiding. Each strategy of proliferation provides different opportunities for the development of nuclear weapons, while at the same time presenting distinct vulnerabilities that can be exploited to prevent states from doing so. Narang delves into the crucial implications these strategies have for nuclear proliferation and international security. Hiders, for example, are especially disruptive since either they successfully attain nuclear weapons, irrevocably altering the global power structure, or they are discovered, potentially triggering serious crises or war, as external powers try to halt or reverse a previously clandestine nuclear weapons program. As the international community confronts the next generation of potential nuclear proliferators, Seeking the Bomb explores how global conflict and stability are shaped by the ruthlessly pragmatic ways states choose strategies of proliferation.

Book excerpt: This book examines the issue of nuclear disarmament in different strategic, political, and regional contexts. This volume seeks to provide a rich theoretical and practical insight to one of the major topics in the field of international security: global abolishment of nuclear weapons. Renewed calls for a nuclear weapons-free world have sparked a wide academic debate on both the attainability of such goal and the steps that should be taken. Comparably less attention, however, has been paid to theoretically informed considerations of the consequences of nuclear abolition. Comprising essays from leading scholars and experts within the field, this collection discusses the fundamental theoretical and conceptual foundations of nuclear disarmament and subsequently tries to assess its hypothetical impact in global and regional contexts. The varied methodological approach of the contributors aims to advance a multi-theoretical and multi-perspectival view of the issue. The book is organized in three main sections: ‘Strategic Perspectives’, dealing with the specific constraints and facilitators for the states to achieve their core objectives; ‘Political Perspectives’, with the focus on the power of norms, belief-systems and ideas; and ‘Regional Perspectives’, with the analyses of seven regional and/or state-specific nuclear contexts. As a whole, the volume provides a detailed, complex overview of the risks and opportunities that are embedded in the vision of a nuclear weapon-free world. This book will be of great interest to students of nuclear proliferation, arms control, war and conflict studies, international relations and security studies.

Available in PDF, EPUB and Kindle. Book excerpt: Banning the Bomb, Smashing the Patriarchy offers a look inside the antinuclear movement and its recent successful campaign to ban the bomb. From scrappy organizing to winning the Nobel Peace Prize in 2017 and achieving a landmark UN treaty banning nuclear weapons, this book narrates the journey of the International Campaign to Abolish Nuclear Weapons (ICAN) and developments in feminist disarmament activism. Acheson explains the process through which diplomats, activists, and nuclear survivors worked together to elevate the horrific humanitarian and environmental impacts of nuclear weapons, develop new international law categorically prohibiting the bomb, challenge the nuclear orthodoxy, and strengthen norms for disarmament and peace. Told from the perspective of a queer feminist antimilitarist organizer who was involved from the start of the process through to the treaty’s adoption, the book utilizes interviews with dozens of participants, as well as critical theoretical perspectives about transnational advocacy networks, discourse change, and intersectional feminist action. It is meant to provide useful insights for anyone trying to make change amidst structures of power and politics.
