Book excerpt: First published in 1998, this volume reflects that, ever since the publication of Edward Said’s Orientalism twenty years ago, scholars have tested his thesis against the wider application of his terms to cultural practices and the rhetoric of power. The cultural impact of the British on their colonies has been extensively investigated but only recently have scholars begun to ask in what ways British culture was transformed by its contact with the colonies. The essays in this volume demonstrate how influential the Empire was on British culture from the late eighteenth to early twentieth centuries. They show how, from cross-cultural cross-dressing to Buddhism, British artists and writers appropriated unfamiliar and challenging aspects of the culture of the Empire for their own purposes. An examination is also made of the extent to which colonized people engaged in the orientalising discourse, amending and subverting it, even re-applying its stereotypes to the British themselves. Finally, two essays explore instances of the exchange of ideas between colonies. Several of the essays are based on papers given at the 1996 Conference of the College Arts Association.

It is a close-up of a peasant economy in the throes of a crisis which temporarily eroded the value-system determining the normal pattern of entitlements. An investigation of the socio-economic, ecological and cultural determinants of the famine helps evolve a coherent framework. The emphasis is on the distinctive problems of the various economic regions, most notably the tribal belts. Chakrabarti applies Amartya Sen's theory of exchange entitlements to a nineteenth century famine situation in Bengal, and finds that a market-based entitlement failure precipitating severe famine conditions, even without receiving any impulse from food production , has little relevance here. Though teh book underlines the predicament of the subalterns, the famine is not seen from the viewpoint of any specific group or community. The focus is, rather, on the phenomenon of famine in its totality---on the agony and trauma of a peasant society thrown out of gear in an abnormal situation, and the crisis of identities that ensued.

Book excerpt: Lokamanya (revered leader) Bal Gangadhar Tilak (1856 - 1920), the extremist politician of Maharashtra, a region of western India, was one of the first Congress Party leaders to adopt the strategy of mass politics. Interpretations of his role and his achievement differen greatly. Some historians depict Tilak as India's first mass politician who was a creative nationalist myth-maker; other suggest that he was an opportunist who manipulated politics for selfish, elitist purposes. With an eye to resolving these conflicting opinions, Cashman related Tilak's ideology to his political organization. the author concentrates on four mass movements, studying the Lokamanya when he was engaged in political action and comparing his public statements with his political tactics. This approach provides a means of examining the manner in which Tilak redefined myths and of assessing the value of myths for purposes of political mobilization. Cashman suggests deficiencies in previous interpretations of Tilak. Arguing that the limitations of the mass movements need not be explained by the inadequacies of myths, he demonstrates that instead they reflected the transitional state of Maharashtraian society, which lacked a broad consensus. Tilak was active at a time when there was no common goal, no broader objective, in which sectional interests might be subsumed. He symbolized the uncertain striving of his society for some new direction, whose nature was yet unknown. He did not create the myth of the Lokamanya or the ideology of nationalism but, responding to social and political pressures, became a prisoner of the myths. Much writing of Indian history has been influenced either by a narrow ideological approach or by a retreat to arithmetical pragmatism. Cashman attempts to restore a balance by reexamining the relationship of myth to politics. Book excerpt: This book is a detailed analysis of the food scarcity and epidemics among the womenfolk and other vulnerable sections of society in colonial Orissa. Its major significance lies in the fact that the food crisis, mass exodus and adverse sex ratio continue to raise questions in the contemporary world. Studies of such experiences help in re-designing strategies to meet the challenges arising from natural disasters, wars, pandemics, besides poverty and uncertain production outcomes. The study of Orissa Famine of 1866 explodes the myth upheld by the colonial administrators that women died at a lower rate than men in famines, because they could easily adapt to food scarcity and were supposedly less prone to infectious diseases. Evidence based on historical, sociological and biological factors showed that increasing male migration, much of it, leading to high mortality, explains the change in sex ratio during the colonial period. This work also shows that many of today’s consumption preferences, linguistic usages and cultural habits of people, carry traces of cataclysmic experiences. This book also highlights the fact that most famines are the result of policy failures and, are often rooted in structural inequalities with serious consequences for women, lower castes and the poor alike.
