Terrorists and countries seeking nuclear weapons could use as little as 25 kilograms of highly enriched uranium or 8 kilograms of plutonium to build a nuclear weapon. With the dissolution of the Soviet Union, it is estimated that Russia inherited 603 metric tons of highly enriched uranium and plutonium in forms highly attractive to theft. This amount of material is enough to produce almost 40,000 nuclear bombs. The breakdown of Soviet-era control systems, coupled with social and economic deterioration within Russia, has increased the threat of this material's theft or diversion.

They possess the world’s largest nuclear weapons arsenals, are involved in the principal regional conflicts, and have lead roles in opposing international terrorism and weapons proliferation. Despite persistent differences on many questions, mutual interests consistently drive Russians and Americans to work together to overcome these impediments. This Adelphi paper argues that opportunities for improving further security cooperation between Russia and the United States exist but are limited. Near-term results in the areas of formal arms control or ballistic missile defences are unlikely. The two governments should focus on improving and expanding their joint threat reduction and nonproliferation programmes, enhancing their military-to-military dialogue regarding Central Asia and defence industrial cooperation, and deepening their antiterrorist cooperation, both bilaterally and through NATO. Using more market incentives, expanding reciprocity and equal treatment, and limiting the adverse repercussions from disputes over Iran would facilitate progress. Russia and the United States will not soon become close allies, but they should be able to achieve better security ties given that, on most issues, their shared interests outweigh those that divide them.

It undertakes an analysis of the Cooperative Threat Reduction (CTR) Program and several other programs established by different U.S. Departments. The CTR process demonstrates both, the achievements and limitations of the evolving new framework of interaction between the U.S. and Russia. This investigation is the first attempt to use the CTR process as a case study for U.S.-Russian strategic relations in the post-Cold War international security system. By answering the questions of why this process is prone to some persistent problems of implementation and why it was possible in the first place, it yields significant conclusions regarding the nature of U.S.-Russian relations, and the achievements as well as limitations in the bilateral relationship since the end of the Cold War. "From Antagonism to Partnership" contributes to the existing literature on cooperative threat reduction as a study linking CTR to the wider context of the opportunities, challenges and constraints determining the nature of post-Cold War relations between the U.S. and Russia.
