Analyzing each nation's policymaking structures, political actors, understanding of undernutrition, and the timing of public responses, the author explains why none of these four nations has mounted an effective campaign to eliminate undernutrition. The author identifes several different causes of this shortcoming, with one underlying flaw in the various public responses standing out: a fundamental failure on the part of political leaders to see undernutrition as a grave problem that undermines development efforts in their nations. The author concludes that an effective response to undernutrition in these countries requires the formation of national advocacy coalitions that can raise public awareness of the problem, highlight policymakers' duty to ensure the nutrition of their citizens, and link proper nutrition to general national development. Poor-quality diets are the root of all forms of malnutrition, as well as common non-communicable diseases, and are responsible for an estimated one in five adult deaths globally. The high cost of food is a key barrier to accessing a healthy diet. Even before the recent global inflation in food prices, West Africa's food prices were 30%-40% higher than other regions in the world of comparable income levels. The paper analyses the costs of healthy diets in 17 countries in the Sahel and West Africa and which food groups drive up costs. The observed high cross-country variability in costs and cost composition points to a need for more targeted and nutrition-sensitive food system policies as well as the need to invest in better food price data and monitoring capacities.

The FAO/INFOODS Food Composition Table for Western Africa (WAFCT 2019) is an update of the West African Food Composition Table of 2012, which lacked some important components, foods and recipes. WAFCT 2019 contains almost three times as many food entries and double the number of components, with increased overall data quality. Many of the data points from WAFCT 2012 have been replaced with better data – mostly analytical data from Africa, with a special emphasis on Western Africa. These improvements are essential to understanding the nutrient composition of foods in the region and to promoting their appropriate use. WAFCT 2019 is the result of four years of collaboration among INFOODS network researchers in Africa and the Nutrition and Food Systems Division of FAO, and was developed as part of the International Dietary Data Expansion (INDDEX) Project, implemented by Tufts University’s Gerald J. and Dorothy R. Friedman School of Nutrition Science and Policy, with funding from the Bill & Melinda Gates Foundation. These new data from WAFCT 2019 will support further research towards an expanded and improved evidence base and will support better, more informed decisions and effective policies and programmes for improved nutrition in Africa.

Millions are expected to be at risk of worsening hunger in the near future due to the rippling effects of the war in Ukraine, which are compounding the devastating impacts that conflicts, climate variability and extremes, economic slowdowns and downturns, and the aftereffects of the COVID-19 pandemic are having on the most vulnerable. In this context, social and gender inequalities are also on the rise, with women and girls being among the most affected by these shocks. Despite efforts made in several countries, the African continent is not on track to meet the food security and nutrition targets of the Sustainable Development Goal 2 on Zero Hunger for 2030, and certainly the Malabo targets of ending hunger and all forms of malnutrition by 2025. The most recent estimates show that nearly 282 million people in Africa (about 20 percent of the population) were undernourished in 2022, an increase of 57 million people since the COVID-19 pandemic began. About 868 million people were moderately or severely food-insecure and more than one-third of them – 342 million people – were severely food-insecure. The present edition of the report presents the latest analysis of the prevalence and trends in undernourishment, food insecurity, and malnutrition. In addition, it includes, for the first time, estimates of the cost and affordability of a healthy diet, which are useful indicators of people’s economic access to nutritious foods and healthy diets. The deterioration of the food security situation and the lack of progress towards the WHO global nutrition targets make it imperative for countries to step up their efforts if they are to achieve a world without hunger and malnutrition by 2030. The call for greater action remains true in view of the projected lower rate of economic growth, high general and food price inflation, and raising borrowing costs on domestic and international markets since 2022.

Yet change also creates new opportunities. The food economy currently is the main source of jobs on the continent, promising more employment in the near future in farming, food processing, and food product distribution. These opportunities are undermined, however, by inefficient links among farmers, intermediaries, and consumers, leading to the loss of one-third of all food produced. This volume is an in-depth analysis of food system shortcomings in three West African cities: Abidjan, Côte d’Ivoire; Rabat, Morocco; and Niamey, Niger. Using the lens of geographical economics and sociology, the authors draw on quantitative and qualitative field surveys and case studies to offer insightful analyses of political institutions. They show the importance of “hard†? physical infrastructure, such as transport, storage, and wholesale and retail market facilities. They also describe the “soft†? infrastructure of institutions that facilitate trade, such as interpersonal trust, market information systems, and business climates. The authors find that the vague mandates and limited capacities of national trade and agriculture ministries, regional and urban authorities, neighborhood councils, and market cooperatives often hamper policy interventions. This volume comes to a simple conclusion: international development policy makers and their financial and technical partners have neglected urban markets for far too long, and now is the time to rethink and reinvest in this complex yet crucial subject.
