Available in PDF, EPUB and Kindle. Book excerpt: From the back cover: In this important and timely book, Stephen Clarkson describes how Canada stood up to U.S. pressure on some vital matters in the watershed year of 1981, but was forced to back down on others. He then offers an up-to-date review of all major issues in Canadian-American relations: energy policy, and the future of the NEP, the Foreign Investment Review Agency, trade barriers and incentives, NATO and NORAD, satellites and communications policy. Clarkson considers that Canada must define its own interests clearly and press to have these respected in the U.S.. He offers proposals for the reform of Canada's approach to American relations, and suggests that Canadians on occasion play a direct role in U.S. politics to ensure that Canadian interests are not ignored in the difficult years to come.

Book excerpt: Canada and Reagan Challenge, first published in 1982, has gained wide acclaim for its analysis of the crisis of 1981 - when Ottawa and Washington went head-to-head over the economic nationalism of the National Energy Program and the Foreign Investment Review Agency. Stephen Clarkson's study demonstrated that the crisis extended to a great many fronts, including defence, the environment and the survival of Canadian culture. The September 1984 election brought to Ottawa a new Conservative government, one that seemed determined to embrace Ronald Reagan's view of the world. The Conservatives soon came on side with Washington on the "Stars Wars" debate. As for foreign investment, the Tories declared Canada "open for business". With many challenges for the bilateral relationship on the horizon - further protectionist threats, free trade negotiations, the modernization of NORAD, the acid rain crisis, and American withdrawal from international institutions such as UNESCO - Stephen Clarkson asks whether the Conservatives' "super relations" with the United States will result in the sacrifice of Canadian interests.

Available in PDF, EPUB and Kindle. Book excerpt: This extensive bibliography and reference guide is an invaluable resource for researchers, practitioners, students, and anyone with an interest in Canadian film and video. With over 24,500 entries, of which 10,500 are annotated, it opens up the literature devoted to Canadian film and video, at last making it readily accessible to scholars and researchers. Drawing on both English and French sources, it identifies books, catalogues, government reports, theses, and periodical and newspaper articles from Canadian and non-Canadian publications from the first decade of the twentieth century to 1989. The work is bilingual; descriptive annotations are presented in the language(s) of the original publication. Canadian Film and Video / Film et vidéo canadiens provides an in-depth guide to the work of over 4000 individuals working in film and video and 5000 films and videos. The entries in Volume I cover topics such as film types, the role of government, laws and legislation, censorship, festivals and awards, production and distribution companies, education, cinema buildings, women and film, and video art. A major section covers filmmakers, video artists, cinematographers, actors, producers, and various other film people. Volume II presents an author index, a film and video title index, and a name and subject index. In the tradition of the highly acclaimed publication Art and Architecture in Canada these volumes fill a long-standing need for a comprehensive reference tool for Canadian film and video. This bibliography guides and supports the work of film historians and practitioners, media librarians and visual curators, students and researchers, and members of the general public with an interest in film and video.

Book excerpt: Explores both counter-terrorism and enabling policy dimensions of emerging information technologies in national security After the September 11th attacks, "connecting the dots" has become the watchword for using information and intelligence to protect the United States from future terrorist attacks. Advanced and emerging information technologies offer key assets in confronting a secretive, asymmetric, and networked enemy. Yet, in a free and open society, policies must ensure that these powerful technologies are used responsibly, and that privacy and civil liberties remain protected. Emergent Information Technologies and Enabling Policies for Counter-Terrorism provides a unique, integrated treatment of cutting-edge counter-terrorism technologies and their corresponding policy options. Featuring contributions from nationally recognized authorities and experts, this book brings together a diverse knowledge base for those charged with protecting our nation from terrorist attacks while preserving our civil liberties. Topics covered include: Counter-terrorism modeling Quantitative and computational social science Signal processing and information management techniques Semantic Web and knowledge management technologies Information and intelligence sharing technologies Text/data processing and language translation technologies Social network analysis Legal standards for data mining Potential structures for enabling policies Technical system design to support policy Countering terrorism in today's world requires innovative technologies and corresponding creative policies; the two cannot be practically and realistically addressed separately. Emergent Information Technologies and Enabling Policies for Counter-Terrorism offers a comprehensive examination of both areas, serving as an essential resource for students, practitioners, researchers, developers, and decision-makers.

Available in PDF, EPUB and Kindle. Book excerpt: The advent of increasingly large consumer collections of audio (e.g., iTunes), imagery (e.g., Flickr), and video (e.g., YouTube) is driving a need not only for multimedia retrieval but also information extraction from and across media. Furthermore, industrial and government collections fuel requirements for stock media access, media preservation, broadcast news retrieval, identity management, and video surveillance. While significant advances have been made in language processing for information extraction from unstructured multilingual text and extraction of objects from imagery and video, these advances have been explored in largely independent research communities who have addressed extracting information from single media (e.g., text, imagery, audio). And yet users need to search for concepts across individual media, author multimedia artifacts, and perform multimedia analysis in many domains. This collection is intended to serve several purposes, including reporting the current state of the art, stimulating novel research, and encouraging cross-fertilization of distinct research disciplines. The collection and integration of a common base of intellectual material will provide an invaluable service from which to teach a future generation of cross disciplinary media scientists and engineers.
