Book Synopsis Objections to Nuclear Defence by : Nigel Blake
Download or read book Objections to Nuclear Defence written by Nigel Blake and published by Routledge. This book was released on 2020-11-19 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: Moral and political questions are vitally relevant to the issue of survival in the nuclear age. Ethics has much to teach us about the meaning of national defence and civic responsibility in the nuclear state. For instance, those in NATO who argue for increased spending on such weapons do so with the intention of defending the values of the West. They must therefore be absolutely sure that they are not – as the contributors to this volume, originally published in 1984, powerfully suggest – undermining or destroying those values by the very means they adopt to preserve them. With the continued success of nuclear deterrence itself in question, responsible citizens feel an urgent need to assess the clash between personal doubts, cherished principles and their governments’ loudly voiced moral certainties. In Objections to Nuclear Defence, professional philosophers of widely varying persuasions provide new analyses of these problems. They spell out clearly and vividly the moral and political objections – objections to the concrete nuclear policies of the Western governments today. Often impassioned but always rational, the book will be of special interest to students of international affairs, peace studies and applied philosophy as well as to the general reader who is trying to choose between political parties in Europe or North America.

Unique in its approach, it draws upon contributions from expert legal scholars and international law practitioners who have worked with conventional and non-conventional arms control and disarmament issues. As a result, this book embraces academic consideration of legal questions within the context of broader political debates about the status of nuclear weapons under international law.

Book Synopsis Getting MAD: Nuclear Mutual Assured Destruction, Its Origins and Practice by :
Download or read book Getting MAD: Nuclear Mutual Assured Destruction, Its Origins and Practice written by and published by DIANE Publishing. This book was released on 2004 with total page 369 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."

Book excerpt: In this study, CISAC tackles the technical dimensions of a longstanding controversy: To what extent could existing and plausibly attainable measures for transparency and monitoring make possible the verification of all nuclear weaponsâ€"strategic and nonstrategic, deployed and nondeployedâ€"plus the nuclear-explosive components and materials that are their essential ingredients? The committee's assessment of the technical and organizational possibilities suggests a more optimistic conclusion than most of those concerned with these issues might have expected.

Book Synopsis Abolishing Nuclear Weapons by : George Perkovich
Download or read book Abolishing Nuclear Weapons written by George Perkovich and published by Routledge. This book was released on 2017-10-03 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: Nuclear disarmament is firmly back on the international agenda. But almost all current thinking on the subject is focused on the process of reducing the number of weapons from thousands to hundreds. This rigorous analysis examines the challenges that exist to abolishing nuclear weapons completely, and suggests what can be done now to start overcoming them. The paper argues that the difficulties of 'getting to zero' must not preclude many steps being taken in that direction. It thus begins by examining steps that nuclear-armed states could take in cooperation with others to move towards a world in which the task of prohibiting nuclear weapons could be realistically envisaged. The remainder of the paper focuses on the more distant prospect of prohibiting nuclear weapons, beginning with the challenge of verifying the transition from low numbers to zero. It moves on to examine how the civilian nuclear industry could be managed in a nuclear-weapons-free world so as to prevent rearmament. The paper then considers what political-security conditions would be required to make a nuclear-weapons ban enforceable and explores how enforcement might work in practice. Finally, it addresses the latent capability to produce nuclear weapons that would inevitably exist after abolition, and asks whether this is a barrier to disarmament, or whether it can be managed to meet the security needs of a world newly free of the bomb.
Book Synopsis 2019 Missile Defense Review by : Department Of Defense
Download or read book 2019 Missile Defense Review written by Department Of Defense and published by Independently Published. This book was released on 2019-01-19 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Book Synopsis Post-Cold War Conflict Deterrence by : National Research Council
Download or read book Post-Cold War Conflict Deterrence written by National Research Council and published by National Academies Press. This book was released on 1997-04-02 with total page 243 pages. Available in PDF, EPUB and Kindle. Book excerpt: Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centersâ€"the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.
Book Synopsis The Nuclear Taboo by : Nina Tannenwald
Download or read book The Nuclear Taboo written by Nina Tannenwald and published by Cambridge University Press. This book was released on 2007-12-20 with total page 472 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why have nuclear weapons not been used since Hiroshima and Nagasaki in 1945? Nina Tannenwald disputes the conventional answer of 'deterrence' in favour of what she calls a nuclear taboo - a widespread inhibition on using nuclear weapons - which has arisen in global politics. Drawing on newly released archival sources, Tannenwald traces the rise of the nuclear taboo, the forces that produced it, and its influence, particularly on US leaders. She analyzes four critical instances where US leaders considered using nuclear weapons (Japan 1945, the Korean War, the Vietnam War, and the Gulf War 1991) and examines how the nuclear taboo has repeatedly dissuaded US and other world leaders from resorting to these 'ultimate weapons'. Through a systematic analysis, Tannenwald challenges conventional conceptions of deterrence and offers a compelling argument on the moral bases of nuclear restraint as well as an important insight into how nuclear war can be avoided in the future.
Book Synopsis Uranium Enrichment and Nuclear Weapon Proliferation by : Allan S. Krass
Download or read book Uranium Enrichment and Nuclear Weapon Proliferation written by Allan S. Krass and published by Routledge. This book was released on 2020-11-20 with total page 325 pages. Available in PDF, EPUB and Kindle. Book excerpt: Originally published in 1983, this book presents both the technical and political information necessary to evaluate the emerging threat to world security posed by recent advances in uranium enrichment technology. Uranium enrichment has played a relatively quiet but important role in the history of efforts by a number of nations to acquire nuclear weapons and by a number of others to prevent the proliferation of nuclear weapons. For many years the uranium enrichment industry was dominated by a single method, gaseous diffusion, which was technically complex, extremely capital-intensive, and highly inefficient in its use of energy. As long as this remained true, only the richest and most technically advanced nations could afford to pursue the enrichment route to weapon acquisition. But during the 1970s this situation changed dramatically. Several new and far more accessible enrichment techniques were developed, stimulated largely by the anticipation of a rapidly growing demand for enrichment services by the world-wide nuclear power industry. This proliferation of new techniques, coupled with the subsequent contraction of the commercial market for enriched uranium, has created a situation in which uranium enrichment technology might well become the most important contributor to further nuclear weapon proliferation. Some of the issues addressed in this book are: A technical analysis of the most important enrichment techniques in a form that is relevant to analysis of proliferation risks; A detailed projection of the world demand for uranium enrichment services; A summary and critique of present institutional non-proliferation arrangements in the world enrichment industry, and An identification of the states most likely to pursue the enrichment route to acquisition of nuclear weapons.
Book Synopsis Ethics, Law and Military Operations by : David Whetham
Download or read book Ethics, Law and Military Operations written by David Whetham and published by Bloomsbury Publishing. This book was released on 2010-09-27 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public anger at perceived ethical and legal failures in recent wars has reinforced the importance of understanding military ethics. Ethics, Law and Military Operations is one of the first texts to examine both the ethical and the legal considerations of contemporary military conflict. It adopts a practical approach to explore the ways in which legal and normative issues combine to affect the entire spectrum of military operations, from high-intensity conflict to peacekeeping activities and the provision of humanitarian aid. With an operational perspective in mind, this text delivers accessible frameworks for evaluating and applying fundamental legal and ethical concepts. Written by an international team of military practitioners and academics, this book provides interdisciplinary insights into the major issues facing military decision-makers. The first half of the book explores the ethical and legal underpinnings of warfare. Later chapters use case studies to examine specific issues in the contemporary operating environment.
Book Synopsis The Future of Extended Deterrence by : Stéfanie von Hlatky
Download or read book The Future of Extended Deterrence written by Stéfanie von Hlatky and published by Georgetown University Press. This book was released on 2015-09-01 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: Are NATO’s mutual security commitments strong enough today to deter all adversaries? Is the nuclear umbrella as credible as it was during the Cold War? Backed by the full range of US and allied military capabilities, NATO’s mutual defense treaty has been enormously successful, but today’s commitments are strained by military budget cuts and antinuclear sentiment. The United States has also shifted its focus away from European security during the wars in Afghanistan and Iraq and more recently with the Asia rebalance. Will a resurgent Russia change this? The Future of Extended Deterrence brings together experts and scholars from the policy and academic worlds to provide a theoretically rich and detailed analysis of post–Cold War nuclear weapons policy, nuclear deterrence, alliance commitments, nonproliferation, and missile defense in NATO but with implications far beyond. The contributors analyze not only American policy and ideas but also the ways NATO members interpret their own continued political and strategic role in the alliance. In-depth and multifaceted, The Future of Extended Deterrence is an essential resource for policy practitioners and scholars of nuclear deterrence, arms control, missile defense, and the NATO alliance.

Download or read book Military Ethics written by N. Fotion and published by Routledge. This book was released on 2020-12-22 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many people believe that the violent and disruptive nature of war makes a military ethic impossible. The authors of this book, originally published in 1986 however, develop an ethical system that aims to control the military monster at least to some degree, rather than one that preaches to it idealistically – with little or no effect. Military ethics, they believe, must be an ethics for peacetime as well as an ethics for war, an ethics for soldiers in the field as well as an ethics for political leaders, and their book is designed to meet these needs. It presents a practical, utilitarian approach: an ethics of what is possible rather than what is ideal, drawing on real military experience and different from any other work previously published. The authors argue that both the pacifists, who claim that the horrible and ungovernable nature of war makes it morally wrong, and the realists, who believe that wars must be fought, but fought without moral scruple, are mistaken. They show that careful attention to the actual circumstances in which individual combatants function and the social institutions shaping their action allows genuine moral constraint. With its emphasis on real problems, Military Ethics will be of practical help to policy makers and military personnel at all levels, as well as being of great interest to students of applied philosophy and ethics.
