Book Synopsis Findings across agricultural public expenditure reviews in African countries by : Mink, Stephen D.
Download or read book Findings across agricultural public expenditure reviews in African countries written by Mink, Stephen D. and published by Intl Food Policy Res Inst. This book was released on 2016-04-15 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper examines whether the consensus reached by the late 2000s among African Union member countries and their external partners on the need to reverse the decades-long decline in spending for essential public goods and services in agriculture has begun to result inimproved levels and quality of national expenditure programs for the sector. It synthesizes evidence from 20 Agriculture Public Expenditure Reviews (Ag PERs) that have been carried out in countries in Africa South of the Saharan (Botswana, Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Democratic Republic of the Congo, Ghana, Guinea, Liberia, Madagascar, Mozambique, Rwanda, Nigeria, Senegal, Sierra Leone, South Africa, Tanzania, Togo, Uganda, and Zambia) with World Bank assistance during 2009–2015. This synthesis focuses on several measures: (1) the level of expenditures on agriculture, with particular reference to the explicit target by African heads of state in the 2003 Maputo Declaration on Agriculture and Food Security (reconfirmed in the Malabo Declaration) to allocate 10 percent of national budgets to the sector; (2) the composition and priorities of expenditures with respect to stated national strategies, evidence of impact, and sustainability; and (3) budget planning and implementation that aims to strengthen public financial management in general, and budget coherence, outputs, outcomes, and supporting mechanisms, such as procurement and audit, in particular. This paper uses Ag PERs to analyze budgetary trends across countries, identifies major expenditure issues, and synthesizes lessons regarding spending efficiency. The analysis results in evidence-based recommendations that address, inter alia, budget planning, budget execution, and monitoring for accountability; the creation of a reliable database; more effective intra-and intersectoral coordination; and the cost-effectiveness of different spending policies for meeting various objectives

This book was released on 2017-03-04 with total page 47 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is part of a series of descriptive reports and later in-depth analysis of the survey data. These series are aimed to provide an assessment of the state of agricultural extension and advisory services provision in Malawi in order to inform policy and reform processes and programming by the government and donors. These studies are in response to the re-quest by the Ministry of Agriculture, Irrigation and Water Development (MoAIWD) to look closely at the state of extension services provision with the intent to further strengthen the contribution such services make to food security, economic growth, and achieving sustainable development goals. This report summarizes key findings on the state of agriculture and nutrition extension and advisory services in Malawi based on responses from household and community surveys conducted in Malawi between August and October 2016 that focused on the demand side of agricultural extension service provision and access to those services. Nationally representative samples of 3001 households and 299 communities in all districts of Malawi, except Likoma, were interviewed for the study.

Book excerpt: The Malawi Growth and Development Strategy II (MGDS-II) is a poverty reduction strategy for the period 2006–11, which is aimed at fulfilling Malawi’s future developmental aspiration—Vision 2020. The strategy identifies broad thematic areas and key priority areas to bring about sustained economic growth. A striking feature of this strategy is that the various governmental organizations, private sector, and general public are equal stakeholders. However, successful implementation of MGDS-II will largely depend on sound macroeconomic management and a stable political environment.

Book Synopsis Agricultural extension: Global status and performance in selected countries by : Davis, Kristin E., ed.
Download or read book Agricultural extension: Global status and performance in selected countries written by Davis, Kristin E., ed. and published by Intl Food Policy Res Inst. This book was released on 2020-09-02 with total page 380 pages. Available in PDF, EPUB and Kindle. Book excerpt: Agricultural transformation and development are critical to the livelihoods of more than a billion small-scale farmers and other rural people in developing countries. Extension and advisory services play an important role in such transformation and can assist farmers with advice and information, brokering and facilitating innovations and relationships, and dealing with risks and disasters. Agricultural Extension: Global Status and Performance in Selected Countries provides a global overview of agricultural extension and advisory services, assesses and compares extension systems at the national and regional levels, examines the performance of extension approaches in a selected set of country cases, and shares lessons and policy insights. Drawing on both primary and secondary data, the book contributes to the literature on extension by applying a common and comprehensive framework — the “best-fit” approach — to assessments of extension systems, which allows for comparison across cases and geographies. Insights from the research support reforms — in governance, capacity, management, and advisory methods — to improve outcomes, enhance financial sustainability, and achieve greater scale. Agricultural Extension should be a valuable resource for policymakers, extension practitioners, and others concerned with agricultural development.
