Book excerpt: This book shows how the Fukushima plaintiffs have challenged narratives of safety and risk containment produced by TEPCO and the Japanese government through offering new empirical data on risk perceptions and life choices of some nuclear evacuees. Considering the Fukushima evacuees’ disappearance from public discourse in Japan, the book engages with theoretical writings on risk, neoliberal governmentality and citizen science. Chapters draw on a wide range of anthropologically-related methodologies including socio-linguistics, participant observation, and qualitative interviews. Themes of self-governance, resistance, gender, kinship, class and social change surface throughout, setting the Fukushima experience in a broad historical, social, and comparative context. This is the first ethnographic account of the Fukushima litigation and the first extensive qualitative study documenting the worldviews and living conditions of nuclear evacuees who moved outside Fukushima Prefecture, with a particular focus on underrepresented groups (single mothers, elderly and disabled evacuees). The history of industrial disasters and the role of citizens in shaping environmental policy in Japan is also evaluated. Fall-out from Fukushima sets out to be a manifesto for understanding and supporting post-nuclear disaster societies, and will appeal to students and scholars of social, legal, and linguistic anthropology, science and technology studies, as well as Japanese studies.

The objective was to test the capacity of the existing nuclear liability and compensation mechanisms in the 29 countries represented at the workshop to manage the consequences of a nuclear emergency such as the accident simulated at the Gravelines nuclear power plant in the north of France in May 2001, and upon which the INEX 2000 Exercise was based. These proceedings contain a comparative analysis of legislative and regulatory provisions governing emergency response and nuclear third party liability, based upon country replies to a questionnaire, the full responses provided to that questionnaire, as well as the texts of presentations made by special quests from Germany and Japan describing the manner in which the public authorities in their respective countries responded to two nuclear accidents of a very different nature and scale.

Book excerpt: On the 11th of March 2011, an earthquake registering 9.0 on the Richter scale (the most powerful to ever strike Japan) hit the Tohoku region in northern Japan. The earthquake produced a devastating tsunami that wiped out coastal cities and towns, leaving 18,561 people dead or registered as missing. Due to the disaster, the capability of the Fukushima Nuclear Power Plant, operated by Tokyo Electric Power Company (TEPCO), was compromised, causing nuclear meltdown. The hydrogen blast destroyed the facilities, resulting in a spread of radioactive materials, and, subsequently, serious nuclear contamination. This combined event – earthquake, tsunami, and nuclear meltdown – became known as the Great East Japan Earthquake Disaster. This book examines the response of the Japanese government to the disaster, and its attempts to answer the legal questions posed by the combination of earthquake, tsunami, and nuclear meltdown. Japanese law, policy, and infrastructure were insufficiently prepared for these disasters, and the country’s weaknesses were brutally exposed. This book analyses these failings, and discusses what Japan, and other countries, can learn from these events.
