Book excerpt: Safety, reliability, and productivity in the nuclear industry result from a systematic consideration of human performance. A plant or other facility consists of both the engineered system and the human users of that system. It is therefore crucial that engineering activities consider the humans who will be interacting with those systems. Engineering design, specifically instrumentation and control (I&C) design, can influence human performance by driving how plant personnel carry out work and respond to events within a nuclear power plant. As a result, humansystem interfaces (HSIs) for plant operators as well as the maintenance and testing of the I&C system cannot be designed by isolated disciplines. The focus of this publication is to integrate knowledge from the disciplines of human factors engineering (HFE) and I&C to emphasize an interdisciplinary approach for the design of better HSIs and consequently improved human performance in nuclear power plants. This is accomplished by practical explanations of the HFE processes and corresponding outputs that inform the I&C development. More specifically, the publication addresses issues in the design process where collaboration between HFE, I&C and other important disciplines and stakeholders is paramount and identifies key tools and tasks for exchanging inputs and outputs between different design disciplines, particularly I&C and HFE. The practical information provided in this publication is intended to support Member States capabilities to improve their approach to I&C through the consideration of HFE.

Book excerpt: Today there exists in the United States a large volume of nuclear wastes that result from both military and commercial activities. The United States has to date placed major emphasis on disposal in only one rock type--salt--whereas other nations have considered other rock types, such as granite in England and Sweden and clays in Belgium. No comprehensive evaluation of isolation in rocks other than salt has been made in the United States, and it is most appropriate that other rock types be evaluated both for constructing disposal sites in areas devoid of salt and also for having alternative waste management plans in case substantial problems are encountered in using salt as a disposal medium. To evaluate the state-of-the-art, research needs, and research priorities related to waste disposal in largely-impermeable rocks, scientists and engineers working on geologic aspects of nuclear waste disposal were brought together. The Geotechnical Assessment and Instrumentation Needs (GAIN) Symposium for Nuclear Waste Isolation in Crystalline and Argillaceous Rocks was held July 16-20, 1978 in Berkeley. This report and recommendations are the proceedings from that symposium. The location, design, and testing of a potential nuclear waste disposal site are both a geologic and an engineering problem. Disposal requires isolating the wastes from the surface and subsurface of the earth for a period of time of ten to hundreds of thousands of years. Engineers have never before been called upon to predict the behavior of structures or the flow of groundwater so far into the future.

Book excerpt: In light of the observed performance of the geotechnical instrumentation deployed on the Spent Fuel Test-Climax (SFT-C), the following conclusions and recommendations are offered. Further research is required to fully understand the observed failures of linear potentiometers utilized in sealed or partially ventilated extensometer head assemblies. Based on our field observations, we recommend deploying Schaevitz LVDTs or proximeters as extensometer transducers where a sealed head assembly is required. The user must be cognizant of the potential drift and thermal instabilities of these units, however. The first-generation wire extensometers and fracture monitors developed for this test are an accurate, reliable means for measuring convergence and discrete joint motion, respectively. The improved hermetically sealed vibrating-wire stressmeters function reliably. Calibration of the gauge remains difficult and further work is warranted in this area. Utilization of a single lot of sheathed thermocouples in a zone box configuration is a cost-effective, accurate, and reliable means of measuring temperatures in the repository environment. Care must be taken to tailor the sheath composition to the test thermal and chemical environment. Monitoring and post-test studies will continue at the SFT-C through 1984. Included in these studies will be post-test calibrations of all accessible instrumentation. A final report on the performance of the field instrumentation will be prepared at that time.
