Book excerpt: To determine the worst blast environments that eight types of expedient shelters can withstand, we subjected a total of 18 shelters to the 1-kiloton blast effects of Defense Nuclear Agency's DICE THROW main event. These expedient shelters included two Russian and two Chinese types. The best shelter tested was a Small-Pole Shelter that had a box-like room of Russian design with ORNL-designed expedient blast entries and blast doors added. It was undamaged at the 53-psi peak overpressure range; the pressure rise inside was only 1.5 psi. Expedient shelters of the types tested - especially if the ones with shored walls are equipped with blast doors - would afford better protection against the blast and fire effects of nuclear weapons and much better fallout protection than do all but a small fraction of existing buildings. Water storage pits lined with ordinary plastic trash bags were proven practical at up to 53 psi, as were triangular expedient blast doors made of poles.

Book excerpt: A 100-man Keyworker blast shelter was constructed and tested at the predicted 75-psi peak overpressure level in the MINOR SCALE Event in June 1985 at the White Sands Missile Range, New Mexico. The MINOR SCALE Event was a high-explosive test simulating the air-blast effects of an 8-KT nuclear weapon. The reinforced concrete shelter was designed by the US Army Engineer Division, Huntsville and the US Army Engineer Waterways Experiment Station under the sponsorship of the Federal Emergency Management Agency. The experiment was conducted to verify the structural design of the shelter. The full-scale structure was complete with air-handling equipment, bunks, and instrumented anthropomorphic mannequins. The survivability of mechanical air-moving equipment inside the shelter and occupant survivability were investigated. The structure experienced minor damage during the test. Permanent roof deflections were 1/8 inch or less. The mechanical equipment incurred no damage, and in-structure shock in the shelter was within acceptable limits for occupants. The test indicated that the shelter will safely protect personnel when subjected to the design peak overpressure of 50 psi from a 1-MT nuclear weapon. Recommendations resulting from the experiment included the retesting of the structure using a High-Explosive Simulation Technique (HEST) test to introduce significant damage to the shelter. Book excerpt: Oak Ridge National Laboratory field tests of expedient shelters during the past three years had resulted in the selection and development of six types of expedient shelters. These were demonstrated by construction exercises to be the most practical for average rural and small-town Americans to build in the principal environmental regions of the United States. Each type of shelter is designed to be built within 48 hours by average family groups of such Americans, using only widely available materials such as trees, to provide all members with high-protection-factor shelter. To evaluate the blast protection afforded by these six types of expedient shelters, they were blast tested as a part of Defense Nuclear Agency's Mixed Company Event, in the blast area of a 500-ton TNT detonation--equivalent in air blast effects to a 1.0-1.8 kiloton nuclear detonation. A total of twelve shelters, representing six expedient types, were subjected to blast effects at surface overpressures ranging from 29 to 3 pounds per square inch (psi). All except the two Door-Covered Trench Shelters were tested as closed shelters. Only one shelter was damaged: the Door-Covered Trench Shelter that was tested as an open shelter at 5 psi. The six types of shelters, tested at the following measured surface overpressures, were: (1) Two Small-Pole Shelters, at 29 psi; (2) Three Wire-Catenary-Roofed Shelters, at 29 psi and 13 psi; (3) One aboveground A-Frame Pole Shelter, at 17 psi; (k) One Shored-Trench Stoop-In Shelter, at 13 psi; (5) Two Log-Covered Trench Shelters, at 13 psi; (6) Two Door-Covered Trench Shelters, at 5 psi and 3 psi. Earth arching increased the strength of the shelters that had an adequate depth of earth cover relative to the roof span. A new design of quickly closable, expedient blast door was tested at 29, 17 and 13 psi surface overpressure ranges. Only the blast door at 17 psi was damaged, and even it remained intact and securely closed.

Two other updating reports have been published. These reports were written solely for the guidance of design professionals (architects and engineers), who must design human shelter to be located in a new building basement or other below grade structure (natural or bermed); certain specialized training is assumed. It is emphasized that protective shelter of the kind contemplated in full slanting - i.e., to protect against 5-30 psi nuclear air blast and related radiation effects - provides excellent (full) protection against such natural disasters as earthquakes, hurricanes (including cyclones), and tornadoes. Also, such protective shelter provides fire protection that in most aspects exceeds fire codes. In short, full slanted basement shelters more than satisfy requirements for protection against all natural disasters except floods. For updating a copy of the latest slanting report, two reports should have been used and this report provides: a slightly revised Scope (Chapterl); a fully revised and expanded Chapter 6; a Chapter 9 retitled EMP Considerations; a replacement Chapter 10, Summary of Slanting Techniques; and other it ems described below. The Chapter 6 revision (Blast Resistant Design/Analysis and Cost Estimating) has a long section on Typical Designs. In the material herein preceding that section, both minor corrections and significant changes have been made. A new section, Selection of Design Overpressure, has been added; another new section provides a few comments on choice of floor slab type, i.e., among one-way, two-way, and flat slabs, plus flat plates.
